This special issue of Environmental Science and Policy presents the outcomes of the WETwin project (Enhancing the role of wetlands in integrated water resources management for twinned river basins in EU, Africa and South-America in support of EU Water Initiatives), an international research project funded by the FP7 programme of the European Commission. The project aimed to improve wetland management by maximizing benefits from wetland use while maintaining ecological health, using case studies from Europe, Africa and South America. In much of the less developed world, data on wetland functions, processes and values are scarce even while wetlands often provide a critical component of livelihoods. Management decisions on balancing competing demands for wetland use must often be made in the absence of comprehensive information. This paper introduces the approach developed and tested under WETwin to evaluate wetland management structures and solutions in data-poor contexts, summarizing a conceptual framework which has evolved from seven very diverse case studies. A structured, modular approach was devised which combined multi-criteria analysis, trade-off analysis and vulnerability analysis, drawing on best available information, including quantitative modelling, qualitative 'expert opinion', and local stakeholders' knowledge and values. The approach used in WETwin has three important strengths: it involves stakeholders at all stages of the decision process, it combines qualitative and quantitative data (and therefore allows inclusion of poorly known and potentially important system components) and finally, it provides a relatively simple and structured approach to evaluate wetland management interventions and integrate impact, feasibility and institutional assessments, vulnerability analysis and trade-off analysis. The overall conceptual framework developed for WETwin was found to be robust and transferable to different contexts.

Under consideration is construction of a model of age-structured population reflecting random oscillations of the death and birth rate functions. We arrive at an Itô-type difference equation in a Hilbert space of functions which can not be transformed into a proper Itô equation via passing to the limit procedure due to the properties of the operator coefficients. We suggest overcoming the obstacle by building the model in a space of Hilbert space valued generalized random variables where it has the form of an operator-differential equation with multiplicative noise. Abstract
Modeling the global dynamics of emerging infectious diseases (EIDs) like COVID-19 can provide important guidance in the preparation and mitigation of pandemic threats. While age-structured transmission models are widely used to simulate the evolution of EIDs, most of these studies focus on the analysis of specific countries and fail to characterize the spatial spread of EIDs across the world. Here, we developed a global pandemic simulator that integrates age-structured disease transmission models across 3,157 cities and explored its usage under several scenarios. We found that without mitigations, EIDs like COVID-19 are highly likely to cause profound global impacts. For pandemics seeded in most cities, the impacts are equally severe by the end of the first year. The result highlights the urgent need for strengthening global infectious disease monitoring capacity to provide early warnings of future outbreaks. Additionally, we found that the global mitigation efforts could be easily hampered if developed countries or countries near the seed origin take no control. The result indicates that successful pandemic mitigations require collective efforts across countries. The role of developed countries is vitally important as their passive responses may significantly impact other countries.

The outbreak of the novel coronavirus disease 2019 (COVID-19) occurred all over the world between 2019 and 2020. The first case of COVID-19 was reported in December 2019 in Wuhan, China. Since then, there have been more than 21 million incidences and 761 thousand casualties worldwide as of 16 August 2020. One of the epidemiological characteristics of COVID-19 is that its symptoms and fatality rates vary with the ages of the infected individuals. This study aims at assessing the impact of social distancing on the reduction of COVID-19 infected cases by constructing a mathematical model and using epidemiological data of incidences in Korea. We developed an age-structured mathematical model for describing the age-dependent dynamics of the spread of COVID-19 in Korea. We estimated the model parameters and computed the reproduction number using the actual epidemiological data reported from 1 February to 15 June 2020. We then divided the data into seven distinct periods depending on the intensity of social distancing implemented by the Korean government. By using a contact matrix to describe the contact patterns between ages, we investigated the potential effect of social distancing under various scenarios. We discovered that when the intensity of social distancing is reduced, the number of COVID-19 cases increases; the number of incidences among the age groups of people 60 and above increases significantly more than that of the age groups below the age of 60. This significant increase among the elderly groups poses a severe threat to public health because the incidence of severe cases and fatality rates of the elderly group are much higher than those of the younger groups. Therefore, it is necessary to maintain strict social distancing rules to reduce infected cases.

В статье автор проводит анализ развития цифровой дипломатии и дипломатии данных на современном этапе. Отличительной чертой является то, что автором сделано сравнение нескольких стран в этой области, подчеркнуты как плюсы, так и указаны возможные недостатки. Приведенные примеры и сделанные автором прогнозы дают возможность взглянуть на вопрос развития цифровой дипломатии под другим углом. Автором высказывается мнение о том, что цифровая дипломатия представляет собой очень мощный инструмент, через который потом будет расширено понятие «мягкая сила».
