In the 2012 legislative elections, 11 new deputies were elected representing newly created constituencies for the French expatriate community. The Right-wing Union pour un Mouvement Populaire (UMP) that initiated this legislation expected to create a clutch of safe seats for its own party, because expatriate voters have, since extra-territorial voting was introduced in 1981, always given massive support to the Right. Yet although this trend was maintained for the presidential election, the outcome was unexpectedly reversed for the legislative elections, when only 3 of the 11 new seats were won by the UMP. Il y a quelques années encore, les agences de notation financière étaient inconnues du grand public. Les trois plus importantes d'entre elles, les anglo-saxonnes Standard & Poor's, Moody's et Fitch Ratings, existent pourtant depuis plus d'un siècle. Ce sont les récentes crises économiques et financières, dont celle des subprimes aux États-Unis et celle de la dette dans l'Union européenne, qui les ont placées sur le devant de la scène. Aujourd'hui, les agences de notation sont la cible de multiples critiques, qui les accusent notamment d'imposer leurs diktats aux marchés et aux États. Certains médias et dirigeants politiques leur imputent une part de responsabilité dans les maux qui frappent l'économie mondiale. Pour leur part, les agences se défendent en se présentant comme de simples « thermomètres » de la conjoncture, et en affirmant avoir pour seule ambition de fournir des avis, que les investisseurs sont libres de suivre ou non. L'objectif du présent Courrier hebdomadaire est de distinguer légendes et réalités, et en particulier de cerner le véritable pouvoir des agences de notation. Pour cela, il présente les rouages de ces institutions : fonctionnement interne, activités, mode de financement, réglementations, configuration du secteur, projets pour l'avenir… Sur les décisions politiques, l'influence des agences s'avère ténue, même si certains dirigeants instrumentalisent les notations afin de servir leurs intérêts. Sur les marchés en revanche, l'impact des agences est bien réel, le recours aux notes étant depuis longtemps devenu une pratique incontournable. The UK Government's workplace pension reforms introduce major changes to the way in which employees save for retirement. Eligible employees will be automatically enrolled into a workplace-based pension scheme and, for the first time in the UK, employers will be legally required to contribute to employees' pensions. This article critically examines the evidence from New Zealand and Australia, two countries that have undergone pension reforms similar in some ways to the UK reforms. We assess what we can learn from their experiences in two areas: firstly, how pension schemes are structured and, secondly, the outcomes for individuals. The evidence highlights the potential of automatic enrolment to overcome people's disinterest in pension saving. At the same time, relatively few UK employees are likely to choose where their pension savings are invested. As a result, default funds will play an important role in determining the pension outcomes for individuals.

This article develops the theme of Jewish aporia and its implications of impossible interpretative "closure" in an analysis of David Mamet's auteur -film Homicide (1991). Embedded within discussions of the artist's more recent prose pieces on Judaism, Five Cities of Refuge (with Lawrence Kushner) and The Wicked Son (2006), the central argument here seeks to demonstrate how the aporia of Judaism has proven a lasting influence on Mamet's thinking that is expressed both in his highly crafted dramas, as well in his markedly more militant essayistic works.

On the one hand, an idealised kingship that carried out the « poesté modérée » (moderate power) advocated by many clerical reformers ; on the other hand, a darker picture, one that reflected a hesitant, careless and passive man who was not really king.
