The ways in which the US government made use of propaganda to influence Americans during the 1989 invasion of Panama are examined. After reviewing the historical context of the Panama invasion, it is suggested that the success of the public information campaign was due to a careful process of selection; specifically, information regarding the US's traditional support for Panama & the economic & human costs of the invasion was suppressed. It is also argued that the media operated as a tool of the government, rather than recounting events with a critical eye, & that the Democratic Party failed to present adequate oppostion to the invasion. Prior to World War II, U. S. commercial treaties either were silent concerning the applicability of their provisions to corporations and other associations, or provided in only a limited way for such entities. From the start, treaties of this kind concluded by the United States have been concerned with the rights and privileges of persons. It was not until 1911, however, that these treaties began to reflect attention to companies as such—artificial, as distinguished from natural—persons. Only during the last ten years have they dealt with companies systematically and comprehensively to a degree comparable with the treatment provided for natural persons.
This book seeks to demonstrate the role of public policy in support of equitable and inclusive development. The achievement of this overarching goal rests on an assumption that development does not happen by chance or by accident, but rather, through the deliberate application of analytical tools which public policy is able to provide. Set within an Asian context, the book emphasizes the role of public policy in reducing poverty, eliminating deprivation, promoting equity, and ensuring social justice.
