The Government of the Kingdom of Cambodia has requested Asian Development Bank (ADB) assistance for the Rural Roads Improvement Project (RRIP) III. The project will rehabilitate about 360 kilometers (km) of rural roads in five provinces (Kampong Cham, Kratie, Prey Veng, Svay Rieng, and Tboung Khmum) to paved condition. The rehabilitated roads will provide poor rural provinces with a disaster and climate-resilient, safer, and cost-effective rural road network with all-year access to markets and other social services. The proposed RRIP III will continue to support sustainability of this rural road network through: (i) a rural road maintenance regime in the Ministry of Rural Development (MRD); and (ii) a community-based road safety program. These initiatives have already been established by MRD through earlier ADB-financed projects, RRIP and RRIP II. The project will also support an HIV/AIDS and human trafficking awareness and prevention program (HHTPP). The feasibility study of the proposed project was completed through the ongoing loan for RRIP II.

Robert Triffin (1911-1993), a Belgian-born economist who spent much of his career in America, had a major influence on 20th-century economic thinking. He is particularly known for his monetary approach. His intellectual legacy revolves ariund the 'Triffin dilemma' or 'Triffin paradox'. Triffin accurately predicted the end of the Bretton Woods system, though not for the right reasons. Triffin stuck by his monetary theory that it was much harder to achieve sound international economic management with flexible exchange rates and that best practices were by no means a guarantee of global stability if they were not accompanied by genuine international coordination. Triffin was also a committed European. He was close to Jean Monnet and Pierre Werner and worked alongside them from the early 1960's onwards in favour of European monetary integration.

This mid-year report covers the period January to June 2018. It describes the activities undertaken by Urban Environmental Infrastructure Fund (UEIF) and the Urban Climate Change Resilience Trust Fund (UCCRTF) in the first half of the year, and a brief overview of the activities under the Cities Development Initiative for Asia (CDIA) program as it transitions into a trust fund under UFPF. The Urban Environmental Infrastructure Fund (UEIF) has been instrumental in seeing through the completion of three initiatives in various states and cities in India. The funding extended under direct charge financing translated into the provision of technical support and capacity building activities aimed at assisting states carry out India's national fl agship urban programs. Areas covered include solid waste management, water supply, and wastewater, among others. On the implementation of investment grants, substantial gains have been achieved in terms of the completion of project activities. Although there were some delays experienced, overall implementation progress remains to be on the positive side.

Understanding migration behavior is crucial in designing policy interventions for influencing migrants' behavior. An aspect of international migration that lacks scholarly inquiry is temporary labor migration. This paper examines migration behavior of households from a labor-sending rural village in the Philippines. It specifically looks at the role of migrant networks in the perpetuation of labor migration. This study found that not all types of migrant networks matter for international labor migration. While the standard job search model would find weaker ties more useful in the search for jobs, we found empirical evidence that strong ties matter more in international labor migration from a developing country context. Notwithstanding the limitations of the study and based on the sample that was used, we found that international migration in the Philippines is an intergenerational phenomenon.

The collapse of the U.S. investment bank Lehman Brothers marked the escalation point of the financial crisis of 2008. Yet, while the consequences of the collapse are widely discussed, the developments that led to Lehman Brothers' demise have yet to be dealt with from a sociological perspective. In this paper, we tackle this research gap by asking why Lehman Brothers – as opposed to other ailing banks – was not saved by the US regulators. We will show that mounting pressure from public opinion caused a shift in the risk perception on the side of the regulators. Initially oriented towards the economic risk associated with a potential failure of Lehman Brothers, the critique of the 2008 bailouts prompted regulators to weight the political risks of further bailouts over the economic risk of the bank's collapse. Thus, we argue that the social change brought about by the collapse of Lehman Brothers was critique-induced.
