Background: Conceptualisations of what it means to use evidence in policymaking often appear divided between two extremes. On the one side are works presenting it as the implementation of research findings – particularly evaluations of intervention effect. In contrast stand theoretically informed works exploring the multiple meanings of evidence use, political complexities, and the constructed nature of research evidence itself. The first perspective has been criticised as over-simplistic, while the latter can make it difficult to answer questions of what might be good, or improved, uses of evidence in policymaking. Methods: To further debate, this paper develops a 'programmatic approach' to evidence use, drawing on theories of institutional decision making and empirical work on evidence use within 11 National Malaria Control Programmes in Africa. We apply the programmatic approach by investigating the key goals and tasks of programme officials, recognising that these will shape the routines and logics followed affecting evidence utilisation. We then map out the forms, sources, features, and applications of evidence that serve programme officials in their goals. Findings: In the case of malaria programmes, evidence use was understood in relation to tasks including: advocacy for funding, budget allocation, regulation development, national planning, and identification of information gaps – all of which might require different evidence sources, forms, and applications. Discussion and Conclusions: Ultimately the programmatic approach aims to facilitate clearer understanding of what uses of evidence are appropriate to policymakers, while also allowing critical reflection on whether such uses are 'good' from both programme and broader social perspectives.

Abstract The paper reviews a number of challenges associated with reducing degradation and its related emissions through national approaches to REDD+ under UNFCCC policy. It proposes that in many countries, it may in the short run be easier to deal with the kinds of degradation that result from locally driven community over-exploitation of forest for livelihoods, than from selective logging or fire control. Such degradation is low-level, but chronic, and is experienced over very large forest areas. Community forest management programmes tend to result not only in reduced degradation, but also in forest enhancement; moreover they are often popular, and do not require major political shifts. In principle these approaches therefore offer a quick start option for REDD+. Developing reference emissions levels for low-level locally driven degradation is difficult however given that stock losses and gains are too small to be identified and measured using remote sensing, and that in most countries there is little or no forest inventory data available. We therefore propose that forest management initiatives at the local level, such as those promoted by community forest management programmes, should monitor, and be credited for, only the net increase in carbon stock over the implementation period, as assessed by ground level surveys at the start and end of the period. This would also resolve the problem of nesting (ensuring that all credits are accounted for against the national reference emission level), since communities and others at the local level would be rewarded only for increased sequestration, while the national reference emission level would deal only with reductions in emissions from deforestation and degradation.

Farmers are supported by European Union (EU) through contributions related to the common agricultural policy (CAP). To obtain grants, farmers have to apply every year according to the national/regional procedure that, presently, relies on the Geo-Spatial Aid Application (GSAA). To ensure the properness of applications, national/regional payment agencies (PA) operate random controls through in-field surveys. EU regulation n. 809/2014 has introduced a new approach to CAP controls based on Copernicus Sentinel-2 (S2) data. These are expected to better address PA checks on the field, suggesting eventual inconsistencies between satellite-based deductions and farmers' declarations. Within this framework, this work proposed a hierarchical (HI) approach to the classification of crops (soya, corn, wheat, rice, and meadow) explicitly aimed at supporting CAP controls in agriculture, with special concerns about the Piemonte Region (NW Italy) agricultural situation. To demonstrate the effectiveness of the proposed approach, a comparison is made between HI and other, more ordinary approaches. In particular, two algorithms were considered as references: the minimum distance (MD) and the random forest (RF). Tests were operated in a study area located in the southern part of the Vercelli province (Piemonte), which is mainly devoted to agriculture. Training and validation steps were performed for all the classification approaches (HI, MD, RF) using the same ground data. MD and RF were based on S2-derived NDVI image time series (TS) for the 2020 year. Differently, HI was built according to a rule-based approach developing according to the following steps: (a) TS standard deviation analysis in the time domain for meadows mapping; (b) MD classification of winter part of TS in the time domain for wheat detection; (c) MD classification of summer part of TS in the time domain for corn classification; (d) selection of a proper summer multi-spectral image (SMSI) useful for separating rice from soya with MD operated in the spectral domain. ...

Analisis desde un punto de vista comercial y económico, del impacto de la entrada de España en las Comunidades Europeas

A tafonomia de fósseis de moluscos bivalves depositados em coleção científica e coletados em afloramento do Grupo Bauru (Cretáceo Superior, Bacia Bauru), da região do município de Monte Alto, São Paulo, é analisada neste trabalho. A preservação dos organismos recristalizados em matriz carbonática indica remobilização do substrato por agente energético unidirecional, em momentos de maior vazão fluvial. Os espécimes com valvas conjugadas possuem sedimento interno similar ao externo, implicando uma baixa exposição dos organismos à Zona Tafonomicamente Ativa e sugerindo baixa mistura temporal dos bioclastos. A porção posterior fragmentada de forma truncada, encontrada nos exemplares de coleção científica, possivelmente está relacionada à incapacidade do táxon reescavar o substrato em períodos de seca. Os dois tipos de preservação encontrados corroboram evidências de outra natureza, que indicam paleoambientes fluviais no Grupo Bauru, na área estudada.

AbstractHabituation and dishabituation are the most prevalent measures of infant cognitive functioning, and they have reliably been shown to predict later cognitive outcomes. Yet, the exact mechanisms underlying infant habituation and dishabituation are still unclear. To investigate them, we tested 106 8‐month‐old infants on a classic habituation task and a novel visual learning task. We used a hierarchical Bayesian model to identify individual differences in sustained attention, learning performance, processing speed and curiosity from the visual learning task. These factors were then related to habituation and dishabituation. We found that habituation time was related to individual differences in processing speed, while dishabituation was related to curiosity, but only for infants who did not habituate. These results offer novel insights in the mechanisms underlying habituation and serve as proof of concept for hierarchical models as an effective tool to measure individual differences in infant cognitive functioning.Research Highlights

Deforestation is a major factor reducing natural habitats, leading to tropical ecosystems and biodiversity loss worldwide. The Lacandona region in southern Mexico holds one of the largest fragments of tropical rainforest in North America. We evaluated the deforestation of the Lacandona region harmonizing concepts and methodologies. An international (FAO definition), governmental (national definition), and regional definition of deforestation with applications at different scales were analyzed and harmonized with two classification methods (likelihood and spectral angle mapper (SAM)). We used 2015 and 2018 Landsat 8 images, and likelihood and SAM classifications were applied for FAO and regional definitions of deforestation. Overall, the best evaluated classifier in quantity was likelihood for 2015 and 2018 (kappa: 0.87 and 0.70, overall accuracy: 91.8 and 80.4%, and quantity disagreement: 4.1 and 10 %, respectively). The allocation disagreement only showed exchange between classes. Nevertheless, they did not show differences between classifiers, although 2015 had less disagreement than 2018: exchange, 4.1% for likelihood and SAM; shift: 0% for likelihood and SAM. Maps based on the regional definition of deforestation showed that the likelihood classification detected 11,441 ha less deforestation than SAM (40,538 and 51,979 ha, respectively). The FAO definition of deforestation showed that likelihood classification detected 11,914 ha less deforestation than SAM classification (37,152 and 49,066 ha, respectively). Further, the likelihood classification showed 3387 ha more of deforestation according to the regional definition than the FAO definition of deforestation (40,538 and 37,152 ha, respectively). SAM classification showed that the regional definition showed 2913 ha more deforestation than the FAO definition (51,979 and 49,066, respectively). Abstract There is a great lack of scientific knowledge about the Ocean and a disconnect between scientific knowledge and public understanding of this environment. Considering the importance of Ocean Literacy in society, we illustrate in this study how the complexity and transversality of the Ocean enable disciplinary and interdisciplinary dialogues and reflections in schools. Based on a documental analysis, this work identified the presence and frequency of relationships between the Specific Competencies (SC) of the Common National Curriculum Base (BNCC - High School) and the Ocean Literacy Principles, based on contents of the Natural Sciences. Relationships between all the Principles and SC were identified, favored by aspects such as interdisciplinarity, scientific work, social dimension and complexity. Considering the illustrative character of this work, we emphasize the potential of using the Ocean as an integrating theme, the need for educational processes for educators and the planning of school pedagogical proposals.
