The (re)politicisation of gender in Western Europe

International vocational education and training research: an introduction to the special issue
The seven articles in this special issue represent a wide range of international comparative and review studies by international research teams from China, Germany, India, Russia, Switzerland and Mexico. The presented projects are part of the national program "Research on the Internationalisation of Vocational Education and Training", funded by the German Federal Ministry of Education and Research (BMBF). An adapted version of Urie Bronfenbrenner's ecological systems theory forms the conceptual framework of the special issue. The four system levels (micro, meso, exo and macro) are addressed by one article each. The article on the microsystem level focuses on the intended and implemented curricula in a cross-country comparison of China and Russia. The article on the mesosystem level aims at the development of a quality management model for vocational education and training (VET) institutions in India. At the exolevel, the regional structures of the education and employment systems in Mexico, particularly the cooperation between schools and companies in the hotel industry, are investigated. At the macrosystem level, the social representation of non-academic labour in Mexico is examined in terms of cultural artefacts. Furthermore, three overarching review studies systematise relevant research developments and approaches. The topics of the three review studies are European VET policy, transfer of VET and VET research. The scope ranges from the development of a comparative research tool to a summary analysis of over 5,000 individual publications. Given the broad scope and heterogeneity of the findings, a summative conclusion would hardly be appropriate. Nevertheless, with regard to the model of the 'triadic conception of purposes in comparative VET research' that represents a heuristic for describing the purposes of international VET research, we conclude with an emphasis on a need of more criticality. In this context, one finding can be pointed out as an example: One review study found that most studies (here, with reference to VET transfer) refer to the recipient country without a comparative perspective. Thus, there is a clear demand for more comparative research following a critical-reflective approach. (DIPF/Orig.)

Scoping Review on Research at the Boundary Between Learning and Working: A Bibliometric Mapping Analysis of the Last Decade

Context: The research field at the boundary between learning and working is multidimensional, fuzzy, dynamic, and characterized by high growth. A study that comprehensively maps and aggregates this research field is missing. Approach: Using tools of bibliometric analysis (bibliographic coupling, co-citation analysis and co-occurrence analysis), we map the research at the boundary between learning and working in a scoping review study. Our study considers peer-reviewed articles published between 2011 and 2020 and recorded in Scopus. In total, 5,474 articles are included in our analysis. Findings: Focusing on the intellectual structure of the research field, we identified the most publishing and most cited countries, journals, and authors, as well as latent collaborative networks among countries, journals, and authors. Furthermore, we used references and keywords to identify the conceptual structure of the research field and distinguished four types of conceptual clusters: motor clusters, highly developed and isolated clusters, emerging or declining clusters, and basic and transversal clusters. Conclusions: Research at the boundary between learning and working is highly parcelled out internationally. This scientific parcelling represents a disadvantage for exchanging ideas and accumulating knowledge. In addition to forming a parcelled field, a dividing line runs between centre, periphery and excluded countries and scientists. Especially scientists from developing countries and nations, economies in transition and those from post-conflict situations are excluded from the international discourse. This situation is more than just a disadvantage for the exchange of ideas and the accumulation of knowledge. Instead, there is a systematic bias in the research landscape here.

Contentious episodes in the age of austerity: studying the dynamics of government-challenger interactions

Based on extensive data and analysis of sixty contentious episodes in twelve European countries, this book proposes a novel approach that takes a middle ground between narrative approaches and conventional protest event analysis. Looking particularly at responses to austerity policies in the aftermath of the Great Recession (2008-2015), the authors develop a rigorous conceptual framework that focuses on the interactions between three types of participants in contentious politics: governments, challengers, and third parties. This approach allows political scientists to map not only the variety of actors and actor coalitions that drove the interactions in the different episodes, but also the interplay of repression/concessions/support and of mobilization/cooperation/mediation on the part of the actors involved in the contention. The methodology used will enable researchers to answer old (and new) research questions related to political conflict in a way that is simultaneously attentive to conceptual depth and statistical rigor.

Issue Ownership and Agenda Setting in the 2019 Swiss National Elections

AbstractThe 2019 Swiss national elections were characterized by the unusual prominence of two issues, environment and gender, whereas two staples of Swiss politics, immigration and Europe, were less dominant compared to previous elections. We study how, in this context, the media and party agenda were linked to issue ownership. Specifically, we consider whether political parties that own an issue could lead the media agenda and the agenda of other parties. Our analysis relies on all tweets and press releases of major Swiss political parties from January to October 2019 and 37,225 newspaper articles published during the same period. Results show, first, that the agenda‐setting capacity of parties was restricted to the gender issue, and second, that the link between issue ownership and agenda setting is ambiguous. These findings suggest that during election campaigns, agenda setting may be largely exogenous to both parties and media.
Social Media and Policy Responses to the COVID‐19 Pandemic in Switzerland

AbstractWe study the role of social media in debates regarding two policy responses to COVID‐19 in Switzerland: face‐mask rules and contact‐tracing apps. We use a dictionary classifier to categorize 612'177 tweets by parties, politicians, and the public as well as 441'458 articles published in 76 newspapers between February and August 2020. We distinguish between "problem" (COVID‐19) and "solutions" (face masks and contact‐tracing apps) and, using a vector autoregression approach, we analyze the relationship between their salience on social and traditional media, as well as among different groups on social media. We find that overall attention to COVID‐19 was not driven by endogenous dynamics between the different actors. By contrast, the debate on face masks was led by the attentive public and by politicians, whereas parties and newspapers followed. The results illustrate how social media challenge the capacity of party and media elites to craft a consensus regarding the appropriateness of different measures as responses to a major crisis.

Correlational linkage analysis (Frequently Applied Designs)
Correlational or second-order linkage analyses (Schulz, 2008) correlate content data points and survey data at the aggregate level. They are generally used to infer the impact of public opinion climate, the media context or media use on individual attitudes, cognitions and behaviors. Correlational linkage analyses make use of data collected at different points in time to be able to describe patterns of change and stability over time and to compensate for the reduced number of observations resulting from aggregating individual-level data. They often employ manual and automated content analysis, descriptive and inferential statistical analyses, and time series analysis. Field of application/theoretical foundation: Linkage analyses have extensively been used in the fields of political communication (Soroka, 2002), EU studies (Brosius et al., 2019a), and more recently, social media and social movements. Studies that employed second-order linkage analyses are related to theories of agenda setting (McCombs & Shaw, 1972), framing (Vliegenthart et al., 2008), or media bias and tone (Brosius et al., 2019b) (see chapter Content Analysis in Mixed Method approaches for a detailed account of applications and advantages of using linkage analyses). Example studies: In this data entry we describe two studies that regress survey data on media content data with additional weighs to better model news media effects. The first study (Boomgaarden & Vliegenthart, 2007) weigh media coverage of a particular topic (immigration) by issue prominence and circulation of the newspapers considered in the study. The second one (Vliegenthart et al., 2008) further introduces a publication recency moderator to account for how close in time a given news story was published from when survey data was collected and individuals may have been exposed to such piece of information. First-order linkage analysis (Frequently Applied Designs)
First-order linkage analyses (Schulz, 2008) employ individual survey data weighted by aggregated content data and are generally used to investigate media effects on public opinion. In contrast to experiments, their outcomes are highly generalizable since they allow to grasp what kind of content people encounter in a naturalistic setting (Barabas & Jerit, 2009), with which frequency and intensity, and how it triggers a particular reaction, attitude change, knowledge gain or behavior. First-order linkage analyses often employ manual and automated content analysis, descriptive and inferential statistical analyses. When using panel data, they are furthermore able to identify within-individual changes in attitudes and behaviors (e.g. Takens et al., 2015). Field of application/theoretical foundation: Linkage analyses have extensively been used in the fields of political communication and public opinion, EU studies and media and political psychology. Studies that employed first-order linkage analyses are concerned with theories of agenda setting (Erbring et al., 1980), visibility, priming and media attention on public opinion dynamics (e.g. Bos et al., 2011); news media tone (Hopmann et al., 2010), or the impact of exposure to counter-attitudinal views through the media (Matthes, 2012) on voting decisiveness and behavior.
