This paper discusses how the UK government has reconfigured its regulation of English local authorities by moving from direct oversight to using an indirect independent agency as a vehicle of meta‐governance. This theme is discussed through two strands: first, by examining how several factors eroded central government's capacity to directly regulate councils. The second strand examines the strategies used by the Audit Commission, an independent agency, to assert its authority over councils and how its hegemony is sustained by facilitating and participating in horizontal and vertical networks across government, specialist policy and stakeholders' communities.

Interest-rate & exchange-rate dynamics is studied in a game between the monetary & fiscal policymakers where the monetary policymaker targets inflation. In the Nash game, a conflict over the appropriate size of the output gap leads to excessive interest-rate & exchange-rate volatility. For this reason, there are benefits in restricting fiscal policymaking. If the fiscal policymaker, however, is considered to have a first-mover advantage, the fiscal policymaker will internalise its effect on monetary policy, & the conflict is resolved & interest-rate & exchange-rate volatility is reduced. 2 Appendixes, 24 References. The Stability & Growth Pact (SGP) aims at reducing the deficit bias & inducing fiscal policy co-ordination in EMU. This article shows that, under positive (demand or supply) shocks, average deficits & interest rates with fiscal co-ordination can be higher than without co-ordination, thus making two of the aims of the SGP incompatible. In a unionized economy with endogenous fiscal policy central bank transparency has two contrasting effects on wages, the relative strength of which determines the macroeconomic performance. This finding allows us to demonstrate that (i) if the central bank is populist the effect of transparency is negative, and (ii) if policy makers are sufficiently conservative and the government is active, transparency decreases inflation and unemployment, but opposite results apply if a populist government faces a tight fiscal constraint. Macroeconomic volatility disappears with full transparency and increases, in general, with opacity, but the relationship is hump‐shaped when the central bank is strongly populist.
Tanzania in embarking the decentralization by devolution policy (D by D) as a mechanism of facilitating quick development process through the involvement of people from grass root levels has been carried out through the inter-government relations between the central government and the local government authorities (LGAs). Throughout its implementation there had been a supportive structural set up, including a constitutional mandate for local governments. Also, there has been an increased recognition of LGAs by central and sector ministries as partners rather than subordinate structures. However, the lack of a clear and effective institutional framework to govern the implementation of D by D and the lack of a shared understanding of D by D across ministries and other governmental institutions has made led to structural confusion between the Central government and the Local Government Authorities. Thus, this paper explores the undertakings of the inter-government relations between the central government and the local government authorities (LGAs) in order to forge a way forward for a inclusive and responsive governance in the country.

This paper reviews issues associated with quasi-fiscal operations (QFO) of central banks in a sample of countries in Central and Eastern Europe and the former Soviet Union.The concern is the problem of transparency in fiscal and monetary accounts when the central bank undertakes quasi-fiscal operations and the government falls short of providing full coverage of fiscal operations.QFO can also jeopardize monetary policy designed to maintain price stability.A simple framework is developed to estimate the extent of QFO.In some cases, the magnitude of QFO is significant in indicating underestimation of fiscal deficit figures.We claim that the lack of transparency in fiscal accounts of transition countries warrants serious concern.
