Under a basic needs approach to rural water supply, donors and governments provide a minimum level of improved water services to as many people as possible. In the wake of structural adjustment, and the implementation experience with the basic needs approach, certain donors now advocate a demand-driven approach: communities should receive, via the private sector, the water supply system for which they are willing and able to pay. This article evaluates the critique of the basic needs approach and the arguments in favor of the demand-driven approach through examining the experience of a successful basic needs project, the Danida Water Project in Tanzania. Although the Project did experience the problems indicated in the critique, the demand-driven approach risks its own set of problems. Therefore, the demand-driven approach should be tested through projects prior to implementing it on a national scale, or embracing it as a global solution. (DÜI-Hff)

Surprisingly few estimates exist of disaggregated world demand functions for LDC exports, despite the obvious policy importance of the inherent price elasticities. Time-series, simultaneous equation estimates are herein presented of world demand for 23 categories of manufactured exports from India. Tests for homotheticity, separability, whether price elasticity of demand differs during world recession, and for effects of foreign learning about India's exports are reported. (DSE)
