Across mineral-rich sub-Saharan Africa, it has become increasingly common for mining companies to support development schemes in host communities where resource extraction takes place. The negotiation of so-called 'community development agreements' (CDAs), provides an opportunity to address the social and environmental impacts of mining, while at the same time serving as a platform through which company-community relations can be mediated. Unlike discretionary corporate social responsibility programmes, in many countries, CDAs are embedded in law, invoking parties' mutual commitments and responsibilities. Such initiatives have been heralded as 'game–changers', promising equitable redistribution of wealth, structured community development and stable investment climates for extractives companies. However, factors that concern the process of their negotiation, coupled with structural weaknesses, can affect their implementation, transforming them into spaces of contestation which can threaten their potential. Drawing upon fieldwork carried out in Sierra Leone between 2013-2018, this paper critically explores the contested nature of CDAs. Focusing on two different case studies in the south and east of the country, it argues that such agreements will only contribute to genuine development in host communities if the longstanding issues that have stalled the pre-existing forms and instruments of community development are systematically addressed.

The Christmas opening of Brother Sun, Sister Moon was in some ways worse than I'd anticipated [Franco Zeffirelli's film on Francis of Assisi was released December 2, 1972]. The Vietnam War protests had intensified; this was the time of flag-burning and guilt. I went to the previews and watched the reactions. Some were ugly; there was mocking laughter at the idea of love and gentleness …. [the film] went totally against the grain of the new cynicism …. Needless to say, the critics did not flinch from putting in the knife …. [The Easter opening of the film in London] was greeted with no less enthusiasm, though with less derision, than in New York. As expected, the critics were merciless. The only joy I have had out of the whole business is the affection the film has found among those in the world where faith means more than supposed sophistication. Since it was made, not a day has gone by when it is not shown somewhere in the world and now it has become a cult film.

Reducing emissions from light duty vehicles is critical to meet current and future air quality targets. With more focus on real world emissions from light-duty vehicles, the interactions between engine and exhaust gas aftertreatment are critical. For modern engines, most emissions are generated during the warm-up phase following a cold start. For Diesel engines this is exaggerated due to colder exhaust temperatures and larger aftertreatment systems. The De-NOx aftertreatment can be particularly problematic. Engine manufacturers are required to take measures to address these temperature issues which often result in higher fuel consumption (retarding combustion, increasing engine load or reducing the Diesel air-fuel ratio). In this paper we consider an inner-insulated turbocharger as an alternative, passive technology which aims to reduce the exhaust heat losses between the engine and the aftertreatment. Firstly, the concept and design of the inner-insulated turbocharger is presented. A transient 3D CFD/FEM (Computation Fluid Dynamics/Finite Element Modelling) simulation is conducted and predicts that external heat losses will be reduced by 70% compared to a standard turbocharger, i.e. non-insulated turbocharger. A 1D modelling methodology is then presented for capturing the behaviour of the inner-insulated turbocharger. This is important as conventional models based on isentropic efficiency maps cannot accurately predict turbine outlet temperature. The alternative model is essential to demonstrate benefits in system-level simulations. Experimental results are presented from a transient air-path testing facility to validate the 1D model and demonstrate the characteristics of the inner-insulated turbocharger. Finally, the validated 1D model is used within a powertrain optimization simulation to demonstrate an improvement in fuel consumption for iso-NOx emissions over a low load city cycle of up to 3%. The work was conducted under the THOMSON project which has received funding from the European Union's Horizon 2020 Program for research, technological development and demonstration under Agreement no. 724037. The project aims to increase the market penetration of 48V hybrid vehicles.

This book examines the legal limitations for archaeological fieldwork permits and how different state or national heritage agencies in Austria, Hesse and Baden-Württemberg misapply their respective heritage laws to subject archaeological field research to an illegal state permit regime. It discusses various aspects of - in particular Austrian - heritage protection legislation and the absurdities caused by its repeated revision, conducted without proper understanding of both the legal limits and archaeological realities in practice, which lead to much of current heritage management practice being both ineffective and in many cases strictly illegal or unlawful, and indeed in some strictly unconstitutional. The book concludes with suggestions for changes to Austrian heritage protection law which would allow to solve the problems identified in this study and would create a much more effective and modern system of preventative archaeological heritage management.

The preferred Western model for science governance has come to involve attending to the perspectives of the public. In practice, however, this model has been criticised for failing to promote democracy along participatory lines. We argue that contemporary approaches to science policy making demonstrate less the failure of democracy and more the success of liberal modes of government in adapting to meet new governance challenges. Using a case study of recent UK policy debates on scientific work mixing human and animal biological material, we show first how a 'moral economy' is brought into being as a regulatory domain and second how this domain is governed to align cultural with scientific values. We suggest that it is through these practices that the state assures its aspirations for enhancing individual and collective prosperity through technological advance are met.

One of Pakistan's rare examples of consistent export success has been the Sialkot stainless steel surgical instrument cluster. This cluster, consisting mainly of small and medium enterprises (SMEs), has as its main markets the United States and Western Europe. In recent years, access to these markets has become contingent on meeting international quality assurance standards. The hypothesis explored in this paper is that meeting such standards requires greater local cooperation, both among producers as well as between producers and their suppliers and subcontractors. The study draws on quantitative and qualitative data to examine how inter-firm ties, both vertical and horizontal, have changed. The evidence suggests that joint action has increased, but that there remain significant areas of collective failure. Thus, the quality assurance pressures mark a possible turning point for the cluster, raising questions as to whether local sources of competitiveness, captured in the collective efficiency concept, can continue to provide the basis for export success. It also leads directly to an evaluation of the cluster's growth trajectory.

The early 17th-century Plantation of Ulster, in which the English Crown sought to plant loyal British colonists in the north of Ireland, is commonly understood as overtly religious in intent and action, and is viewed as the foundation for today's divide between Protestant and Catholic communities in Northern Ireland. Archaeological and documentary evidence complicates this straightforward narrative by demonstrating considerable cultural exchange and the emergence of hybrid practices—suggesting that, during the plantation period itself, religion may have been less influential than economic and political pragmatism. By the end of the 17th century, however, religion took on a more prominent political and cultural role, overtly materialized in objects, settlement patterns, and landscapes. The nature and timing for this transition is examined through archaeological case studies and considered in light of contemporary historical memories regarding the plantation and the origins of sectarianism in Ireland.

This qualitative research draws on data from semi-structured, in-depth interviews to examine the friendships of 12 adolescent (14- and 15-year-old) boys within a professional football club Academy: a setting marked by competition for places. Findings highlight how boys fail to develop 'deep' friendships with other boys inside the club; their peer-relationships, even when described as 'friendships', are devoid of trust and emotional intimacy. Instead, 'being mates' is experienced within parameters of instrumentalism and individualism leading to superficial and inauthentic friendships. There is some indication that boys developed closer friendships with boys outside of the Academy, suggesting that competition is implicated negatively in friendship-building and hinders the capabilities of these boys to develop close friendships with teammates. Concluding this paper, we acknowledge limitations of our data, discuss implications and challenges for football academies, and highlight directions for future research.

Lotteries are traditional instruments for fundraising in general. Morgan has shown that they can also be very effective in the provision of a public good. However, a fair lottery can only enhance provision but never result in the efficient amount. Franke and Leininger show how—by borrowing from optimal contest theory—biased lotteries can provide the efficient amount of the public good. This paper aligns this result with standard public good theory, in particular the classic notion of Lindahl pricing. It shows that biased lotteries can—implicitly—implement Lindahl pricing of the public good in noncooperative Nash equilibrium.

Is the decline in voter turnout an indicator of a worse health of a representative democracy? We build a simple probabilistic-voting model with endogenous turnout to address this question. We find that a lower turnout caused by a higher cost of voting implies higher political rents. Contrarily, a lower turnout caused by a higher ideological mobility of voters or by a lower expressive benefit of voting implies lower political rents. If voters have a civic-duty motive to vote that depends on the level of rents, multiple equilibria (a high-rents low-turnout and a low-rents high-turnout) arise.

China's impressive growth has been accompanied by high inequality and a wide rural-urban divide. This paper identifies and examines some of the major dimensions of this divide: income, consumption, education, employment, health care, pensions, access to public services, and the environment. The paper attributes the main causes of the divide to China's urban-biased development strategies and the resulting lack of social provision of public goods in rural areas. It also highlights the severe and multidimensional constraints on the Chinese peasantry and argues that increased equality and efficiency can now be pursued simultaneously. © 2013 Crawford School of Public Policy, The Australian National University and Wiley Publishing Asia Pty Ltd.

After many years of debate in the UK about the need for a degree-level qualification in social work, the arguments for a minimum degree-level qualification were accepted. The requirements for the degree in England were developed drawing on work from a number of sources, including a benchmark statement for undergraduate degrees in social work and focus groups with stakeholders. The new degree in England, launched in 2003, involves one extra years study; improvements in the qualifying standard for social work; and specific curriculum and entrance requirements. At the time of launching the degree, the government department responsible for funding (Department of Health) commissioned a three-year evaluation of the implementation of the new degree to establish whether the new qualifying level leads to improvements in the qualified workforce. The aim of the evaluation is to describe the experiences of those undertaking the degree, collect the views of the various stakeholders about the effectiveness of the degree and measure the impact of a degree-level qualification on those entering the workforce. This article, written by the team undertaking the evaluation of the England degree, explores the reasons for the methodological approach adopted and the issues that have arisen in setting up the research.

This paper illuminates how a journal and its editor can initiate and foster a stream of high quality and influential research in a novel area. It does this by analysing Accounting, Organizations and Society's (AOS's) and Anthony Hopwood's nurturing of research into key aspects of accounting for social sustainability for several decades before this research area became established. Our discussion unveils how the initiation of unique research areas may initially involve the publication of risky papers driven primarily by passion. Through the steering of a journal editor, subsequent work can proceed to combine this passion with academic rigour and produce research insights that can benefit society by positively influencing policy and practice. It is this attention to rigour that we argue needs to be central to future research in accounting for social sustainability (and accounting for sustainability more broadly) if it is to continue producing purposeful knowledge. We offer several substantive directions for future research aimed at producing such knowledge.

Tanzania's experiences of development aid partnerships and environmental mainstreaming have been widely praised in recent years, yet the country continues to suffer from considerable problems of poverty, food insecurity and ecological degradation. As such it constitutes an interesting case study through which to examine hypotheses on global environmental governance. Looking specifically at claims that environmental governance is increasingly "post-sovereign", this article assesses the degree to which environmental management in Tanzania is becoming "non-exclusive", "non-hierarchical", and "post-territorial". It argues that evidence for non-exclusivity is plentiful, given the extent of foreign donor, private sector, and civil society inclusion in governance processes. Rather than the absence of hierarchy, the article suggests the existence of multiple hierarchies produced by both the transnationalisation of environmental politics as well as the complex nature of the Tanzanian state. Finally, rather than a trend towards post-territorialisation, the research suggests that environmental governance should be seen within a longer trajectory of greater state penetration, monitoring, surveillance and intrusion into rural life. It concludes that environmental governance is significantly transforming the Tanzanian state and that this is characteristic of changes in environmental governance worldwide. © 2013 Copyright Taylor and Francis Group, LLC.

This special review article profiles the work of Joost Jonker, who retires from his chair at the University of Amsterdam in 2021. We situate Joost's work in the international literature on the financing of governments, businesses and households, showing how his contributions to the field of financial history mirror wider trends. We focus on Joost's preferred methodology (the analytic narrative) and his preferred theory (the functional perspective). We conclude with a discussion of possible future developments in the field of financial history. Our intention is for this article to become a useful resource for new scholars entering the field of financial history, particularly on topics relating to the Low Countries.
