Financial reporting and auditing practices in Moldova's corporate sector are currently in a period of transition from providing for tax calculation and statistical needs to convergence with International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA). This report draws upon recent international experience in developed economies and EU accession countries as well as expected amendments to EU Directives. The National Accounting Standards (NAS) were developed on the basis of International Accounting Standards (IAS) from 1996 to 1998 for the most part, but they are substantially incomplete and out of date vis-à-vis IFRS (which incorporate IAS). Accordingly, the standard-setting process should be streamlined so as to allow the prompt adoption of the numerous existing IASs not yet reflected in the NAS. The National Standards of Auditing were developed recently and mirror ISA. The existing Accounting Law and certain aspects of the Joint Stock Companies Law are unduly onerous and restrictive in that they demand bookkeeping and other administrative procedures not normally required in market economy systems. These conflict with mandated accounting standards, confuse the preparers of financial statements and are detrimental to the quality of the financial information. A new Accounting Law should be passed with simplified requirements and incorporating key elements of the NAS and relevant EU Directives on that matter.

[GIES PRIZE ESSAY, FIRST PRIZE.] OF all the powers of the human soul, the imagination is one of the most universal in its application and pleasing in its products, the earliest activity of the infant mind, and the last to cling to old age. Without the exercise of this faculty, the world would be a barren waste of material facts, in which would dwell the human race, passive recipients of objective im-pressions, without the power to revel in the beauties of imaged thought and conception of the Divine. Poetry, philosophy, art, science, invention, religion—all would be lost to mankind. L,ittle wonder, then, that the products of the imagination have ever been present and cultivated among men. The word "puzzle" has been variously defined, and the objects of thought and action to which it may be applied are widely different. But a common ground may be assumed—a puzzle is an invented contrivance, either intellectual or material, mtmllM - 262 THE GETTYSBURG MERCURY. whose solution requires time and ingenuity. It will be seen that the puzzle is pre-eminently the product ot the inventive imagina-tion and in turn its highest application is in the exercise of that power for its solution. Intellectual puzzles are in many senses the most important and also most ancient, being generally cast in the form of riddles. From the earliest times of history we can find evidence of the existence of puzzles, either as a form of intellectual amusement or didactic discipline. Among the Eastern nations obscure forms of expression were the inevitable associates of their symbolical modes of thought. It is certain that such methods of statement were in use among the Egyptians, while several books of riddles exist in old Arabic and Persian. One of the most well-known of puzzles is the riddle which Samson propounded to the Philistines, and many other examples are found in the Bible. The proverbs of Solomon are at times excellent types of the didactic form of the riddle. The parables of the Savior were skillful methods of teaching important truths veiled under an interesting narrative which drew the attention of the crowd, and would be very accept-able to an Eastern mind. In Greece the riddle was a favorite mode of intellectual enter-tainment at symposia. To the active mind of the Greek nothing was more pleasing than a well-directed turn of expression which would give room for play of the imagination. There is abundant evidence of this among their writers. Some of their poets even did not hesitate to write whole books of riddles, and Kleobulus, one of the seven wise men, was especially noted for his composi-tions along this line. The famous riddle of the Sphinx as told in the Oedipus Tyrannus, is probably the best known puzzle of Greek literature, though the most interesting form was a part of their very religious life and character—the oracles of the inspired priests, on which hung sometimes the fate of nations, even of the world. The raveling of such obscurities of expression was a source of the keenest pleasure to the Greek mind, and, while a product of the imagination, was an efficient agent in bringing it to that perfection shown in attic literature, thought and philosophy. The Roman mind, more earnest and grave, found small pleas-ure in these modes of intellectual activity, and very little is known of their use of puzzles until the later republic and empire, when they were introduced with the passion for everything Greek, and ■■■■HH THE GETTYSBURG MERCURY. 263 professional riddle-makers soon began to take a prominent part in their entertainments and banquets. During the middle ages puzzles were cultivated more as a pleasant means of entertainment than for any other purpose, and until recently the same idea has clung to them. Many manu-script and printed editions of collections of puzzles, riddles and conundrums are in existence. Much of their content consists of coarse jests, but there are some real gems of wit and valuable aids to a true estimate of mediaeval life. The Reformation put a stop to this merry jesting for a time, but it soon crept into favor again, and during the eighteenth century the most brilliant minds of Europe were engaged in the intellectual pastime. At the present day puzzles are still in great favor with both young and old, and their educational worth is becoming more and more realized. As a mental training the value of the puzzle lies chiefly in its power of cultivating quickness and strength of the constructive imagination. An obscurity of expression or mechanical con-struction may require time to solve its intricacies, but the mind is certainly the better for having mastered it. All the faculties of memory and imagination are brought into play, and side by side comes development of the reasoning power as we attempt to deduce from our problem its elements, or to arrive by induction at the result of certain assumed forces. These are the things which made the riddle so attractive to the Greek, with his quick imagination and active reasoning power. When we solve a dif-ficult puzzle, we in fact repeat the very processes by which as children we began to learn, for then everything was a puzzle; and in doing so we strengthen the faculties of the mind which are most essential, and besides strength impart to them a facility and quickness of action, which is in itself most valuable. The subject-matter of the puzzle may be another source of con-siderable benefit. The didactic riddles of the East have already been mentioned as examples of what may be taught in this way. A truth given an obscure expression which requires mental effort to unravel will be impressed upon the mind when it has been gained. A mechanical construction whose every portion has been carefully studied with a view to its possible part in the function of the whole, will not soon be forgotten. In this fact alone may be grounded a strong argument in favor of the puzzle's part in mental training. 264 THE GETTYSBURG MERCURY. Puzzles are beginning to play a more and more important part in the education of the child. Almost the first book placed in its hands, "Mother Goose," is full of simple riddles. Froebel's kindergarten method, so generally acknowledged now-a-days, em-bodies the puzzle idea to a great extent, developing as it does the powers of observation, invention and reasoning. As the child passes into school, puzzles of graded difficulty are used for several years, and his toys always include a number of puzzles and games, many of which contain subject-matter of educational value. Many firms now publish educational games, whose benefit to the child will be revealed by even a superficial examination. The use of puzzles may be carried too far, however; for they may be made an end in themselves. Men may become so infatu-ated with the delicacy of reasoning and exhilaration of discovery as to lose sight entirely of the practical use of the mind. So did the School-men of the middle ages, who waged long controversies on trivial and absurd questions merely for sake of the argument. Neither should puzzles take the place of more legitimate means of education, for it must be kept in mind that they are for the more developed merely an intellectual pastime which will benefit instead of harm ; and for the child a means of starting its mind upon the path which it must shortly travel with the more able guides of language, art and science. Puzzles seem to be trivial things, and are so in a certain sense. But they present wonderful capabilities to the student of Psy-chology and the teacher of the child's mind. Used within proper bounds, as a means and not an end, they may become, in devel-opment of strength and facility of the imagination and the reas-oning power, and in didactic force, a powerful factor in mental training. —L. AS a matter of course, the first thing to consider in searching for a remedy for any evil, whether in economics or else-where, is to seek to find the causes of that evil, and to discover a means of removing these causes. Whether the means proposed be beneficial in other respects or advisable upon other grounds we do not need to inquire in this paper. All that is necessary is to find some measure which gives fair promise of bettering matters in this one department of economic life which we have under consideration, namely, of establishing a more stable and more nearly correct relation between the producer and consumer. Briefly and roughly stated, it seems to us that the whole difficulty arises from the fact that the producer is not able to foretell how much of a demand there will be for his goods and incidental to this, how many of those who create the demand will be able to pay within a reasonable time, provided he is willing to sell on credit. As to the second point, demand un-doubtedly is defined to be how much certain persons are ready to take at a certain price. But we must remember that an enormous part of economic operations are conducted on a credit basis and we cannot overlook this as it exercises such a potent influence in increasing or lowering the demand or supply at any time. For if a man believes the credit of his purchasers is good, he will be willing to sell a greater quantity of goods on credit and at a lower price than if he is doubtful as to their credit, and so we might illustrate further. This second point then is incidental to the first, but it is so important in the view we take of the matter that we mention it at once in connection with what we regard the leading difficulty, namely, the producer's ignorance of the con-sumer's future demand for his goods. For he must anticipate the future. It is possible in so few industries to carry on production by filling orders already filed, that we may almost neglect them. And where there are such, the difficulties which we find elsewhere between producer and consumer do not exist, since they work on a solid basis with regard to the future, and are not compelled to base their output upon a supposed state of the market. In other words, they know 266 THE GETTYSBURG MERCURY. what the market will be and this is the element which is ordinar-ily lacking and which is the cause, as we believe, of the mis-understandings. Now it becomes important to try to answer the question "Why are these producers in ignorance of the future demand for their goods ?" Necessarily an important factor, in all economic life, is the large mass of natural products which are so dependent on the forces of nature, and as it is impossible to control the workings of these to any appreciable extent, the period between the planting for the future and the realization of it, between "seedtime and harvest," must always be one of doubt. It is apparently impossible to control the amount of production in this sphere, and, so far as this operates as an agent in causing misunderstandings between the producer and consumer, we do not attempt to suggest a remedy. As long as it is impossible for a man to know that he can meet a certain demand, even though he is sure that demand will exist, and that impossibility depends on the fact that the agents which cause the uncertainty are beyond human control, the cure seems also to be without the bounds of human power. From this class of cases where there is an impossibility for the producer to tell what supply he can put upon the market, we pass, by almost imperceptible gradations, to cases where the producer needs only know the demand and he can meet it with an ample supply. No doubt there are natural products which lie on the line between these extremes, as, for example, the output of mines which can be regulated to a fair extent, and there are products, not strictly natural, which are very uncertain as to the possible supply, but as a rule the further removed the product is from the soil, the more completely is the extent of its production within the control of man. It is to this class of products that we wish to direct particular attention. Assuming then that the demand could be met if it could be known, we come again to the question "Why cannot the demand be known ?" The producer can find from his table ofstatistics how many producers there are in the same business with him, how large an amount of their products has been sold during the year previous to that one, and the year previous and soon back, and then, by dividing his capital into the total capital invested in the business, he can find how much of that output should belong --. Sira :-:.'; . THE GETTYSBURG MERCURY. 267 to him. A simple problem, no doubt, but with no correctness in its application, and why not ? Simply because no one of his fellow producers, nor himself either, will be satisfied with the amount as he would thus work it out, but partly through natural aggressive-ness, partly though a desire to protect himself against aggressive-ness on the part of his competitors, he will seek to produce and to sell a little more than his share. He will devise new means by which he can bring his goods a little more in favor with the pub-lic than his rivals. He will reduce his prices, allowing himself a narrower margin of profits, hoping to make himself even by larger sales. No doubt in this way he will sell more goods than his slower going neighbor and will get some of the trade which would otherwise have gone to him. His neighbor's trade falls off and he finds that he provided for more trade than he is getting and is burdened with an unsalable stock. This is so much idle capi-tal and makes him so much less able to carry on a successful business. This single illustration, on a small scale, though it is, shows the inherent tendency of competition to make uncertain what share of a given demand will fall to a producer's lot. The same amount of goods may be sold, as he had anticipated, but he has not sold his share, for some one has succeeded in selling it ahead of him. We believe, therefore, that competition is the main reason. why the producer cannot foretell what the demand for his goods will be, and as it is this inability to foretell which leads to the mis-understandings between producer and consumer, the natural conclusion is that we should remove competition. We wish to make mention again that we do not argue that this is necessarily a beneficial or advisable means generally. ■ All we are concerned with is the question whether it will tend to remove the misunderstandings we have been speaking of. Of course it is not far to seek a means of accomplishing this. The means have been thrust upon us rather generously during the past few years. The tendency toward industrial combination, seeming to be the logical outgrowth of competition, appears, like Zeus, to threaten the reign of its progenitor. No doubt, it ap-pears startling to those economists who have been accustomed to regard competition with a kind of solemn awe, as containing a remedy for "all the heartaches and the thousand natural shocks 268 THE GETTYSBURG MERCURY. that flesh is heir to ;" but perhaps its partial disappearance may be attended by some results not altogether detrimental. The trust can estimate the demand which it will be called upon to meet. The total demand for a given article during any given period, does not vary through so large a range as to render this estimate one of great uncertainty. No doubt seasons of unusual depression or excitement may render calculations imperfect, but, all in all, the total output which the consumer stands ready to dispose of, is a matter of far higher certainty than the numerous possibilities existing when the producers are multiplied. By the immense amount of capital invested, the trust is better able to adapt itself to an unusual season of excitement or depres-sion. For example, the American Sugar Refining Company a few years ago built a new refinery furnished with the newest techni-cal improvements, to serve only as a safeguard in the case of a suddenly increased demand, or of stoppage in other factories. President Hadley in an article on Trusts, says, " A consoli-dated company has advantages in its power of adapting the amount of production to the needs of consumption. Where several con-cerns with large plants are competing and no one knows exactly what the others are doing, we are apt to have an alternation between years of over-production and years of scarcity, an alter-nation no less unfortunate for the public than for the parties im-mediatety concerned. A wisely managed combination can do much to avoid this. By making its production more even, it can give a constant supply of goods to the consumers and a constant opportunity of work to the laborers; and the resulting steadiness of prices is so great an advantage to all concerned that the public can well afford to pay a very considerable profit to those whose organizing power has rendered such useful service. Morever, the consolidation of all competing concerns avoids many unnecessary expenses of distribution. Under the old sys-tem, these expenses are very great. The multiplication of selling agencies involves much waste. Competitive advertisement is often an unnecessary and unprofitable use of money. Delivery of goods from independent producers, whether by wagon or by rail-road, often costs more than the better organized shipmeuts of a single large concern. All of these evils can be avoided by con-solidation." The same writer compares the trusts with an army, and the THE GETTYSBURG MERCURY. 269 comparison is apt for more purposes than one. The effectiveness with which a thoroughly organized and wealthy trust can meet an unexpected crisis, as compared with a large number of disorgan-ized and quarrelsome companies or individuals,is well paralleled by the difference between the manner in which a thoroughly equipped and organized army will overcome a sudden and severe attack, where a host of stragglers would have been cut to pieces. The very organization constitutes an element of tremendous strength. It must be concluded, we think, then, that trusts, would, or rather do furnish a means by which the future demand for the goods of the producer may be rendered more certain and hence they tend to remove the misunderstandings between the producer and the consumer. And now, how would such a remedy apply when we consider the matter of selling on credit. The man who sells, necessarily is not satisfied merely because he can tell how many goods his cus-tomer will buy. He wants to know how many he can and will pay for. Here in addition to the fact that their superior mastery of all the details of their business renders them more capable of judging of the credit of their purchasers, we seem to find another and very important fact. When competition exists, the producer is all the time seeking to hold out more inducement than his com-petitor. One of the common forms these inducements take is a sale on credit, and then competition arises as to extending the time of credit. Now, when the backbone of competition is broken, the trust no longer needs to use such means to secure purchasers. It stands in a position to dictate, to a great degree, its own terms, and can provide much more fully against dangerous credit than can be done where competition has full play. It is worth while, too, to mention the indirect effects flowing from those above mentioned. As the future is more closely anti-cipated, and as the sales made are more fully realized on than formerly, the financial embarrassments of various producers, under the old regime become a gradually disappearing quantity in the disturbing influences on trade. Of course the increased danger from the possibility of the trust must be omitted, but we believe it is overbalanced by the failures due to competition. When we entered upon the analysis of the causes which ren-dered demand uncertain, we supposed for the time being that the 'JO THE GETTYSBURG MERCURY. demand, if known, could be met. We now return to that point to inquire briefly how the trust would effect that side of the ques-tion, though we have already incidentally touched upon it. Necessarily, one thing which renders uncertain the ability of the producer to meet a given demand is the possibility of dissatis-faction among his employees, leading to a strike. The same argument applies here as applies to selling on credit. The employee is, to a certain extent, able to make more at the kind of work he is engaged in than at any other, for the simple reason that he knows more about it. Now when there are a number of producers in the same business he knows, if he leaves one, he can probably find work with another, while, where there is but one employer, he loses this advantage. But writers on Trusts and Industrial Combinations in the United States agree that the information given by the working-men, themselves, seems to prove that generally a reduction of hours for labor, seldom a reduction of wages and occasionally, an increase, have taken place, especially where the workingmen were well organized themselves. "It is pretty clear that the laborers in centralized undertakings have not been worse off than in decentralized ones." So that it appears that there is less likeli-hood of a strike under such organization than under the decen-tralized form, so that less opposition to the free course of produc-tion would be met with here. And again the indirect results would be beneficial. For, as the demand becomes more certain, and there is less waste from imperfect attempts to meet it, more and more the production of the trust becomes near to a uniform standard and thus tends to give the workmen steady employment at regular wages, which is a strong barrier against a strike on their part. From the direct and indirect results, therefore, of the consoli-dated form of production, we are led to believe that it presents a means of establishing a far better understanding between the pro-ducer and consumer. That in some minor details the result might be otherwise we do not deny, but looking at it in its broad out-lines and confining our attention carefully to theparticularsubject we have under discussion, we conclude that trusts furnish a method for removing much of the friction between the producer and the consumer. And as the days grow brighter and our hearts grow lighter we shall sing for joy, yes, joy without alloy. EDUCATION MORE THAN A MEANS OP GAINING A LIVELIHOOD. THAT education is a means of gaining a livelihood is a fact that needs no proof. Almost every day we are brought into contact with those who are gaining a comfortable liveli-hood by means of their education. In our day there are many others who are striving to get possession of the same means for no other purpose than that of making a living. It is to be regretted, however, that too many look at education as if it were a mere instrument for easily securing the things which satisfy their physical wants. Through this motive men have lost sight of the real and lasting value of education. I would not say that it is wrong to consider education as a means of gaining a livelihood, but I think that it is a very grievous error to consider education as having no other use or value. Indeed, education without any other purpose than that of a means of gaining a livelihood would be of little value to beings created as we are. THE GETTYSBURG MERCURY. 273 Herbert Spencer in his work on Education says, "In education the question of questions is how to decide among the conflicting claims of subjects and determine the relative values of knowledge. Every one in contending for the worth of any particular order of information, does so by showing its bearing upon some part of life. All effort, either directly or by implication, must appeal to the ultimate test of what use is it?" In other words, the writer affirms that the essential question for us to ponder is "How to live." Not how to live in the mere material sense only, but in the widest sense. The general problem which comprehends every special prob-lem is the right ruling of conduct in all directions, under all circumstances. In what way to treat the body; in what way to treat the mind; in what way to manage our affairs; in what way to bring up a family; in what way to behave as a citizen; in what way to utilize all those sources of happiness which nature supplies—how to use all our faculties to the greatest advantage of ourselves and others—how to live completely! And this being the great thing needful for us to learn, it is, by conse-quence the great aim of education. The leading kinds of activities which constitutes human life are: (1) Those activities which directly minister to self preserva-tion; (2) Those activities which, by securing the necessaries of life, indirectly administer to self preservation; (3) Those activities which are involved in the maintenance of proper social and political relations; (4) Those miscellaneous activities which make up the leisure part of life, devoted to the gratification of tastes and feelings. Is it not education which prepares the individual for direct and indirect self-preservation, for parent-hood, for citizenship, and for the miscellaneous refinements of life? Of course ideal education is complete preparation in all these divisions. Some one has said that education is to the soul what sculpture is to the marble. As the sculpture brings out of the marble the god-like form, the symmetrical proportion, the life-like attitude of the finished and polished statue, so education brings out of man as an animal man, a rational being, making him a complete creature after his kind. To his frame it gives vigor, activity and beauty; to his senses correctness and acuteness; to his intellect, power and truthfulness; to his heart, virtue. r
Poor rural and urban households in developing countries face substantial risks, which they handle with risk-management and risk-coping strategies, including self-insurance through savings and informal insurance mechanisms. Despite these mechanisms, however, vulnerability to poverty linked to risk remains high. This article reviews the literature on poor households use of risk-management and risk-coping strategies. It identifies the constraints on their effectiveness and discusses policy options. It shows that risk and lumpiness limit the opportunities to use assets as insurance, that entry constraints limit the usefulness of income diversification, and that informal risk-sharing provides only limited protection, leaving some of the poor exposed to very severe negative shocks. Public safety nets are likely to be beneficial, but their impact is sometimes limited, and they may have negative externalities on households that are not covered. Collecting more information on households vulnerability to poverty through both quantitative and qualitative methods can help inform policy.
Regionaler Wirtschaftlicher Integration (RWI) liegt ein doppelter Zielkonflikt ("trade-off") zugrunde. Zum einen besteht dieser trade-off auf räumlicher Ebene da es sich um eine politische und ökonomische Organisationseinheit zwischen dem Lokalen und Globalen handelt. Zum anderen besteht ein trade-off da sowohl Liberalisierungsansätze innerhalb der Region als auch das Aufrechterhalten (oder gar Erweitern) von Protektionismus gegen die Außenwelt Teil von regionalen Ansätzen sind. Darüber hinaus ist RWI ein facettenreiches, polymorphes und idiosynkratisches Phänomen, das (potentiell) eine Vielzahl unterschiedlicher Politkfelder und Politikschlagrichtungen enthält. Traditionell wird RWI nach der Klassifizierung von Balassa (1961) in Präferenzabkommen (PTAs), Freihandelsabkommen (FTAs), Zollunionen (CUs) Gemeinsame Märkte (CMs), Währungsunionen (MUs) und ggf. Politische Unionen (PUs) eingeteilt und meist auch eine zeitliche Abfolge in dieser Reihenfolge unterstellt. In Wahrheit finden solche Prozesse teilweise parallel und in vielen Fällen unvollständig statt. Daher erscheint es sinnvoller, in vier verschiedene Kategorien an Politikfeld0ptionen zu unterschieden, nämlich • Präferentielle Liberalisierung von Güterhandel; • Präferentielle Liberalisierung anderer Produktionsfaktoren; • Koordinierung & Harmonisierung von Regularien und Institutionen; • Koordinierung und gemeinsame Verausgabung von öffentlichen Mitteln. Ein solch vielgestaltiges und janusköpfiges Phänomen bezieht seine Rechtfertigung aus einer großen Anzahl an unterschiedlichen theoretischen Schulen. Wir diskutieren diese Schulen in dieser Arbeit in drei separaten Kapiteln zum Neo-Klassischen Ansatz, zu Ansätzen der Politischen Ökonomie sowie zu Heterodoxen Ansätzen. Dabei lassen sich fünf Gruppen von Effekten unterscheiden. Diese sind • Allokationseffekte; • Akkumulationseffekte; • Lokationseffekte; • Levellingeffekte; • Und Gouvernanz-Effekte. Bei der Analyse von RWI sind darüber hinaus Imperfektionen zu beachten, die insbesondere in Afrika eine entscheidende Rolle spielen. Dies bezieht sich insbesondere auf die teilweise sehr schwache Implementation von beschlossenen RWI Maβnahmen, die sich z.B. im "Spaghetti Bowl" Phänomen, politischen Widerständen auf nationaler Ebene, administrativen Schwächen und massiven Deckungslücken in den Budgets der regionalen Behörden niederschlagen. Auch die Dominanz der Informalität in der Wirtschaft wirft Fragen zur potentiellen Wirkungsmächtigkeit von RWI auf. Während solche "Papiertiger"-Phänomene grundsätzliche Fragen an der Ernsthaftigkeit der jeweiligen Regionalvorhaben aufwerfen, kann die Präsenz solcher Hürden auch Grund für Optimismus sein da die empirisch bislang beobachteten, relativ geringen Wohlfahrtseffekte zu einem substantiellen Anteil auf die geringe Implementierungstiefe zurückgeführt werden können und nicht zwangsläufig ein Beleg für die Ineffektivität von RWI per se gesehen werden muss. Mit anderen Worten, eine wirkliche empirische Überprüfung des Erfolgs oder Versagens von RWI in Entwicklungsländern könnte erst stattfinden, wenn es tatsächlich ordnungsgemäß umgesetzt würde. Der bekannteste und am umfangreichsten entwickelte Ansatz zur Analyse der Effekte von RWI ist fraglos der Neo-klassische Ansatz, der sich grundlegend und ausschlieβlich mit der auf Viner zurückgehenden Gegenüberstellung von Handelsschaffung und Handelsumlenkung. Wir zeigen, dass die neoklassischen empirischen Methoden und Resultate trotz Tausender Studien wenig robust sind und zu einem Gutteil arbiträr gewählt sind. Kleinste Änderungen in Modell-Parametern, der empirischen Strategie oder den Datenquellen führen zu stark abweichenden Resultaten. Grundsätzlich scheint Handelsumlenkung weniger stark ausgeprägt zu sein als Handelsschaffung, der Netto-Effekt für die Regionen scheint also aus dieser Perspektive in den allermeisten Fällen positiv zu sein (dies zeigen sowohl Sekundärstudien als auch eigene Berechnungen). Es gibt sowohl Gewinner als auch Verlierer innerhalb der Regionen. Allerdings scheinen diese nicht wie vom Neoklassischen Ansatz vorhergesagt, durch die anfängliche ökonomische Machtverteilung vorherbestimmt zu sein. Dennoch bleibt die axiomatische Inferiorität von RWI zwischen Entwicklungsländern gegenüber multilateraler Liberalisierung (sowie Nord-Süd Integration und unilateraler Liberalisierung) intakt, solange die Analyse auf diese Perspektive beschränkt bleibt. Dies wirft die Frage auf, warum es dann sein kann, dass Regionalintegration so weit verbreitet ist – sowohl die Analysen aus Politökonomischer Sicht als auch jene aus Heterodoxer Sicht versuchen jeweils Antwort auf dieses scheinbare Rätsel zu geben. Darüber hinaus mündet eine unvoreingenommen und holistische Analyse von Regionalintegration innerhalb des Neoklassischen Ansatzes in einer fundamentale Erkenntnis, die überraschenderweise nur selten in der Literatur diskutiert wird. Ein näherer Blick auf die jeweiligen Schätzungen offenbart, dass selbst die optimistischsten Berechnungen in Größenordnungen enden, die absolut vernachlässigbar sind im Verhältnis zu generellen Wachstumsdynamiken, da es sich bei den Effizienzgewinnen aus Allokationseffekten um Einmal-Effekte in Höhe von unter einem Prozent des BIP handelt. Dies trifft interessanterweise nicht nur auf RWI zu, sondern auch für eine mögliche allumfassende multilaterale Liberalisierung. Diese eklatante Bedeutungslosigkeit der allokationsbedingten Handelsschaffung von sowohl RWI als auch multilateraler Liberalisierung wirft in unseren Augen mehr Fragen bezüglich der Zweckdienlichkeit des Neoklassischen Ansatzes auf, als bezüglich des Entwicklungs- und Wachstumspotentials von Regionalintegration. Allerdings stellt sich die Frage, warum dieser Analyse dann ein solch großer Raum beigemessen wird. Der Hauptgrund scheint, wie in vielen anderen Bereichen der Volkswirtschaft auch, weniger der Umstand zu sein, dass die Einsicht fehlt, dass diese Analysen die Realität nur unzureichend ab- und nachbilden, sondern vielmehr, dass von vielen Autoren mehr Wert auf eine elegante, mathematisch raffinierte und zumindest scheinbar klar quantifizierte und eindeutige Ergebnisse liefernde Methode setzen wollen als auf eine, bei der die Disziplin methodisch bestenfalls in den Anfangsschuhen steckt, Datengrundlagen in substantiellem Umfang fehlen und Ungewissheiten aufgrund der Komplexität kaum abschließend überwunden werden können. An zweiter Stelle folgt in Bezug auf Popularität und Anzahl an Studien ein spieltheoretischer Ansatz der Politischen Ökonomie. Hierbei wird der Frage nachgegangen, warum Regionalintegration betrieben wird, obwohl der Neoklassische Ansatz (scheinbar) nachweist, das seine multilaterale Lösung zu präferieren wäre. Als Grund wird hierbei der Einfluss von Lobbyisten und anderen Interessengruppen angenommen. Die Diskussion widmet sich im weiteren Verlauf fast ausschließlich der Frage, ob eine solcherart zustande gekommene Regionalintegration weitere, multilaterale Liberalisierungsschritte beflügelt und behindert. Allerdings ist der Erkenntnisgewinn aus den unzähligen Studien und Modellen äußerst überschaubar. Andere wichtige Ansätze für die Analyse von RWI erhalten deutlich weniger Aufmerksamkeit in der wissenschaftlichen Diskussion, obwohl diese heterodoxen Ansätze, die den Fokus auf dynamische Effekte und Strukturwandel legen, in der öffentlichen Debatte eine nicht unbedeutende Rolle spielen. Diesen Ansätzen ist gemein, dass sie einen Fokus auf Marktversagen und Externalitäten legen. Das Triumvirat der Neuen Handelstheorie, der Neuen der Diskussionen, wobei zusätzlich einige Keynesianische Einflüsse, der Neue Institutionalismus (sowie praxisorientierte Aspekte der Öffentlichen Finanzen) und einige radikalere Ansätze mit Ökonomischen Geografie und der Neuen Endogenen Wachstumstheorie bildet hierbei den Kern Fokus auf Arbeitsmärkte und Entwicklungsfallen eine Rolle spielen. Heterodoxe, dynamische Effekte sind sehr komplex und divers und die theoretische und empirische Anwendung auf Regionalismus ist nur sehr schwach entwickelt. Einige heterodoxe Argument ändern die Resultate der Neoklassischen Theorie nur in beschränktem Umfang und zeigen sowohl Vorteile und Nachteile von regionalen und multilateralen Liberalisierungsschritten. Einige andere heterodoxe / dynamische Effekte treten entweder ausschließlich bei RWI auf oder zu einem deutlichen geringeren Maβe auch im Gefolge von Multilateralismus und Nord-Süd Integration. Einige davon haben unserer Einschätzung nach tatsächlich das Potential, die Neoklassischen Argumente zur Dominanz von multilateralen Lösungen komplett ins Gegenteil zu verkehren. Leider ist die empirische Analyse von dynamischen Effekten jedoch sehr schlecht entwickelt. Dennoch erscheinen Schätzungen aufgrund von dynamischen Modellen "sufficiently specified to suggest that the benefits behind the dynamics of integration are potentially large" (Develin & French-Davis, 1998:20). Die Komplexität der heterodoxen Effekte impliziert, dass komplizierte Entscheidungen zur Auswahl von spezifischen Maβnahmen getroffen werden müssen. Auch wenn Regionalismus dynamische Effekte auslösen kann, ist dies keineswegs ein Automatismus, der aus jeglichen regionalen Anstrengungen entspringt. Rodrik's Kommentar zu Industriepolitik paraphrasierend, sollte daher in Zukunft weniger der Frage nachgegangen werden, ob Regionalismus unter Entwicklungsländern eine gute Politikwahl ist, sondern eher, wie Regionalismus ausgebildet werden muss, um erfolgreich Entwicklungsimpulse geben zu können.:1. Sullivan, the first woman from Missouri to serve in the United States House of Representatives, was born Leonor Alice Kretzer, August 21, 1902, in St. Louis. She attended public and private schools in St. Louis, including Washington University. Prior to her marriage, Mrs. Sullivan pursued a business career and eventually became the director of the St. Louis Comptometer School. She married Missouri Congressman John B. Sullivan on December 27, 1941, and served as his administrative assistant and campaign manager until his death in January, 1951. Following her husband's death, Mrs. Sullivan unsuccessfully attempted to win the local Democratic party's nomination to succeed Congressman Sullivan in the special election. The seat was lost to a Republican candidate. In 1952, Leonor K. Sullivan running on her own, without party support, defeated six opponents in the primary election to become the Democratic nominee for the Third Congressional District. In the general election, she defeated her Republican opponent and recaptured the seat once held by her husband. Mrs. Sullivan represented the Third Congressional District until her retirement in 1976. While in Congress, Leonor K. Sullivan was known as a champion of consumer issues and she had a key role in enacting legislation to improve the quality of food. The Poultry Inspection Law and the Food Additives Act are just two of her important triumphs. As chairman of the Subcommittee on Consumer Affairs of the House Committee on Banking and Currency, Mrs. Sullivan was responsible for the Consumer Credit Protection Act of 1968, which included the Truth in Lending Act, and the Fair Credit Reporting Act of 1970. Mrs. Sullivan also authored the original food stamp plan to distribute government surplus food to the needy and she worked to solve the housing problems in our cities. At the time of her retirement, she was the senior member of the House Committee on Banking, Currency, and Housing. She was a member of the National Commission on Food Marketing, 1964-66; the National Commission on Mortgage Interest Rates, 1969; the National Commission on Consumer Finance, 1969-72; and she helped found the Consumer Federation of America in 1966. Mrs. Sullivan served as chairman of the House Committee on Merchant Marine and Fisheries. Her support of the American Merchant Marine earned her the American Maritime Industry's Admiral of the Ocean Seas Award (AOTOS) in 1973. The men and women who served in the Coast Guard and the Merchant Marine continuously honored Mrs. Sullivan for her support, understanding, and dedication. Always active in waterways projects, she fought to allow the 51 year old DELTA QUEEN to continue as an overnight excursion vessel. Mrs. Sullivan's work as chairman of the Subcommittee on Panama was especially important as she became involved with the political, economic, and social challenges of the Canal Zone and the people who lived and worked there. Leonor K. Sullivan worked hard for St. Louis. She sponsored legislation to fund the development of the Jefferson National Expansion Memorial on the St. Louis Riverfront, to keep St. Louis a well managed port city on the Mississippi trade route, and to preserve the buildings so important to the history and heritage of St. Louis. Wharf Street has been renamed Leonor K. Sullivan Boulevard to honor her support of the Gateway Arch project and the Jefferson National Expansion Memorial. Following her retirement, Mrs. Sullivan returned to her river bluff home which overlooked the Mississippi River. She remained active in civic affairs, serving on numerous boards and committees. She became a director of Southwest Bank, chairman of the Consumer Advisory Council to the Board of Governors of the Federal Reserve System, a member of the Board of Directors of Downtown St. Louis, Inc., a member of the Lay Advisory Board of Mount St. Rose Hospital and Rehabilitation Center, and she sponsored a consumer award program through the Better Business Bureau. Mrs. Sullivan was always in demand as a featured speaker at business, educational, and social functions. In 1980, Mrs. Sullivan married Russell L. Archibald, a retired vice president of the American Furnace Company. Mr. Archibald died March 19, 1987. Leonor K. Sullivan died, in St. Louis, on September 1, 1988. During her career, Mrs. Sullivan received over 200 awards, some of which are permanently displayed in the Law Library. 1. Missouri State Labor Council, AFL-CIO - a proclamation designating Leonor K. Hague Merchant Marine Industries Post #1242 - Distinguished Service Citation for Mrs. Sullivan's work as Chairman of the House Merchant Marine and Fisheries Committee. 3. Oceanographer of the Navy - presented by RADM J. Edward Snyder, Jr., USN, Special Assistant to the Under Secretary or the Navy. 4. Panama Canal Gavel - made from one of the original beams of the Governor's House, the gavel was presented to Mrs. Sullivan by Governor W. E. Potter as a "token of appreciation for demonstrated interest in the Panama Canal and the Canal Zone Government." 5. Consulting Engineers Council of Missouri - expresses appreciation for Mrs. Sullivan's concern and understanding of the role of the consulting engineer. 6. SULLIVAN COLLECTION Before her retirement, Leonor K. Sullivan made arrangements to donate her congress ional papers, correspondence, and memorabilia to St. Louis University Law Library. Mrs. Sullivan chose St. Louis University Law Library because her husband, Congressman John B. Sullivan (1897 -1951 ), was a graduate of the law school, having received his LL. B. degree in 1922, and his LL. M. degree in 1923. In 1965, Mrs. Sullivan founded a scholarship at St. Louis University for young women interested in studying political science. The collection covers Mrs. Sullivan's 24 years in the U.S. House of Representatives and is arranged according to her own subject headings. In this way, the materials provide insight into the way her office files and correspondence were organized. Mrs. Sullivan was known as one of the hardest working members of Congress and the wealth of materials in her collection attests to this. She had a tremendous concern for the average American family and much of her work dealt with their needs. Mrs. Sullivan often said the · best legislative ideas came from constituents, so she read every letter ever sent to her. Not only did she learn how the voters felt about current issues, but where there were problems which needed to be current issues. Papers from Leonor K. Sullivan's years as a member of the House Merchant Marine Committee and the Banking and Currency Committee provide background information for much of the legislation proposed during the period. Mrs. Sullivan was known as a consumer advocate long before such a position was popular and her efforts to improve the quality of food, drugs, and cosmetics are well documented. Materials are also available on Mrs. Sullivan's struggle for credit protection for the consumer, truth-in-lending, and fair credit reporting. Mrs. Sullivan was a strong supporter of the American Merchant Marine, the U.S. supervision of the Panama Canal, and the development of America's inland waterways. Her collection includes in-depth information on all these areas. Local St. Louis concerns are well represented in Leonor K. Sullivan's papers. She spent untold hours on the development of the Gateway Arch, the Jefferson National Expansion Memorial, and the port of St. Louis. She worked hard to maintain and increase the river traffic which is so important to St. Louis. After her retirement, Mrs. Sullivan continued to receive letters from former constituents and friends. She was active in civic affairs and her opinion on current issues was frequently solicited. This paper offers a personal review of the current state of knowledge on monetary policy. In a nutshell, what Friedman knew-have survived, but that modern monetary policy departs in some important ways from older principles? The older wisdom that monetary policy determines inflation in the long run but can have systematic shorter run effects has survived a major challenge. Most of the new ideas stem from the recognition of the crucial role of expectations. In today's world, this observation lies behind the spectacular trend toward ever greater central bank transparency. Then it is more than likely that ideas will change in the wake of the global financial crisis. Early debates challenge the old wisdom that central banks ought to be mainly concerned with price stability. In particular, financial stability has always been part of a central bank's mission, but it has occupied limited space in theoretical and empirical studies.
Durante la Segunda Guerra Mundial tuvo lugar un suceso trascendental que marcaría un hito en las formas de relacionamiento de la ciencia con la sociedad: el surgimiento del Proyecto Manhatta1 y el posterior lanzamiento de las bombas atómicas sobre las ciudades de Hiroshima y Nagasaki. Este hecho transformaría la cosmovisión del hombre en el mundo, rompiendo los límites del conocimiento y marcando una nueva pauta en la relación de la política con la ciencia y la tecnología. A partir de entonces, la ciencia adquiere un lugar protagónico en la agenda de los principales gobiernos bajo la firme concepción de que ésta puede ser orientada hacia fines específicos. Por supuesto que esta idea trascendió el ámbito militar para constituirse en una representación concreta de oportunidades en la orientación del desarrollo económico en general, y la generación de ventajas competitivas en particular. En efecto, los hacedores de política de todo el mundo comenzaron a concebir la idea de la investigación unida al desarrollo como un tema prioritario de la agenda política, estableciendo así pautas presupuestarias y creando las primeras instituciones para su orientación. En una primera instancia la ciencia y la tecnología comienzan a institucionalizarse en los países con mayores capacidades industriales. Sin embargo, el efecto contagio no demoró en trasladar estas ideas a los países con menor grado de desarrollo relativo, quienes advirtieron en ello una oportunidad para avanzar en el postergado camino del desarrollo económico y social. En este contexto, la nueva concepción de la ciencia se instala en los gobiernos desarrollistas de América Latina dando impulso a las inaugurales políticas públicas en la materia. Los primeros modelos de relacionamiento de políticas se basaron en concepciones pensadas en los países más avanzados, principalmente bajo la forma del modelo lineal de innovación2, el cual supone un proceso lineal más o menos automatizado dónde la investigación básica es seguida por la investigación aplicada y el desarrollo tecnológico, que a su vez derivan en la innovación tecnológica industrial. En las últimas décadas, la fuerza para describir la realidad y orientar la acción estratégica de esta concepción científica académica entraron en crisis, dando lugar al surgimiento de nuevos modelos de interpretación social e interactiva de la dinámica de creación de conocimiento, ofreciendo un escenario complejo donde en su producción se conjugan numeroso actores que no actúan unidireccionalmente sino a través de la generación de sinergias. De esta forma, los nuevos enfoques3 adquieren protagonismo interpretativo frente al nuevo paradigma tecnoeconómico mundial, destacando la importancia de la orientación de las políticas públicas como un elemento fundamental de esta dinámica, pero no cómo elemento suficiente ya que ésta debe complementarse con la acción de restantes actores y sectores intervinientes en el proceso de innovación. Sin profundizar en la discusión sobre los modelos interpretativos del cambio técnico, se pretende esbozar un análisis sobre la importancia de la construcción de elementos analíticos y herramientas de seguimiento en la región latinoamericana. Lo importante entonces es dejar en claro que la relevancia de la política científica y tecnológica descansa sobre la idea de que la investigación científica es un factor determinante en el crecimiento económico y el desarrollo social, tornando ineludible su discusión en los países con menor grado de desarrollo relativo. En este sentido, es necesario abandonar la adaptación de modelos foráneos y afrontar el debate en torno a la necesidad de generar modelos, competencias, parámetros de calidad y orientaciones propias desde elementos idiosincrásicos a las características del desarrollo de los países latinoamericanos. Como sostiene Oscar Varsavsky (1969), los modos de hacer ciencia pensados en países con capacidades muy distantes de la realidad de América Latina fueron implementados y adaptados acríticamente a partir de su presentación desde una concepción de la ciencia como pura, neutral y apolítica, generando incompatibilidades e incongruencias en los estudios y propuestas de los hacedores de política científica de la región y construyendo marcos perjudiciales para los diagnósticos y para las estrategias de acción adoptadas por los distintos países. A partir de allí es posible romper con la idea de que la ciencia construye elementos neutros que deben ser utilizados por las instituciones políticas para orientar el desarrollo de un país, sino que en realidad los mismos elementos son resultados de orientaciones determinadas de antemano en función de un diagnóstico concreto. Este reconocimiento de la subjetividad revela la necesidad imperiosa de trabajar en instrumentos científicos propios que orienten las acciones concretas en las estrategias de desarrollo adoptadas. En este orden de análisis los indicadores constituyen herramientas fundamentales y necesarias en la formulación, evaluación y en el seguimiento de las políticas públicas, en tanto los diagnósticos sobre los cuales se elevan estas iniciativas deben sostenerse en algún tipo de marcador y en base a flujos de información relacionados con objetivos políticos definidos. De esta manera, hasta que en 1994 se constituyó la Red de Indicadores de Ciencia y Tecnología Iberoamericana e Interamericana (RICYT) con el objetivo de promover el desarrollo de herramientas para la medición y el análisis de la Ciencia, la Tecnología y la Innovación, en América Latina se continuaba utilizando indicadores desarrollados por los países de la Organización para la Cooperación y el Desarrollo Económico (OCDE) en base a los diagnósticos de los países con mayor grado de industrialización. Sin embargo, como se verá más adelante, la situación del uso y desarrollo de indicadores que tenga en cuenta las particularidades propias de la región latinoamericana dista mucho de ser un desafío superado. Llegamos así al final de esta primera parte, donde la reflexión realizada debe servir como marco para interpretar los lineamientos que se mencionarán en la segunda parte del trabajo respecto a la concepción de las políticas públicas pensadas sobre indicadores propios de ciencia y tecnología en América Latina. 1- Fue el nombre del proyecto científico desarrollado por el gobierno de Estados Unidos con base en el Distrito de Ingeniería de Manhattan con el objetivo de conseguir la bomba atómica antes que la Alemania Nazi. 2- Los principios de este modelo se basan en las visiones de Robert Merton y Vannevar Bush. Vannevar Bush elaboró en 1945 el influyente documento "Ciencia: la frontera sin fin" por expreso pedido del presidente Roosevelt. Por su parte, Robert Merton y sus estudios sobre Sociología de la Ciencia (1977) dieron forma al ethos mertoniano de la ciencia.3- Quizás los más importantes sean los enfoques de los Sistemas de Innovación ( Edquist, 2001;Freeman, 1994; Nelson, 1993; Johnson y Lundvall, 1994) y el modelo de la Triple Hélice (Etzkowitz y Leydesdorff, 1996). Following several years of disappointing economic performance, Senegal has made an important turnaround, with real Gross Domestic Product (GDP) growth averaging over 5 percent annually during 1995-2005. This paper shows that macroeconomic and structural reforms are key factors explaining this recovery. Drivers of sound economic policy decisions in Senegal have included enhanced democratic processes, political commitment to the West African Economic and Monetary Union (WAEMU), and donor community conditionalities.
This paper contributes to the limited literature on the welfare impacts of market concentration by developing a simple model that shows how exogenous variations in market power affect poverty. Increased market power leads to economy-wide welfare losses, because it raises the prices of goods and services for all agents in an economy and thus reduces the relative incomes of households, particularly among the poor. Declines in poverty in this context are only possible in the case wherein the poor have access to a share of oligopolistic rents. Although this scenario seems highly unlikely, this result has important implications for public policy, particularly for economies with less-than-perfect markets and social objectives of poverty eradication. This result suggest the possibility of taxing extranormal rents extracted by firms with market power and redistributing them through targeted lump-sum social transfers, thereby contributing to poverty reduction by mitigating welfare losses from the negative price effect.
This paper analyzes how investment incentives may or may not be used to foster private investment, particularly in developing countries. As practitioners and policymakers can attest, political economy exerts a powerful influence on incentives. Many incentives especially generous ones have persisted because of lobbying by special interests and politicians' need to curry favor. Yet little research has been done on how political economy affects incentive policy. Second, the paper sheds light on the role that political economy plays in the popularity of incentives and the related shortcomings. Incentives are sometimes used to dole out favors to investors, so investors who benefit from incentives resist attempts to eliminate them. This paper suggests a way to tackle such problems. Third, the paper compiles good practices on managing and administering incentives in developing countries, drawing on government and private sector experiences. Finally, the paper provides policymakers with a framework for analyzing the efficacy of investment incentives based on the sector and level of development involved, and suggests reforms for moving toward best practice.
[spa] La República Dominicana desde hace décadas ha venido presentando un importante déficit habitacional, debido a los altos niveles de pobreza registrados, los bajos salarios percibidos por la gran mayoría de la población, los obstáculos a la financiación hipotecaria, la cultura de la vivienda en propiedad como única alternativa y las deficientes políticas públicas en materia de vivienda, entre otros factores importantes. Es por ello que el legislador dominicano promulgó la Ley 189-11, para el desarrollo del mercado hipotecario y el fideicomiso. Esta normativa está orientada a procurar dinamizar, especialmente, el mercado financiero y el sector inmobiliario; así como incentivar la participación privada a la solución del problema de la vivienda, flexibilizando el mercado de financiación e introduciendo nuevos instrumentos para la captación de recursos destinados a la vivienda. La relativamente reciente entrada en vigor de la referida Ley pone de relieve, además, las virtudes de la figura del fideicomiso como estructura asociativa para el emprendimiento de magna proyectos inmobiliarios, destacando su versatilidad, elasticidad y seguridad para el desarrollo de estas inversiones. No obstante, en el presente estudio, aunque se celebran los avances alcanzados con la introducción de esta normativa, se destacan puntos importantes que deben revisarse para el desarrollo efectivo de la misma. Entre estos cabe mencionar que a pesar de que el Estado dominicano se presenta abierto a la inversión extrajera, considerando la inversión inmobiliaria como inversión directa extranjera destacada, no ha contemplado una participación activa de este sector en la solución del déficit habitacional dominicano, pues el marco normativo dominicano carece de políticas activas de captación de este tipo de inversión extranjera, y el Estado se presenta inerte a la celebración de tratados bilaterales o multilaterales de inversión, acuerdos para evitar la doble imposición fiscal e incluso ha limitado la participación extranjera en los fideicomisos mixtos (público-privado) para el desarrollo de proyectos inmobiliarios de bajo costo. Por otra parte, en el presente trabajo de investigación, se pretenden destacar las bondades de la inversión indirecta, nacional y extranjera, en el mercado inmobiliario a través de la figura del fideicomiso y, especialmente, la necesidad de equilibrar los incentivos a las distintas modalidades de inversión inmobiliaria, entre estas, la necesidad de impulsar los fideicomisos de inversión inmobiliaria dedicados al alquiler o alquiler con opción a compra como instrumentos de inversión extranjera y medio de acceso a la vivienda digna. Finalmente, el trabajo destaca la necesidad de completar la normativa 189-11, de acuerdo con las experiencias positivas de legislaciones más desarrolladas, abrir esta normativa a la participación extranjera o, en su caso, de implementar una ley especial que regule e incentive el desarrollo de los fideicomisos dedicados al sector inmobiliario para el alquiler con participación extranjera (como los REIT estadounidense o los FIBRAS mexicanos), aunque con medios de control que permitan garantizar una importante inversión en viviendas económicas, sin que estos instrumentos se concentren en otros sectores inmobiliarios u obvien el sector residencial como viene pasando en la actualidad en otros Estados. ; [eng] The Dominican Republic has been suffering a significant housing shortfall for decades due to different factors, such as high levels of poverty, low salaries received by the large majority of the population, presence of obstacles preventing the possibility of getting financing through mortgage, culture of ownership as the only way to get access to housing, ineffective housing policies and other important causes. That is why the Law 189-11 has been incorporated into the Dominican legal framework, aiming at developing the mortgage market and the trust institution. This regulation contributes to the development, especially, of the financial market and of the real estate sector; as well as it encourages private participation to solve the housing problem while making the financing market more flexible and creating new instruments to attract financial resources for housing. The relatively recent implementation of the aforementioned law also highlights the virtues of the trust figure as an associative structure for the big scale real estate projects, emphasizing its versatility, elasticity and security for the realization of these investments. However, although this research shows the progress made due to the implementation of this regulation, it also highlights some important points that must be reviewed in order to provide an effective development of this figure. For example, despite the fact that the Dominican State is open to foreign investment –considering direct foreign investment in real estate especially effective–, it has not contemplated the active foreign participation as an option in this structure, although it could be a solution for the Dominican housing shortfall. This situation can be explained by the lack of legal regulation and policy aimed to attract this type of foreign investment within the Dominican Republic legal framework. The State is inactive when it comes to the celebration of bilateral or multilateral investment agreements or treaties aimed to avoid double taxation; it has even limited foreign participation in mixed trusts (public-private) created for the development of low-cost real estate projects. Nevertheless, we intend to highlight the benefits of domestic and foreign indirect investment in the real estate market through the figure of trust and, especially, to show the need to balance the incentives to the different modalities of real estate investment. Among these, we find the need to promote the real estate investment trusts dedicated to rent or to rent with option of purchase as foreign investment instruments and means of access to decent housing. Finally, the work highlights the importance of complying with the normative 189-11, based on the positive experience of legislations in more developed countries; it also highlights the need for possible foreign investors interested in participating in this structure, as well as the need to adopt a special law that regulates and encourages the development of trusts dedicated to the real estate sector for renting with foreign participation (such as US REITs or Mexican FIBRAS), although it should be controlled in order to guarantee the investment in affordable housing, which is also important, and to avoid the concentration of these instruments in other real estate sectors or the exclusion of residential sector as it happens in other States. ; [cat] La República Dominica des de fa dècades ha vingut presentant un important dèficit habitacional, a causa dels alts nivells de pobresa registrats, els "baixos salaris", percebuts per la gran majoria de la població, els obstacles al finançament hipotecari, la cultura de l'habitatge en propietat com a única alternativa, o les polítiques públiques ineficaces en matèria d'habitatge, entre altres factors importants. És per això que s'ha introduït al marc jurídic dominicà la Llei 189-11, per al desenvolupament del mercat hipotecari i el fideïcomís, una normativa que procura dinamitzar, especialment, el mercat financer i el sector immobiliari, així com incentivar la participació privada a la solució del problema a l'habitatge, flexibilitzar el mercat de finançament i introduir nous instruments per a la captació de recursos destinats a l'habitatge. La relativament recent introducció de la referida Llei destaca, a més, les virtuts de la figura del fideïcomís com a estructura associativa per a l'emprenedoria de projectes immobiliaris, destacant la seva versatilitat, elasticitat i seguretat per al desenvolupament d'aquestes inversions. No obstant això, el present estudi, tot i celebrar els avanços aconseguits amb la introducció d'aquesta normativa, destaca els punts importants que han de revisar-se per tal d'obtenir un desenvolupament efectiu de la mateixa. Entre aquests s'ha de mencionar que, encara que l'Estat dominicà es presenta obert a la inversió estrangera (considerant la inversió immobiliària com a inversió directa estrangera destacada), no ha contemplat una participació activa d'aquest sector en la solució del dèficit habitacional dominicà, perquè el marc normatiu dominicà no gaudeix de polítiques actives de captació d'aquest tipus d'inversió estrangera; aiximateix, l'Estat es presenta inert a la celebració de tractats bilaterals o multilaterals d'inversió, acords per a evitar la doble imposició fiscal i, fins i tot, ha limitat la participació estrangera en els fideïcomisos mixtos (púbic-privat) per al desenvolupament de projectes immobiliaris de baix cost. D'altra banda, es pretenen destacar les bondats de la inversió indirecta, nacional i estrangera, en el mercat immobiliari a través de la figura del fideïcomís, especialment, la necessitat d'equilibrar els incentius a les diferents modalitats d'inversió immobiliària, i,entre aquestes, la necessitat d'incentivar els fideïcomisos d'inversió immobiliària dedicats a la renda, o a la renda amb opció a compra, com a instruments d'inversió estrangera i mitjà d'accés a l'habitatge digne. Finalment, el treball destaca la necessitat de completar la normativa 189-11, d'acord amb les experiències positives de legislacions més desenvolupades, d'obrir aquesta normativa a la participació estrangera, o si escau, d'implementar una llei especial que reguli i incentivi el desenvolupament dels fideïcomisos dedicats al sector immobiliari per a la renda amb participació estrangera (com els REIT estatunidencs o els FIBRES mexicans), encara que amb mitjans de control que permetin garantir una important inversió en habitatges econòmics, sense que aquests instruments es concentrin en altres sectors immobiliaris o obviïn el sector residencial com ve passant actualment a altres Estats.
This article presents data on the evolution of top incomes and wages for 1922-2000 in India using individual tax return data. The data show that the shares of the top 0.01 percent, 0.1 percent, and 1 percent in total income shrank substantially from the 1950s to the early to mid-1980s but then rose again, so that today these shares are only slightly below what they were in the 1920s and 1930s. This U-shaped pattern is broadly consistent with the evolution of economic policy in India: from the 1950s to the early to mid-1980s was a period of ''socialist'' policies in India, whereas the subsequent period, starting with the rise of Rajiv Gandhi, saw a gradual shift toward more pro-business policies. Although the initial share of the top income group was small, the fact that the rich were getting richer had a nontrivial impact on the overall income distribution. Although the impact is not large enough to fully explain the gap observed during the 1990s between average consumption growths shown in National Sample Survey based data and the national accounts based data, it is sufficiently large to explain a non-negligible part of it.
