A la nouvelle du désastre qui, au mois d'avril 1906, ravagea une partie de la Californie, la Croix-Rouge américaine se mit immédiatement à l'œuvre, conformément à ses traditions humanitaires, pour contribuer à porter secours aux victimes de ce cataclysme. Elle dépêcha sur le théâtre de cette catastrophe le Dr Ed. Devine, de New-York, lequel avait acquis une grande expérience dans de précédentes calamités civiles, pour organiser l'œuvre de secours. Un comité fut constitué au sein de la branche californienne de la Croix-Rouge. De tous côtés des témoignages de sympathie affluèrent. La Croix-Rouge du Japon envoya une contribution de 50,000 dollars due à la générosité du public au Japon. De nombreuses offrandes semblables, provenant d'autres nations furent reçues. Un rapport général, qui contiendra le récit de toute l'œuvre de secours entreprise par la Croix-Rouge américaine, pourra senl en donner une idée un peu complète.

Disasters are increasing in frequency and intensity across the world, causing significant destruction to individuals and communities. Yet many social workers are ill-prepared for the demands of this field of practice. This book discusses the role of social workers in disaster work, including in disaster-preparedness, during the disaster and in post-disaster practice. It addresses the complexities of social work disaster practice, noting the need for social workers to understand the language of trauma and to respond effectively. The authors discuss disaster theory and practice, drawing out elements of practice at macro-, meso- and micro-levels and at various stages of the disaster. Jean Poncet à ma thèse : La Berbérie Orientale sous les Zîrîdes, soutenue en 1959 et publiée en 1962.A un réquisitoire tenant de la leçon de morale et de la volée de bois vert, la défense répondra avec sérénité et sans polémique oiseuse. Et qui sait si elle ne conclura pas en remerciant J. Poncet de l'avoir stimulée et incitée à repenser un problème mieux décanté, voire à élever le débat.Sacrifiant à une « conception catastrophique de l'histoire », au mépris d'une « connaissance scientifique de l'histoire », ce qui revient à « passer près de la vérité sans la voir », je me serais contenté de reprendre sans discernement critique les accusations portées par des compilateurs tardifs contre les tribus bédouines auxquelles le Fâtimide livra la Berbérie orientale au XIe siècle.

Résumé La catastrophe fait aujourd'hui partie de notre quotidien, comme si l'apocalypse pouvait nous tomber dessus tous les matins. Ce rapport démentiel au monde est cependant légitime, construit et non imaginaire, homogène au socius postmoderne. Une biopolitique des catastrophes s'est mise en place, qui tente d'intégrer cette nouvelle donne pour conjurer les risques qui composent, nous dit Beck, la mesure de nos sociétés post-progressistes. Cette biopolitique semble pourtant, par ses pratiques mêmes, rendre difficile la mise en place d'une écopolitique capable d'agir sur les causes, et non les effets des dommages que nous subissons d'ores et déjà.

This book aims to present an alternative view of humanitarian action. It adds to current conversations and dilemmas within the humanitarian sphere by departing from traditional views that consider humanitarian interventions as a concrete human activity aimed at providing relief to disaster victims. Much differently, it invokes the idea that humanitarian action is also a cognitive process. In this process, both humanitarians and disaster survivors alike, unknowingly, apply historically, societally, and culturally defined symbolic constructions to make sense of post-disaster information and to make decisions. In the specific case of humanitarian workers, these symbolic constructions influence how they understand their post-disaster reality, including how they relate to those they consider to be in pain or distress. This way of looking at humanitarian action builds upon a robust theoretical framework called Institutional Logics, which helps us identify and interpret how individuals make sense of their reality. So it brings the complex world of the individual into a discussion that generally considers the organization as the unit of analysis. Studying humanitarian action through this alternative lens makes it easy to see that objective and verifiable post-disaster information is a necessary but not a sufficient condition to design humanitarian interventions, let alone assess their value and benefits. This way of looking at humanitarian action builds upon a robust theoretical framework called Institutional Logics, which helps us identify and interpret how individuals make sense of their reality. So it brings the complex world of the individual into a discussion that generally considers the organization as the unit of analysis. L a thèse consacrée, voilà plusieurs années, par H. R. Idris à la Berbérie orientale sous les Zîrides constitue un apport d'une très grande importance à la connaissance de cette période troublée au cours de laquelle l'histoire nord-africaine aurait changé de sens sous l'in- fluence d'une véritable catastrophe. Toutefois, l'auteur de ce travail a cru devoir y reprendre largement les fameuses accusations portées epar Ibn Khaldoun ou par Tidjani, au xive siècle, contre les tribus bédouines lancées sur l'Ifriqiya zîride par le calife du Caire, trois siècles auparavant. C'est sur ce point que portera notre critique.

Quelles représentations de la crise écologique conduisent à l'action ? À celles de l'effondrement correspondent les affects de peur, mais aussi du sublime et du sadisme. Il faudrait plutôt solliciter des affects qui rappellent à l'homme sa finitude : l'inquiétude, le grotesque, la joie, l'abnégation.

Le 4 novembre dernier, les citoyens de Détroit ont élu Barack Hussein Obama à 97%. De cette élection, les habitants attendent beaucoup. La ville a traversé en 2008 deux crises majeures: celle des subprimes d'abord et celle de l'industrie automobile maintenant. Pauvre, ségrégée, délabrée, Détroit a été, depuis la fin du programme des Empowerment Zones en 2004, totalement abandonnée par les républicains. On comprend alors pourquoi l'annonce de la création par Obama d'un Office of Urban Policy, chargé de coordonner la politique urbaine fédérale, a suscité le plus vif espoir. Mais la tâche du Président s'avérera sans conteste extrêmement difficile. Toutes les politiques urbaines ont, en effet, jusque-là échoué parce qu'elles se sont heurtées à la dynamique inégalitaire du capitalisme, à la fragmentation métropolitaine et au racisme. Dans la ville de la lutte pour les droits civiques et de l'afrocentrisme, la peur de l'Autre est sans nul doute au fondement de la production de l'espace.
