Competency mapping is an effective methodology used to integrate the HR functions with the key competencies of the organization. It is found to be a valuable resource to incorporate the competencies throughout the various processes and to assess the training needs of the organization. This article describes a research undertaken in an auto component company, to identify the training needs using the competency mapping methodology. The experiences of the study have been discussed and have been consolidated and presented as an effective training assessment model.

After independence, the start of Five Year Planning System in India laid down the basic platform of self-sufficiency and self-reliance for the sustainable development of the Country. But, the exploding population, rising unemployment, growing demand of the food grains, weak social justice and unfavourable balance of payment situations have crafted inequalities in the economic development of India. Therefore, the need of the hour, then, was to establish such mechanism, apart from basic agricultural based economic development, that can fetch bulk production, suitable employment to the unemployed youth of the nation and foreign income to make necessary corrections to boost the India's economic development. Nehru and his successors were somewhat afraid of the Imperialism which has showed the Indians a cruel picture of Foreign Industrialists and the hard movements of the Freedom struggle. Thus, the sad memories of the Imperialism contributed in restraining from export-based-heavy-private-industrial-setup in the country. As such, it was true that without foreign handshake, it was not possible to establish such export-based-employment-generating-industries in the country. The reforms of 1991 opened the doors for export based GDP growth of the country. It has, then, proved that without the inclusion of the export-oriented economic growth pattern, the basic goals of self-sufficiency and self-reliance cannot be achieved. Thus, the present paper aims at drawing a bright and clear sketch of Export based GDP growth as the current imperative need for the fast and sustainable economic development of the country. The present paper is based upon the secondary government data and the in-depth analysis of the author to present a general conjecture of the problem of slow pace of Gross Domestic Product of Indian Economy. Both local and national political considerations may play a role in determining the distribution of intergovernmental grant funds. This article focuses on the Community Oriented Policing Services program from 1993 to 1997 to examine how local politicians weigh their electoral desires against community needs in their decisions to apply for grants and how national politicians and bureaucrats similarly determine their responses to cities' requests. Due to electoral pressures, mayors were more likely than city managers to seek the short-term grants. National party politics also seemed to affect the allocation of grant funds. Finally, community needs played a role, as cities with high crime rates, police-funding shortages, and the ability to support the new officers after the grants expired were more likely to request grants. Communities with larger minority populations were less likely to request grants and were given fewer funds.
