This book focuses on land and disaster governance in Asian countries. The Asian region has become increasingly vulnerable to natural disasters, including floods, cyclones, storms, earthquakes, drought, typhoons and tsunamis. Further, as a result of unsustainable changes being made in patterns of land use, catchment and coastal zones, increasing population density, migration patterns, and the spread of consumer culture across countries, the impact of natural disasters has increased manifold. The book addresses two major concerns in this field. Firstly, it discusses topics intended to raise awareness among all stakeholders of the critical aspects of disaster management in the context of Asia. Changes in the current provision of war relief by nongovernmental organizations (NGOs) are examined in the context of increasing polarization of the global economy. Addressed are the increased ability of organizations to provide humanitarian aid, exclusion of refugees, realization of sovereignty through cooperation, declines in public sector contracting, extension of welfare safety nets through negotiation, increased UN/NGO subcontracting, security of personnel & aid, relief expenditure, nonwelfare subcontracting, & increases in joint & regional operations. It is concluded that the new war relief paradigm has augmented the responsibilities of NGOs & allows unprecedented access to war-ravaged communities; but, Western governments also have the means to selectively intervene, making humanitarian aid a tool of political containment. Many disaster risk reduction (DRR) initiatives, including land use planning, tend to ignore existing long-term inequalities in urban space. Furthermore, scholars working on urban disaster governance do not adequately consider how day-to-day DRR governing practices can (re)produce these. Hence, following a recent interest in the political dimensions of disaster governance, this article explores under what conditions the implementation of DRR land uses (re)produce spatial injustice on the ground. We develop a theoretical framework combining politics, disaster risk, and space, and apply it to a case study in Santiago, Chile. There, after a landslide disaster in the city's foothills in 1993, a multi-level planning arrangement implemented a buffer zone along the bank of a ravine to protect this area from future disasters. This buffer zone, however, transformed a long-term established neighbourhood, splitting it into a formal and an informal area remaining to this day. Using qualitative data and spatial analysis, we describe the emergence, practices, and effects of this land use. While this spatial intervention has proactively protected the area, it has produced further urban exclusion and spatial deterioration, and reproduced disaster risks for the informal households within the buffer zone. We explain this as resulting from a governance arrangement that emerged from a depoliticised environment, enforcing rules unevenly, and lacking capacities and unclear responsibilities, all of which could render DRR initiatives to be both spatially unjust and ineffective. We conclude that sustainable and inclusive cities require paying more attention to the implementation practices of DRR initiatives and their relation to long-term inequities.

PurposeIt is observed that the slow onslaught disasters do not normally catch media attention as these often do not result in human casualties. Inadequate media attention results in insufficient rehabilitation support for the victims. The paper aims at highlighting the problem of ground subsidence in the Himalayan terrain together with the hardships of the victims.Design/methodology/approachThe paper is based on the detailed field investigations carried out by the author in the remote Himalayan habitations of Garbyang in Dharchula block of Pithoragarh, Talla Dhumar and Umli‐Bhandarigaon in Munsyari block of Pithoragarh and Bagi in Uttarkashi district in the state of Uttaranchal in India. All these habitations are being affected by ground subsidence and the inhabitants of these villages are facing severe resource crisis.FindingsGarbyang village in Central Himalaya is observed to be situated over the varve deposits laid down in the proglacial lake abutting against Chialekh ridge and is witnessing the problem of ground subsidence resulting in the destruction of the once thriving and prosperous habitation. The studies relate the subsidence at Garbyang with the seismicity in the region as also the subsequent toe erosion and downslope mass movement. The other sites discussed in the paper are witnessing the problem of ground subsidence due to the active toe erosion by rivers and streams.Research limitations/implicationsThere exist no records of the exact date of initiation of the ground subsidence in the investigated areas and these are grossly based on the information provided by the village elders.Originality/valueThe article would help in making the disaster managers responsive to the problems the masses are facing due to ground subsidence in this fragile zone and this would result in mustering resources for reducing the hardships of the masses.

Located between the tectonic plates of Asia and Australia, a zone of high tectonic activity on the Pacific Ring of Fire with a row of mountains and active volcanoes makes Indonesia one of the countries with the highest natural disaster risk in the world. One of the potential disasters that attract attention is the potential for megathrust in southern Java, which has the potential to cause a tsunami of up to 20 meters. Various disaster mitigation efforts were carried out, one of which was to explore disaster mitigation messages in local wisdom and rely on community leaders as bearers of mitigation messages. Using an exploratory case study method, this research seeks to see mitigation messages in local wisdom in Bayah, South Lebak. The role of community leaders is also observed in community-based disaster communication. As a result, it was found that many messages based on local wisdom had content on disaster mitigation and nature conservation. Community leaders have a strategic role as Key Opinion Leader in conveying disaster mitigation messages, both messages based on local wisdom and modern science, to the community.

Objectives. This research investigates the spatial redistribution of socially vulnerable subpopulations during long‐term recovery from natural disaster. We hypothesize that the local environmental impact of a disaster influences this redistribution process and that how it does so varies by the urban or rural context in which the disaster occurs.Methods. To test these hypotheses, we use a novel research design that combines the natural experiment offered by Hurricane Andrew with GIS technology and local census data.Results. Findings indicate that in a more urbanized disaster zone (Miami), long‐term recovery displaces socially disadvantaged residents from harder‐hit areas; yet, in a more rural disaster zone (southwestern Louisiana), long‐term recovery concentrates socially disadvantaged residents within these harder‐hit areas.Conclusion. These findings bridge classic and contemporary research on postdisaster recovery and open new terrain for thinking about how environmental and social forces intersect to transform regions in different settlement contexts.
