Ethical Challenges of Journalism in the Era of Big Data: An Analysis of Latin American Deontological CodesOs desafios éticos do jornalismo na era do big data: análise de códigos deontológicos latino-americanosInvestigative journalism, which is crucial to the proper functioning of any democratic society, faces numerous ethical challenges. The introduction of big data techniques has given rise to data journalism that presumes a new challenge in this sense. The main objective of the study is to analyze the existence of deontological guidelines on journalism and big data in Latin America, geographical area that has not been studied in that respect until now. To do so, content analysis was the methodology applied to a selection of 18 ethical codes adopted by associations of journalists in 18 countries to check if they comply with the principles established by authors such as Bradshaw, Ward, Singer, Dörr and Hollnbuchner, who adapt journalistic deontology to the specific context of big data. The results show the codes are poorly adapted to the ethical principles related to data verification. Instead, they are in line with what is considered to be a journalistic target (objectivity, honesty and public service) in the context of data journalism. It is also observed that, in general, the best adapted codes are those that have been approved or modified in recent years, such as the ones in Uruguay, Colombia and Chile, among others. El principal objetivo de este estudio es analizar la existencia de pautas deontológicas sobre periodismo y big data en un área geográfica que hasta ahora no se ha estudiado en ese ámbito: América Latina. Para ello, se emplea la metodología del análisis de contenido sobre una selección de 18 códigos éticos de asociaciones de periodistas de 18 países para comprobar si cumplen con los principios establecidos por autores como Bradshaw, Ward, Singer, Dörr y Hollnbuchner, quienes adaptan la deontología periodística al contexto concreto del big data. Los resultados muestran que los códigos están poco adaptados a los principios éticos relacionados con la verificación de datos. En cambio, sí que están en la línea de lo que se considera objetivo periodístico (objetividad, honestidad y servicio público) en el contexto del periodismo de datos. Además, se observa que, en general, los códigos mejor adaptados son los que se han aprobado o modificado en los últimos años, como son, entre otros, los de Uruguay, Colombia y Chile. O principal objetivo deste estudo é analisar a existência de pautas deontológicas sobre jornalismo e big data numa área geográfica que até agora não foi estudada nesse âmbito: a América Latina. Para isso, utiliza a metodologia da análise de conteúdo sobre uma seleção de 18 códigos éticos de associações de jornalistas de 18 países para comprovar se cumprem com os princípios estabelecidos por autores como Bradshaw, Ward, Singer, Dörr e Hollnbuchner, os quais adaptam a deontologia jornalística ao contexto concreto do big data. Os resultados mostram que os códigos estão pouco adaptados aos princípios éticos relacionados com a verificação dos dados. Em compensação, estão na linha do que se considera objetivo jornalístico (objetividade, honestidade e serviço público) no contexto do jornalismo de dados. Além disso, observa-se que, em geral, os códigos mais bem adaptados são os que têm sido aprovados ou modificados nos últimos anos, como são, entre outros, os do Chile, da Colômbia e do Uruguai. Conclui-se que seria recomendável revisar os códigos mais antigos e redigir códigos ou recomendações específicas referentes ao big data, além de atualizar o código supranacional de referência na América Latina, o Código Latino-americano de Ética Jornalística, que data de 1979.

The main objectives of this study of the European Migration Network are to provide objective and reliable information about beneficiaries of international protection who travel to their country of origin or come into contact with national authorities of their country of origin, and information on cases where international protection statuses were ceased leading to, for example, the status being ended, revoked or not renewed (as per Article 45 and 46 of the recast Asylum Procedures Directive) and, ultimately, the permission to stay withdrawn. For the Luxembourgish case, it is firstly important to note that beneficiaries of the refugee status and of the status of subsidiary protection are not subject to the same restrictions with regard to travel to the country of origin or contact with national authorities. While refugees are in principle not permitted to travel to the country of origin, beneficiaries of subsidiary protection are not subject to this restriction. In this context, the phenomenon of beneficiaries of the refugee status travelling to their country of origin is currently not considered a policy priority in Luxembourg. While it does occur, there are no statistics providing information on how many refugees undertake this journey or contact the national authorities, on the reasons for travel to the country of origin, nor is there any case law on the cessation of the refugee status for reasons of travel to the country of origin. Luxembourg's authorities are not systematically informed of such events by the authorities of other Member States. Luxembourg has no external borders with the exception of the international airport of Luxembourg, from where only an extremely limited number of flights to third countries depart. Thus, it is extremely difficult to capture the extent of the phenomenon in Luxembourg. Luxembourg's Asylum Law establishes the re-availment of the protection of the country of origin and the voluntary re-establishment in the country of origin as grounds for cessation of the refugee status. Travel to the country of origin or contact with its national authorities are not explicitly forbidden by legislation. In principle, refugees are not permitted to travel back to the country of origin. They are provided with this information on multiple occasions: for instance at the moment of the introduction of their application, as well as when they are issued the decision granting them protection. Their travel document also clearly states the restriction. There is no notification or authorisation procedure that would authorise such travel in Luxembourg. When the Directorate of Immigration has the information that a refugee travelled back to the country of origin, it will proceed to an in-depth analysis of the personal situation of the individual. Determining that this travel is proof of the voluntary re-establishment in the country of origin is however considered extremely difficult, as it is nearly impossible to ascertain the reasons for which the refugee returned. Furthermore, a short stay in the country of origin is not necessarily considered like the (permanent) establishment in the country of origin or a proof thereof. This is also due to the fact that the Luxembourgish authorities cannot contact the authorities of the country of origin and have no tools to undertake an investigation there in order to verify that the refugee has re-established him/herself. The travel and the surrounding circumstances can be taken into account if the minister decides to re-examine the validity of the status, which could potentially lead to a withdrawal. The Directorate of Immigration has never considered ceasing protection because a refugee contacted the authorities of the country of origin. Proving that this contact occurred in the first place, and next, proving that it constitutes a re-availment of the protection of the country of origin, is considered nearly impossible. In addition, it is a fact that certain administrative procedures require the production of official documents and that the substitution of these documents with affidavits are in practice not always feasible. As previously mentioned, beneficiaries of subsidiary protection are authorised to travel back to their country of origin and are permitted to contact the authorities of their country of origin. They are even encouraged to contact the national authorities in order to obtain a national passport. These actions can thus not lead to the cessation of the status of subsidiary protection. If the decision to cease the status is taken, the beneficiary is notified of this decision in writing. The decision can be appealed before the First instance Administrative Court. If the decision of the Court is negative, the individual can file an appeal before the Second instance Administrative Court. In principle, the decision to cease international protection carries a return decision. However, the individual can apply for another residence permit if s/he fulfils the conditions established in the Immigration Law. The same is true for family members who got a residence permit through family reunification with the concerned person: the family members will lose their right to stay unless they can gain access to another residence permit under the Immigration Law.

Розглянуто проекти українських митців, що реалізовані на Сході: в Індії, Японії, Китаї, Тайвані, Узбекистані, Казахстані — для залучення їх до національного культурологічного дискурсу, та здійснено аналіз тем, розроблених авторами, з урахуванням проекції цієї проблематики на український контекст. Співставлено контексти, в яких діяли українські митці на Сході і в Україні. Проаналізовано проекти українського мистецтва, створені в результаті подорожей на Схід і продемонстровані в Україні, та відзначено презентації мистецьких виставок зі Сходу в Україні. Виявлено мережеві напрацювання з метою розвитку взаємозв'язків українських митців і культуртрегерів з країнами Сходу.Виявлені різні типи мистецького залучення та зв'язку зі Сходом: ескапізм і дауншифтінг з пошуками натхнення в древній східній філософії і екзотичній культурі та природних ландшафтах, презентації виставок мистецтва зі Сходу в Україні, експансія українського мистецтва, які є продуктивними мистецькими стратегіями, що сприяють розвитку сучасного мистецтва України. Зазначено зміну парадигми існування культури у світі — з дотаційної сфери вона стає інструментом розвитку економіки, тому третій тип зв'язку є локомотивом і для економічного розвитку. Зазначено, що якщо український бізнес тільки намагається працювати з Тайванем, то мистецтво, як інструмент культурної дипломатії, йде попереду і прокладає шлях для розвитку культурних і економічних зв'язків з цим регіоном. Виявлено ефективну модель на Сході підтримки власного сучасного мистецтва у таких країнах, як Китай, Тайвань, Японія, і просування його на міжнародній арені. З'ясовано, що відсутність колаборативних зусиль та інституційних міжнародних зв'язків — причини невидимості українського мистецтва на світовій арт-сцені. Усвідомлення українською владою недооцінки ролі культури як інструменту економічного і політичного впливу мало б фіналізуватися у створенні інституційної мережі сучасного мистецтва, що відповідала б новому місцю культури в ХХІ столітті. ; The projects of the Ukrainian artists, realized on the East: in India, Japan, China, Taiwan, Uzbekistan, Kazakhstan, are researched in order to bring them to the national cultural study discourse and analysis of the themes developed by authors, taking into account their projection on Ukrainian context. The contexts, in which the Ukrainian artists operated on the East and in Ukraine, are mapped. The projects of the Ukrainian art, created as a result of the Eastern trips shown in Ukraine, are analysed, and presentations of artistic exhibitions from the East in Ukraine are marked. The networking process is researched with the aim of intercommunications development of the Ukrainian artists and cultural triggers with Eastern countries.The different types of the artistic involvement and connection with East are defined: escapism and downshifting with the searches for inspiration in ancient eastern philosophy, exotic culture and natural landscapes, presentations of art exhibitions from the East in Ukraine, expansion of the Ukrainian art, which are productive art strategies assisted to development of Ukrainian contemporary art. The change of existence paradigm of culture in the world is marked — from a grant sphere it becomes the instrument of economical development, that is why the third type of connection is a locomotive for economic development as well. It is indicated that if Ukrainian business only tries to work with Taiwan, an art as instrument of cultural diplomacy goes ahead and build a way for development of cultural and economic connections with this region. An effective model of contemporary art support and its promotion on the international arena is defined on the East in such countries as China, Taiwan, Japan. It is found out that lack of the collaborative projects and the international institutional connections, are the reasons of invisibility of Ukrainian art on the world art stage. The understanding of underestimation by Ukrainian authority the role of culture as instruments of economic and political influence has to motivate to create of institutional network of contemporary art, that would respond to the new place of culture in ХХІ century. ; Рассмотрены проекты украинских художников, реализованные на Востоке: в Индии, Японии, Китае, Тайване, Узбекистане, Казахстане для привлечения их к национальному культурологическому дискурсу, и осуществлен анализ тем, разработанных авторами, с учетом проекции этой проблематики на украинский контекст. Сопоставлены контексты, в которых действовали украинские художники на Востоке и в Украине. Проанализированы проекты украинского искусства, созданные в результате путешествий на восток и продемонстрированые в Украине, и обозначены презентации художественных выставок с Востока в Украине. Выявлены сетевые наработки с целью развития взаимосвязей украинских художников и культуртрегеров со странами Востока. Выявленные разные типы художественного привлечения и связи с Востоком: эскапизм и дауншифтинг с поисками вдохновения в древней восточной философии и экзотической культуре и природных ландшафтах, презентации художественных выставок с Востока в Украине, экспансия украинского искусства, которые являются эффективными художественными стратегиями, содействующими развитию современного искусства Украины. Отмечено изменение парадигмы существования культуры в мире — из дотационной сферы она становится инструментом развития экономики, потому третий тип связи является локомотивом и для экономического развития. Отмечено, что если украинский бизнес только пытается работать с Тайванем, то искусство, как инструмент культурной дипломатии, идет впереди и пролагает путь для развития культурных и экономических связей с этим регионом. Выявлена эффективная модель на Востоке поддержки собственного современного искусства в таких странах, как Китай, Тайвань, Япония, и продвижение его на международной арене. Выяснено, что отсутствие колаборативних усилий и институционных международных связей — причины невидимости украинского искусства на мировой арт-сцене. Осознание украинской властью недооценки роли культуры как инструмента экономического и политического влияния должно завершиться созданием институционной сети современного искусства, которая отвечала бы новому месту культуры в ХХІ веке.

The object of research is the process of forming an effective accounting policy for small businesses in Ukraine in the context of the transition to the International Financial Reporting Standard (IFRS) to stimulate the development of the small business sector on investment and innovation principles. One of the biggest problems of reforming in Ukraine is the predominance of the fiscal orientation in regulating the activities of small businesses over the incentive function. The accounting policy of a small business entity should be formed in such a way as to create conditions for increasing its competitiveness on investment and innovation principles.A comparison of general regulatory standards is made to determine the elements of the accounting policies of small businesses enterprises (SBE) under the IFRS and in the Ukrainian legislation. The experience of economically developed countries in regulating the principles, procedures and methods of accounting in the formation of the accounting policies of small and medium-sized business entities (SMEs), which ensure the development of the small business sector on investment and innovation principles, has been determined. The directions of improvement of the Ukrainian model of formation of accounting policies for the SBE, taking into account investment and innovation aspects, are proposed.In the course of the study, general scientific and specialized research methods were used. As well as approaches to modeling the process of forming the accounting policy of a small business entity in the transition with international financial reporting standards. The aspects that may affect the financial results of the activity of a small business entity for ensuring development on investment and innovation principles are identified. To do this, it is necessary to take into account procedural, organizational and technical, tax, analytical, managerial and international aspects.This ensures conditions for the formation of effective accounting policies. The accounting policy, taking into account the above aspects, will help optimize the financial results of the economic activities of the small business entity and will increase the effectiveness of management decisions. And also will ensure the achievement of the best options for the functioning of financial and management accounting. ; Объектом исследования является процесс формирования эффективной учетной политики субъектов малого предпринимательства в Украине в условиях перехода к Международному стандарту финансовой отчетности (МСФО) для стимулирования развития сектора малого бизнеса на инвестиционно-инновационных принципах. Одной из самых больших проблем реформирования в Украине является преобладание фискальной направленности в регулировании деятельности субъектов малого предпринимательства за стимулирующей функцией. Учетная политика субъекта малого предпринимательства должна формироваться таким образом, чтобы создать условия для повышения его конкурентоспособности на инвестиционно-инновационных принципах.Проведено сравнение общих регуляторных норм по определению элементов учетной политики субъектов малого предпринимательства (СМП) по МСФО и в украинском законодательстве. Определен опыт экономически развитых стран по регулированию принципов, процедур и методов учета при формировании учетной политики малых и средних субъектов предпринимательства (МСП), которые обеспечивают развитие сектора малого предпринимательства на инвестиционно-инновационных принципах. Предложены направления совершенствования уцкраинской модели формирования учетной политики для СМП с учетом инвестиционно-инновационных аспектов.В ходе исследования использовались общенаучные и специални методы исследования. А также подходы моделирования процесса формирования учетной политики субъекта малого предпринимательства при переходе к международным стандартам финансовой отчетности. Определены аспекты, которые могут повлиять на финансовый результат деятельности субъекта малого пидприемницта для обеспечения развития на инвестиционно-инновационных принципах. Для этого необходимо учитывать процедурные, организационно-технические, налоговые, аналитические, управленческие и международные аспекты.Благодаря этому обеспечиваются условия для формирования эффективной учетной политики. Учетная политика, беря во внимание приведенные аспекты, будет способствовать оптимизации финансовых результатов хозяйственной деятельности субъекта малого предпринимательства и позволит повысить эффективность управленческих решений. Облікова політика суб'єкта малого підприємництва має формуватися таким чином, щоб створити умови для підвищення його конкурентоспроможності на інвестиційно-інноваційних засадах.Проведено порівняння загальних регуляторних норм по визначенню елементів облікової політики суб'єктів малого підприємництва (СМП) згідно з МСФЗ та в українському законодавстві. Окреслено досвід економічно розвинених країн щодо регулювання принципів, процедур та методів обліку при формуванні облікової політики малих і середніх суб'єктів підприємництва (МСП), які забезпечують розвиток сектора малого підприємництва на інвестиційно-інноваційних засадах. Запропановані напрямки удосконалення української моделі формування облікової політики для СМП з урахуванням інвестиційно-інноваційних аспектів.У ході дослідження використовувалися загальнонаукові та спеціалні методи дослідження. А також підходи моделювання процесу формування облікової політики суб'єкта малого підприємництва при переході до міжнародних стандартів фінансової звітності. Визначені аспекти, котрі можуть вплинути на фінансовий результат діяльності суб'єкта малого підприємницта для забезпечення розвитку на інвестиційно-інноваційних засадах. Для цього необхідно враховувати процедурні, організаційно-технічні, податкові, аналітичні, управлінські та міжнародні аспекти.Завдяки цьому забезпечуються умови для формування ефективної облікової політики. Облікова політика, беручи до уваги наведені аспекти, буде сприяти оптимізації фінансових результатів господарської діяльності суб'єкта малого підприємництва та дозволить підвищити ефективність управлінських рішень. А також забезпечить досягнення найкращих варіантів функціонування фінансового та управлінського обліку.

In the French language, the word ' parcours ' (which in part means a pathway) stands for an object or a practice which allows one to go from one place to another. Crossing of space and time generates a ' parcours' such as a walk in the park, a professional endeavour or a military obstacle course, etc. Thus, engages the body and forges a spatio-temporal approach. The act of ' parcours ' has an even more extensive meaning, since it is not only the space that can be explored through it, but also texts and images. ' To parcours ' is to build a relationship with the world through movement, meaning : walking, running, ambling, watching, reading, browsing, exploring. expressing! Nowadays, at the intersection of text, image and geographical space, mobile digital tools offer us a ' parcours ' of both communication and movement: a ' commobile parcours '. More specifically, geolocation allows us to identify and navigate known and unknown territories, adds content to places and assigns meaning to the cross-reading between different media (the city, the map, the screen). In this doctoral work we wanted to explore the particularities of the digital mobility experience through observation of the practices by a visual and interdisciplinary approach. The Parkour method, a methodological adaptation specific to the 'mobile fields' is developed here to support the existing visual, participatory and sensory methods. In order to grasp what is at stake in the relationship between man and his smartphone, field work has been carried out in Curitiba (Brazil), the pioneer city of urban mobility. We have observed and filmed postures related to the uses of these objects, attesting to their affective qualities and showing their transformation into gestures, habits, stories, emotions and their significance. In order to further examine the impact of the mobile tool on our way of being together, we also studied a geolocalized application - the alternate reality game Ingress . By immersing in the community of gamers, we have explored the sense of meaning that they have attributed to their practices. A 31-day research and art performance in 16 European countries allowed us to apply our hypotheses on the importance of the ' parcours ' in its communicational dimension. It appears that as a tool for navigation and expression, the geolocation technique contributes to the foundation of an architecture of movements whose study remains to be deepened. Between the landscape of the territories and that of the screens, the digital practice creates an interstice at the heart of which the 'commobile' thought is woven. ; Dans la langue française, le mot ' parcours ' signifie chemin, trajet permettant d'aller d'un lieu à un autre. Ainsi, la traversée de l'espace et du temps génère un ' parcours ' (touristique, professionnel, du combattant, etc.) qui engage le corps et qui l'inscrit dans une démarche spatio-temporelle. L'acte de 'parcourir' est plus vaste encore, puisque ce n'est pas seulement l'espace géographique que nous parcourons, mais aussi les textes et les images. Parcourir, c'est construire un rapport au monde à travers le mouvement, c'est marcher, courir, arpenter, regarder, lire, survoler, explorer, c'est exprimer ! De nos jours, à l'intersection entre le texte, l'image et l'espace géographique, les outils numériques mobiles nous proposent un ' parcours ' à la fois de communication et de déplacement : un ' parcours commobile' . La géolocalisation permet notamment de se repérer et de naviguer dans les territoires connus et inconnus, elle ajoute du contenu aux lieux et elle attribue un sens à la lecture croisée entre les différents supports (la ville, la carte, l'écran). Ce sont les particularités de cette expérience de la mobilité numérique que nous avons souhaité explorer dans ce travail doctoral en faisant l'observation des pratiques par une approche visuelle et interdisciplinaire. Une adaptation méthodologique propre aux 'terrains mobiles' est développée ici pour étayer les méthodes visuelles, participatives, et sensorielles : la méthode de Parkour . Afin d'appréhender ce qui se joue dans la relation entre l'homme et son téléphone mobile, un travail de terrain a été mené à Curitiba (Brésil), ville pionnière de la mobilité urbaine. Nous y avons observé et filmé les postures liées aux usages de cet objet, attestant de leur statut affectif et démontrant leur conversion en gestes, habitudes, histoires, émotions et significations. En vue d'approfondir notre réflexion et d'examiner l'impact de l'outil mobile sur notre manière d'être ensemble, nous avons également étudié une application géolocalisée – le jeu de réalité alternée Ingress . Par une longue immersion au sein de la communauté des joueurs, nous avons interrogé le sens qu'ils attribuent à leur pratique. Une performance de recherche et d'art de 31 jours dans 16 pays européens a permis de mettre à l'épreuve nos hypothèses sur l'importance du ' parcours ' dans sa dimension communicationnelle. Il en ressort qu'en tant qu'outil de navigation, puis d'expression, la technique de la géolocalisation participe à la fondation d'une architecture des déplacements dont l'étude restera à approfondir. Entre le relief des territoires et celui des écrans, la pratique numérique en situation de mobilité creuse un interstice au cœur duquel se tisse la pensée 'commobile'.

Dottorato di ricerca in Economia e territorio ; Agricultural production in the face of climate change (CC) requires a climate-smart transformation and reorientation at multiple scales. Viet Nam is one of the developing countries that is agriculturebased and severely affected by CC, therefore it is crucial that the agricultural system advances towards the transition. While climate-smart agriculture (CSA) has gained a significant attention at global fora, context-specific evidence is still scarce in Viet Nam. This study examines CSA potentials in tea production systems in the Northern Mountainous Region (NMR) of Viet Nam. Tea cultivation has a crucial role in CSA strategy because it provides an important source to local household (HH) income, while demonstrating a strong potential for CC adaptation and mitigation. Since CSA concept is multi-dimensional, including food security, adaptation and mitigation, an interdisciplinary analytical framework is employed in this research to assess the economic and biophysical dimensions. Enterprise budgets and representative farms are developed for tea and alternative crops (coffee, maize, rice) as well as livestock (cattle, buffalo and pigs) production to analyze the productivity dimension of food security. In evaluating the adaptation potential of tea production, local farmers' perceptions and experiences of extreme weather events are combined with ERA-Interim data (1989-2013) and HH survey data on income levels. Greenhouse gas (GHG) emissions and carbon sequestration potentials are estimated through partial Carbon Footprint Life Cycle Assessment. Results show that tea production systems, both under conventional and mini-terracing practices, generate net margins, returns to capital and family labor higher than the alternatives. Farmers therefore have high incentive to switch from other crops to tea production. In face of CC, tea has shown a strong biophysical adaptive capacity compared to other crops in NMR. Tea-producing HHs have higher levels of income and total value of crop production than non-tea producing HHs but mostly under low variability of climate conditions. Tea HHs have demonstrated high potential in buffering climate extremes. Fertilizer application is the single largest GHG emitter at farm level. Tea production systems have a high capability for carbon storage and offsets. Evidence of strong synergies between food security, mitigation and adaptation is demonstrated for tea production systems in NMR, and potential tradeoffs highlighted where relevant. Policy recommendations are drawn based on combined evidence to support CSA in the region. ; La produzione agricola di fronte al cambiamento climatico (CC) richiede una trasformazione intelligente del clima e un ri-orientamento a diversi livelli. Il Vietnam è uno dei paesi in via di sviluppo basato sull'agricoltura, gravemente colpito dal CC, quindi è fondamentale che il sistema agricolo avanzi verso la transizione. Mentre l'agricoltura a clima intelligente (climate-smart agricolture) (CSA) ha guadagnato un'attenzione significativa a livello globale, le prove specifiche nel contesto in Vietnam sono ancora scarse. Questo studio esamina i potenziali CSA nei sistemi di produzione di tè nella regione nordica-montana (Northern Mountainous Region) (NMR) del Vietnam. La coltivazione del tè ha un ruolo cruciale nella strategia CSA, poiché fornisce una fonte importante ai redditi locali (HH), dimostrando un forte potenziale per l'adattamento e la mitigazione del CC. Dal momento che il concetto CSA è multidimensionale, includendo la sicurezza alimentare, l'adattamento e la mitigazione del CC, in questa ricerca viene impiegato un framework analitico interdisciplinare per valutare le dimensioni economiche e biofisiche. I budget aziendali e le aziende rappresentative sono sviluppati per la produzione di tè e colture alternative (caffè, mais, riso), nonché bestiame (bovini, bufali e suini) per analizzare la dimensione produttiva della sicurezza alimentare. Nella valutazione del potenziale di adattamento della produzione di tè, le percezioni degli agricoltori locali e le esperienze di eventi meteorologici estremi sono combinate con dati ERA-Interim (1989-2013) e dati provenienti da interviste sui livelli di reddito familiare. Le emissioni di gas a effetto serra (GHG) e le potenzialità di assorbimento del carbonio sono stimati attraverso la valutazione parziale del ciclo di vita del carbonio (Carbon Footprint Life Cycle Assessment). I risultati mostrano che i sistemi di produzione di tè, sia sotto pratiche convenzionali che di miniterrazzamento, hanno più elevati margini netti, ritorno di capitale di cassa e ritorno di lavoro familiare rispetto alle alternative. Gli agricoltori hanno quindi un forte incentivo a passare da altre colture alla produzione di tè. Di fronte al CC, il tè ha mostrato una forte capacità di adattamento biofisico rispetto ad altre colture nella zona del NMR. Le HHs che producono tè hanno livelli più elevati di reddito e di valori totali della produzione rispetto alle aziende familiari che non producono tè, ma soprattutto in condizioni di bassa variabilità climatica. Le HHs produttrici di tè hanno dimostrato un elevato potenziale nel bloccaggio degli estremi eventi climatici. L'applicazione del fertilizzante è il singolo più grande emettitore di GHG a livello aziendale. I sistemi di produzione di tè hanno un'elevata capacità di stoccaggio e compensazioni di carbonio. La dimostrazione di forti sinergie tra la sicurezza alimentare, mitigazione ed adattamento è dimostrata per i sistemi di produzione di tè nella zona del NMR e potenziali tradeoffs sono evidenziati, dove rilevanti. Le raccomandazioni in materia di politiche sono elaborate in conformità a prove combinate per supportare la CSA nella regione caso di studio.

The present research work analyse the infringement of the right of access to information of peruvian citizens, made by public institutions, when denying access to the institutional e-mails of public workers. According established in Mayorga v. Gamarra (file N° 36677-2014-0-1801-JR-CI-05) case, the court ordered delivering the institutional e-mails of the minister of Peru Eleodoro Mayorga Alba to the Peruvian citizen Marco Gamarra Galindo, in the period in which Mayorga was Minister of Energy and Mines. During the development of this research, was necessary the study of: The Political Constitution of Peru, The Law on Transparency and Access to Public Information, its Regulation, jurisprudence of the Constitutional Court, etc.; making a viable review of the main principles that inspire the right of access to public information and a broad knowledge on how the exercise of this right in Peru is guaranteed. In the Comparative Law, we analysed the rules of the legislations of USA, Mexico and Chile; countries where is difficult to access public workers e-mails, also we analysed how this problem was solved. It is important to note that the Organization of American States (OAS) and The United Nations (UN) have contributed greatly to the development of this right. The first part of this research develops the methodology, which contains the problem, general and specific objectives, justification, methods and techniques of data collection and research. The second part contains seven chapters, where develops the right of access to information; the exercise of the right of access to public information in Peru; the right to privacy and to the private life; the right to inviolability of communications; the e-mail of the public worker; and e-mail publicity in Comparative Law Finally, the third part presents the results, discussions, conclusions and recommendations; where we exposed the transgression that the entities of the public administration are doing, and the affectation to the fundamental right of access to public information are exposed. ; El presente trabajo tiene como objeto de investigación la vulneración del derecho de acceso a la información en la que incurren los entes de la administración pública al denegar el acceso a los correos electrónicos institucionales de los funcionarios públicos, esto a la luz del caso presentado ante el Poder Judicial con el expediente N° 36677-2014-0-1801-JR-CI-05, donde el 5to Juzgado Especializado en lo Constitucional declaró fundada la demanda de hábeas data ordenando al Ministerio de Energía y Minas entregar todos los correos recibidos por el entonces Ministro Eleodoro Mayorga Alba, de su cuenta de correo oficial o cualquier otra que le haya sido creada en el ministerio. Para ello se realizó el estudio de la legislación nacional: la Constitución Política el Perú, la Ley de Transparencia y acceso a la información pública N° 27806, el Reglamento de la Ley de Transparencia Decreto Supremo N° 072-2003-PCM, la jurisprudencia de Tribunal Constitucional, entre otras. Lo cual permite un repaso por los principios que inspiran el derecho de acceso a la información pública y un conocimiento amplio sobre cómo se garantiza el ejercicio de este derecho en el Perú. En el Derecho Comparado, se realizó el análisis de legislaciones como la de Estados Unidos de Norteamérica, México y Chile; donde se ha observado las dificultades que se presentan en el acceso a las bases de datos que contienen los correos electrónicos de los funcionarios públicos y como esta problemática ha sido abarcada y resuelta en el extranjero. Asimismo, se recurrió a la Organización de Estados Americanos - OEA y la Organización de Naciones Unidas - ONU, quienes han contribuido enormemente en el desarrollo de este derecho. En la primera parte de este trabajo de investigación se describe el marco metodológico el cual contiene la problemática, objetivos tanto general como específico, justificación, métodos y técnicas de recolección de datos e investigación. La segunda parte contiene el marco teórico compuesto por siete capítulos, en los cuales se analiza: primero, el desarrollo del derecho de acceso a la información; segundo, el ejercicio del derecho de acceso a la información pública; tercero, el derecho a la vida privada; cuarto, el derecho a la inviolabilidad de la comunicaciones; quinto, el correo electrónico del funcionario público; sexto, la publicidad del correo electrónico en el Derecho comparado; séptimo, la eficacia de la Ley de acceso a la información pública; y por último, en la tercera parte se exponen los resultados, discusiones, conclusiones y recomendaciones en las cuales se da cuenta de la transgresión que vienen realizando los entes de la administración pública y la afectación al derecho fundamental de acceso a la información pública, examinándose los por menores del caso práctico sobre el acceso al contenido de todos los correos electrónicos de la cuenta del correo institucional del exministro de Energía y Minas, Eleodoro Mayorga Alba, relacionados con el Reglamento Nacional de Hidrocarburos. ; Tesis

Modernizacijski procesi na svim razinama koji su se odražavali na svakodnevni život i bili glavnim uzrocima reforme života, društvenih, kulturnih i pedagoških pokreta europskog fin de sièclea reflektirali su se i na Hrvatsku, osobito na njezina urbana područja. Europska je reformna pedagogija sa svojim glavnim predstavnicima i koncepcijama, barem na informativnoj razini, dopirala do hrvatskih učitelja. Začetnici reformne pedagogije u Hrvatskoj su zagrebački učitelji Vjekoslav Koščević i Ivan Tomašić. Njihova reformska nastojanja manifestirala su se u istupima protiv herbartovske pedagogije, u prikupljanju iskustava i spoznaja o reformnim pedagoškim pokretima u srednjoeuropskim zemljama i njihovoj implementaciji u vlastitu pedagošku praksu te u pokušajima organiziranog promicanja ideja reformne pedagogije kroz Hrvatsko društvo za unapređenje uzgoja i časopis Preporod. Brojni su učitelji i učiteljice osluškivali puls početka "stoljeća djeteta" i diskretno prilagođavali svoju pedagošku praksu novom duhu. Nakon Prvoga svjetskog rata – u novoj državnoj zajednici Kraljevini Srba, Hrvata i Slovenaca (od 1929. Kraljevini Jugoslaviji) – hrvatski su se učitelji angažirali na području praktične školske reforme odnosno didaktičko-metodičke obnove, koja je značila nastavak procesa započetog prije Prvoga svjetskog rata. Radna škola kao glavni cilj didaktičko-metodičke obnove postala je tridesetih godina 20. stoljeća i službeno pedagoško usmjerenje, pod snažnim uplivom prosvjetne politike i ideologije ondašnje jugoslavenske države. Funkciju učiteljskih ferijalnih tečajeva radne škole, kao modela stručnog usavršavanja učitelja za novu školu, od sredine tridesetih preuzimaju državne ogledne škole. Glavni predstavnici pokreta radne škole u Hrvatskoj bili su: Ante Defrančeski, Josip Demarin, Mate Demarin, Salih Ljubunčić, Marijan Markovac, Zlatko Špoljar, Stjepan Zaninović i drugi. Tijekom dva međuratna desetljeća u Hrvatskoj se profiliraju akademski obrazovani pedagozi, teoretičari koji su se bavili ključnim pitanjima pedagogije kao (duhovno)znanstvene ili filozofijske discipline i istodobno održavali vezu s aktualnom pedagoškom zbiljom i kritički upozoravali na neke negativne pojave u praksi nove škole: Stjepan Matičević, Pavao Vuk-Pavlović, Stjepan Pataki, Vladimir Petz i drugi. Refleksije reformne pedagogije zamjetne su i u ostalim sferama odgojno-obrazovnog rada kao što su: obrazovanje odraslih, zdravstveno prosvjećivanje, socijalna skrb i zaštita djece, organizacije djece i mladih, suradnja roditeljskog doma i škole te različiti oblici kulturnog i umjetničkog rada s djecom i za djecu. Alternativni pedagoški koncepti odškrinuli su 1990-ih vrata pedagoškom i školskom pluralizmu u Hrvatskoj, no on je i nakon dva desetljeća u početnoj fazi razvoja. ; The processes of modernisation evident at all levels, which reflected on everyday life and were the key factors of lifestyle changes and of social, cultural and pedagogical movements at the fin de siècle in Europe, reflected also upon Croatia, particularly its urban areas. European reformist pedagogy, with its key representatives and concepts, reached Croatian teachers as well, at least in the form of general awareness. The reformist pedagogy in Croatia was established by two teachers from Zagreb, Vjekoslav Koščević and Ivan Tomašić. Their reformist attempts were evident in their stands against Herbart's pedagogy, in gathering experience of and insights in the reformist pedagogy movements in Central European countries and the implementation of those insights in their own pedagogical practice, as well as in their attempts of organised promotion of reformist ideas through the Croatian Society for the Improvement of Edification and the Preporod journal. Numerous teachers were waiting to see how the "century of the child" was going to develop, adjusting discretely their pedagogical practice to the new spirit. After the First World War, in the new Kingdom of Serbs, Croats and Slovenes (Kingdom of Yugoslavia after 1929), Croatian teachers were active in the area of practical school reform, or didactical-methodical renewal, which meant a continuation of the pre-World War I process. The working school, as the main goal of the didactical-methodical renewal, became an official pedagogical trend in the 1930s, under the strong influence of educational policy and ideology of Yugoslavia of the time. From the mid-1930s, the state model schools took over the task of working school training courses for teachers as a model of professional development of teachers for the new school. The main representatives of the working school movement in Croatia included Ante Defrančeski, Josip Demarin, Mate Demarin, Salih Ljubunčić, Marijan Markovac, Zlatko Špoljar and Stjepan Zaninović, among others. Academically educated pedagogues and theoretical scholars, who addressed the key issues of pedagogy as a spiritual-scientific or philosophical discipline, appeared in Croatia during the two decades between the two wars: Stjepan Matičević, Pavao Vuk-Pavlović, Stjepan Pataki, Vladimir Petz and others. At the same time, they were also staying in touch with the then current pedagogic reality and critiquing certain negative phenomena in the practice of the new school. The reformist pedagogy was also reflected in other areas of educational work, such as adult education, mass health education, social care and child care, children's and youth organisations, collaboration between parents and schools and various forms of cultural and artistic activities with and for children. The alternative concepts of pedagogy opened the door towards pedagogy and school pluralism in Croatia in the 1990s, but two decades later, it is still in its initial phase of development.

The military-political events of recent years, the lack of conceptual views on land border arrangement after Ukraine's independence, the significant difference in the socioeconomic status of residents of the border area of Ukraine and adjacent countries has caused the emergence of new threats to the national security of the state in the border area at the land border, which makes it relevant realization in the means of monitoring of such characteristics as survivability, noise immunity, automatic functioning, sensitivity to moving objects in various grades environment.The need for the development of methods and models of monitoring of moving objects on the land border of Ukraine by technical means of protection is the essence of the present, which needs to overcome the revealed discrepancies between the progress of the development of fiber-optic means of protection and the lack of efficiency of models of detecting the influence of the offender on the fiber optic fiber, through its reflectometry , with the provision of increased noise immunity and vitality. The above requires the development of methods and models in the field of fiber optics as the theoretical basis for the justification of effective monitoring of moving objects on the land border, in the first place, the automatic detection and recognition of the offender, taking into account the threats to the border security, and is the basis for formulating the scientific research problem. The article deals with the study of the existing methodological apparatus for monitoring moving objects on the land border with the use of fiber-optic means of protection. The essential issue is to ensure the persistence of fiber-optic means of protection and continuity of monitoring. Determination of the location of fiber damage at the present stage of the development of fiber-optic reflection is carried out with sufficient accuracy - less than 1 meter and takes several tens of minutes. However, only damaged cables may be removed from the area and only qualified personnel can weld their wires, which may take up to several days.Ensure the operation of fiber optic devices with a damaged sensitive element is possible by combining two linear distributed sensitive elements, the transformation of the quasilinear portion of the optical fiber protective device into a quasi-linear with a ring-sensitive element.Consequently, the distribution of the topology of elements of fiber-optic means of protection requires attention to the impedance and survivability of the system, ensuring detection and determination of the direction of movement of moving objects, which is projected to be solved on the basis of fiber-optic reflection methods and requires, first of all, formalization of the monitoring process of mobile objects by optical-optical means of protection. ; Военно-политические события последних лет, отсутствие концептуальных взглядов на обустройство сухопутной границы после обретения независимости Украины, существенная разница в социально-экономическом состоянии жителей приграничья Украины и сопредельных стран стали причиной появления новых угроз национальной безопасности государства в пограничной сфере на сухопутной границе, что делает актуальным реализацию в средствах мониторинга таких характеристик как живучесть, завадозахищеннисть, автоматичность функционирования, чувствительность к движущимся объектам в различных сэр овищах.Потребность в развитии методов и моделей мониторинга подвижных объектов на сухопутной границе Украины техническими средствами охраны составляет сущность настоящего, требует преодоления выявленных несоответствий между прогрессом развития волоконно-оптических средств охраны и недостаточной эффективностью моделей выявления влияния правонарушителя в волоконный световод, путем осуществления его рефлектометрии с обеспечением повышенной помехоустойчивости и живучести средств. Указанное требует разработки методов и моделей в области волоконной оптики, как теоретической основы обоснования эффективного мониторинга подвижных объектов на сухопутной границе с целью, в первую очередь, автоматического обнаружения и распознавания правонарушителя при учете угроз пограничной безопасности и является основой для формулирования научной проблемы исследования. В статье осуществляется исследование действующего методологического аппарата мониторинга подвижных объектов на сухопутной границе с применением волоконно-оптических средств охраны. ; Воєнно-політичні події останніх років, відсутність концептуальних поглядів на облаштування сухопутного кордону після набуття незалежності Україною, суттєва різниця у соціально-економічному стані мешканців прикордоння України і суміжних країн стали причиною появи нових загроз національній безпеці держави у прикордонній сфері на сухопутному кордоні, що робить актуальним реалізацію у засобах моніторингу таких характеристик як живучість, завадозахищенність, автоматичність функціонування, чутливість до рухомих об'єктів у різних середовищах. Потреба у розвитку методів і моделей моніторингу рухомих об'єктів на сухопутному кордоні України технічними засобами охорони становить сутність сьогодення, що потребує подолання виявлених невідповідностей між прогресом розвитку волоконно-оптичних засобів охорони і недостатньою ефективністю моделей виявлення впливу правопорушника на волоконний світловод, шляхом здійснення його рефлектометрії, із забезпеченням підвищеної завадостійкості і живучості засобів. Зазначене потребує розробки методів та моделей в галузі волоконної оптики, як теоретичної основи обґрунтування ефективного моніторингу рухомих об'єктів на сухопутному кордоні з метою, у першу чергу, автоматичного виявлення і розпізнавання правопорушника при врахуванні загроз прикордонній безпеці і є підґрунтям для формулювання наукової проблеми дослідження. В статті здійснюється дослідження діючого методологічного апарату моніторингу рухомих об'єктів на сухопутному кордоні із застосуванням волоконно-оптичних засобів охорони.

Purpose. In Ukraine, as in many countries of the world, transport is one of the most fundamental sectors of the national economy, important part of the industrial and social spheres. But in the conditions of industry reforming there are problems of investing in development of rail transport. So the work is devoted to the grounds of potentially available sources of investment in infrastructure of railway transport of Ukraine. The work stresses the importance of the problem of attracting foreign investment in the economy, highlights the proposals to solve this problem. Methodology. To solve the problems of this class the work presents the proposed methods of analysis, synthesis and comparison, deduction, induction, logic and abstraction. It becomes necessary to search for and study of new conceptual approaches to organization of investment processes at railway transport enterprises, appropriate management and financial decisions and schemes of railway infrastructure development. Findings. The paper shows ways to optimize investment for modernization and technical re-equipment of the transport complex of Ukraine. It proposes the ways of attracting capital of investors for development of transport infrastructure: compliance with European laws and regulations; reforming of the tax system of Ukraine; combating corruption in the country; implementation of public-private partnership tools into the mechanism of state regulation of investment processes; creating a favourable investment climate for implementation of rail transport infrastructure projects; creating a system of compensation to investors; guarantees of transport infrastructure investment protection. Originality. The work offers the sources of investment for development of railway infrastructure in Ukraine, which should include: state budget funds, use of targeted loans and leasing. The main direction of the state policy concerning infrastructure should be a gradual transition of activity in creation and operation of infrastructure facilities from a spending unit that is a burden for the state to efficient business through public-private partnerships. Practical value. Using these results will ensure the confidence of potential investors to invest in the development of transport infrastructure with income security. ; Цель. В Украине, как и во многих странах мира, транспорт является одной из наиболее фундаментальных отраслей национальной экономики, важной составной частью производственной и социальной сферы. Но в условиях реформирования отрасли существуют проблемы инвестирования в развитие предприятий железнодорожного транспорта. Поэтому работа посвящена обоснованию потенциально доступных источников инвестирования в развитие железнодорожного транспорта Украины. Отмечена важность проблемы привлечения иностранных инвестиций в экономику, освещены предложения для решения этой проблемы. Методика. Для решения задач такого класса в работе предложено использовать методы анализа, синтеза и сравнения, дедукции, индукции, логики и абстрагирования. Ведь становится необходимым поиск и исследование новых концептуальных подходов касательно организации инвестиционных процессов на предприятиях железнодорожного транспорта, соответствующих управленческих, финансовых решений и схем развития инфраструктуры железнодорожного транспорта. Результаты. В работе приведены пути оптимизации инвестиционной деятельности для модернизации и технического переоснащения транспортного комплекса Украины. Предложены пути привлечения капиталов инвесторов в развитие транспортной инфраструктуры: 1) соответствие европейским нормативно-правовым актам; 2) реформирование налоговой системы Украины; 3) преодоление коррупции в стране; 4) внедрение инструментов государственно-частного партнерства в механизме государственного регулирования инвестиционных процессов; 5) создание благоприятного инвестиционного климата для реализации инфраструктурных проектов железнодорожного транспорта; 6) создание системы возмещения убытков инвесторам; 7) предоставление гарантий защиты инвестиций в развитие транспортной инфраструктуры. Научная новизна. Предложены источники инвестирования в развитие железнодорожной инфраструктуры в Украине, которые должны включать: средства государственного бюджета, использования целевых займов, лизинг. Основным направлением государственной политики в отношении инфраструктуры должен стать постепенный переход деятельности по созданию и эксплуатации объектов инфраструктуры с расходной сферы (что является бременем для государства) – в эффективный бизнес на основе государственно-частного партнерства. Практическая значимость. Использование приведенных результатов позволит обеспечить доверие будущих инвесторов к вложению средств в развитие инфраструктуры транспорта с гарантией получения заработанных доходов. ; Мета. В Україні, як і в багатьох країнах світу, транспорт є однією з найбільш ґрунтовних галузей національної економіки, важливішою складовою частиною виробничої та соціальної сфери. Але в умовах реформування галузі існують проблеми інвестування в розвиток підприємств залізничного транспорту. Тому наукова робота присвячена обґрунтуванню потенційно доступних джерел інвестування в розвиток інфраструктури залізничного транспорту України. Зауважено на важливості проблеми залучення іноземних інвестицій в економіку, висвітлено пропозиції щодо розв'язання цієї проблеми. Методика. Для вирішення задач такого класу в роботі запропоновано застосувати методи аналізу, синтезу та порівняння, дедукції, індукції, логіки та абстрагування. Адже стають необхідними пошук і дослідження нових концептуальних підходів щодо організації інвестиційних процесів на підприємствах залізничного транспорту, відповідних управлінських, фінансових рішень та схем розвитку інфраструктури залізничного транспорту. Результати. У роботі наведено шляхи оптимізації інвестиційної діяльності для модернізації та технічного переоснащення транспортного комплексу України. Запропоновано шляхи залучення капіталів інвесторів у розвиток транспортної інфраструктури: 1) відповідність європейським нормативно-правовим актам; 2) реформування податкової системи України; 3) подолання корупції у країні; 4) впровадження інструментів державно-приватного партнерства у механізмі державного регулювання інвестиційних процесів; 5) створення сприятливого інвестиційного клімату для реалізації інфраструктурних проектів залізничного транспорту; 6) створення системи відшкодування збитків інвесторам; 7) надання гарантій захисту інвестицій у розвиток транспортної інфраструктури. Наукова новизна. Запропоновано джерела інвестування в розвиток залізничної інфраструктури в Україні, який має включати: кошти державного бюджету, використання цільових позик, лізинг. Основним напрямом державної політики щодо інфраструктури повинен стати поступовий перехід діяльності зі створення й експлуатації об'єктів інфраструктури з витратної сфери (що є тягарем для держави) – в ефективний бізнес на основі державно-приватного партнерства. Практична значимість. Використання наведених результатів дозволить забезпечити довіру майбутніх інвесторів до вкладення коштів у розвиток інфраструктури транспорту з гарантією одержання зароблених прибутків.

Unlike other sciences, economic science is closely related to social, political processes, with the market economic development not only in individual countries but also in the world. Globalization and social change have influenced not only economic understanding, but also the concept of economic theory. However, not all issues have been disclosed. The concept of economic security in the world emerged in relatively recent twentieth century. Economic security concept was introduced by the US President T. Roosevelt in 1934, by creating a federal committee for economic security. Since then, the term economic security and economic security issues have been under consideration at the various levels of government. Moreover, in order to investigate the manifestations of the economic security in Lithuania, it is necessary to analyze the legislation that reveals the legal provisions relating to economic security concept. Every country's ability to self-develop is the ability to independently implement and defend national interests and creating a favorable environment for investment and innovation, to develop intellectual potential. The economy, which constantly evolving, able to withstand internal and external threats. Economic processes, which are reliability and efficiency, allow processes to mitigate the destabilizing effects. The aim of research is to disclosure the manifestations of the economic security in the Lithuanian law system and impact to the country's competitiveness. The object of the research is the country's economic security. The research methods applied: document analysis method- applied to obtain information using qualitative analysis investigating concepts, programs, strategic documents, current legislation, scientific publications, ruling of the Constitutional Court of the Republic of Lithuania. Statistical data analysis methodapplied to disclosure economic security importance in shaping the country's competitiveness. The logical analytic method- used to analyze the information collected on the basis of the formation of the intermediate and final conclusions. According to the study obtained data, formulated the following conclusions, that economic security, as a phenomenon is examined in both the legal and economic science. Based on analysis of law regulation, it's no uniform and clear definition of economy security. On the contrary, the legislature divulges various conceptions, which meaning is closely related to economy security. It may influence logical contradictions of legal provisions, ambiguities, and flawed law regulation. Each country's well-being first correlated with income, which is distributed per capita, another important factor - the employment / unemployment prospects. Expanded further evaluation includes the social, environmental and other non-economic objectives - security, stability, and life expectancy. The economic policy has a significant indirect impact on economic security. ; Kiekvienos šalies gebėjimas savarankiškai vystytis ir pažanga reiškia gebėjimą savarankiškai įgyvendinti ir ginti nacionalinius interesus ir sukurti palankią aplinką investicijoms ir inovacijoms, plėtoti intelektualinį potencialą. Tyrimo metodai: dokumentų analizės naudotas iš gryninti ekonominio saugumo sampratą bei apraiškas Lietuvoje, analizuojant mokslinę literatūrą, teisės aktus, Lietuvos Respublikos Konstitucinio teismo sprendimus, programinius dokumentus; statistinių duomenų analizė leido atskleisti ekonominio saugumo svarbą formuojant šalies konkurencingumą; loginis- analitinis naudotas remiantis surinkta informacija suformuluoti tarpines ir galutines išvadas. Ekonominio saugumo objektais gali būti valstybė, visuomenė, piliečiai, įmonės , įstaigos ir organizacijos, teritorijos, atskiri objektai. Pagrindinis ekonominio saugumo subjektas yra valstybė, kuri vykdo savo funkcijas ekonominio saugumo srityje įstatymų leidžiamosios, vykdomosios ir teisminės valdžios pagalba . Ekonominio saugumo sistemoje pagrindinį vaidmenį atlieka nacionaliniai ekonominiai interesai, jų prioritetai. Norint nustatyti nacionalinius ekonominius interesus, būtina atlikti dabartinės ekonominės situacijos analizę, identifikuoti plėtros tendencijas, taip pat atlikti visą eilę kitų veiksmų. Ypač svarbu sukurti ekonominius rodiklius, kurie atspindėtų valstybės socialinę-ekonominę plėtrą. Ekonominis saugumas yra vertinamas pagal tam tikrus kriterijus - veiklos rodiklius . Svarbiausi yra BVP struktūra, pramonės vystymosi tempai, investicijų augimo dydis; gamtiniai išteklia i, šalies gamybinis ir mokslinis-techninis potencialas; efektyvus išteklių naudojimas; ekonomikos konkurencingumas vidaus ir užsienio rinkose; infliacija; nedarbo lygis; gyvenimo kokybė, pajamų nelygybė, materialinių gėrybių ir viešųjų paslaugų prieinamumo laipsnis; biudžeto deficitas ir valstybės skola; energetinė priklausomybė; integraciją į pasaulio ekonomiką. Tačiau ekonominiam saugumui svarbu yra ne rodikliai, o jų ribinės vertės , kurių viršijimas kelia grėsmę ekonominiam saugumui. Atlikta mokslininkų diskusijų analizė dėl ekonominio saugumo objekto šiame straipsnyje parodė, kad tikslinga ekonominį saugumą nagrinėti valstybės lygyje, t.y. analizės objektu laikoma valstybė. Taipogi akcentuotina, kad siekiant įvairiapusiškai atskleisti ekonominio saugumo fenomeną, būtinos tarpdisciplininiai mokslo tyrimai, ypač teisės ir ekonomikos mokslo atstovų. Įstatymų leidėjas tiesiogiai neįtvirtina ekonominio saugumo sąvokos teisės aktuose. Teisės aktuose yra naudojama įvairios sąvokų variacijos, kurios savo turiniu yra artimos ekonominio saugumo konceptui: "ekonominiai ryšiai", "ekonominis pažeidžiamumas", "ekonominis gyvenimas", "ekonominė raida", "ekonominis nestabilumas", "finansų krizė", "šešėlinė ekonomika", "nepakankamas gynybos finansavimas", "ekonominiai ryšiai" ir t.t. Nebuvimas aiškios ekonominio saugumo sąvokos definicijos, gali įtakoti teisinio pobūdžio loginius prieštaravimus, dviprasmybes, sąlygoti teisines spragas. Sistemiškai analizuojant Lietuvos teisės aktus, ekonominio saugumo apraiškas galima identifikuoti Lietuvos Respublikos Konstitucijoje, Lietuvos nacionalinio saugumo strategijoje bei LR nacionalinio saugumo pagrindų įstatyme.

These represent challenges and opportunities for the profession to sustain and develop itself to secure the best possible future for the millions of people worldwide who will face life with mental illness. Part 1: The patient and treatment Who will psychiatrists help? The patient population of the future will reflect general demographic shifts towards older, more urban, and migrant populations. While technical advances such as the development of biomarkers will potentially alter diagnosis and treatment, and digital technology will facilitate assessment of remote populations, the human elements of practice such as cultural sensitivity and the ability to form a strong therapeutic alliance with the patient will remain central. Part 2: Psychiatry and health-care systems Delivering mental health services to those who need them will require reform of the traditional structure of services. Few existing models have evidence of clinical effectiveness and acceptability to service users. Services of the future should consider stepped care, increased use of multidisciplinary teamwork, more of a public health approach, and the integration of mental and physical health care. These services will need to fit into the cultural and economic framework of a diverse range of settings in high-income, low-income, and middle-income countries. Part 3: Psychiatry and society Increased emphasis on social interventions and engagement with societal expectations might be an important area for psychiatry's development. This could encompass advocacy for the rights of individuals living with mental illnesses, political involvement concerning the social risk factors for mental illness, and, on a smaller scale, work with families and local social networks and communities. Psychiatrists should therefore possess communication skills and knowledge of the social sciences as well as the basic biological sciences. Part 4: The future of mental health law Mental health law worldwide tends to be based on concerns about risk rather than the protection of the rights of individuals experiencing mental illness. The United Nations Convention on the Rights of Persons with Disabilities, which states that compulsion based in whole or in part on mental disability is discriminatory, is a landmark document that should inform the future formulation and reform of mental health laws. An evidence-based approach needs to be taken: mental health legislation should mandate mental health training for all health professionals; ensure access to good-quality care; and cover wider societal issues, particularly access to housing, resources, and employment. All governments should include a mental health impact assessment when drafting relevant legislation. Part 5: Digital psychiatry—enhancing the future of mental health Digital technology might offer psychiatry the potential for radical change in terms of service delivery and the development of new treatments. However, it also carries the risk of commercialised, unproven treatments entering the medical marketplace with detrimental effect. Novel research methods, transparency standards, clinical evidence, and care delivery models must be created in collaboration with a wide range of stakeholders. Psychiatrists need to remain up to date and educated in the evolving digital world. Part 6: Training the psychiatrist of the future Rapid scientific advance and evolving models of health-care delivery have broad implications for future psychiatry training. The psychiatrist of the future must not only be armed with the latest medical knowledge and clinical skills but also be prepared to adapt to a changing landscape. Training programmes in an age in which knowledge of facts is less important than how new knowledge is accessed and deployed must refocus from the simple delivery of information towards acquisition of skills in lifelong learning and quality improvement. Conclusion Psychiatry faces major challenges. The therapeutic relationship remains paramount, and psychiatrists will need to acquire the necessary communication skills and cultural awareness to work optimally as patient demographics change. Psychiatrists must work with key stakeholders, including policy makers and patients, to help to plan and deliver the best services possible. The contract between psychiatry and society needs to be reviewed and renegotiated on a regular basis. Mental health law should be reformed on the basis of evidence and the rights of the individual. Psychiatry should embrace the possibilities offered by digital technology, and take an active role in ensuring research and care delivery in this area is ethically sound and evidence based. Psychiatry training must reflect these multiple pressures and demands by focusing on lifelong learning rather than simply knowledge delivery. In the French language, the word ' parcours ' (which in part means a pathway) stands for an object or a practice which allows one to go from one place to another. Crossing of space and time generates a ' parcours' such as a walk in the park, a professional endeavour or a military obstacle course, etc. Thus, engages the body and forges a spatio-temporal approach. The act of ' parcours ' has an even more extensive meaning, since it is not only the space that can be explored through it, but also texts and images. ' To parcours ' is to build a relationship with the world through movement, meaning : walking, running, ambling, watching, reading, browsing, exploring. expressing! Nowadays, at the intersection of text, image and geographical space, mobile digital tools offer us a ' parcours ' of both communication and movement: a ' commobile parcours '. More specifically, geolocation allows us to identify and navigate known and unknown territories, adds content to places and assigns meaning to the cross-reading between different media (the city, the map, the screen). In this doctoral work we wanted to explore the particularities of the digital mobility experience through observation of the practices by a visual and interdisciplinary approach. The Parkour method, a methodological adaptation specific to the 'mobile fields' is developed here to support the existing visual, participatory and sensory methods. In order to grasp what is at stake in the relationship between man and his smartphone, field work has been carried out in Curitiba (Brazil), the pioneer city of urban mobility. We have observed and filmed postures related to the uses of these objects, attesting to their affective qualities and showing their transformation into gestures, habits, stories, emotions and their significance. In order to further examine the impact of the mobile tool on our way of being together, we also studied a geolocalized application - the alternate reality game Ingress . By immersing in the community of gamers, we have explored the sense of meaning that they have attributed to their practices. A 31-day research and art performance in 16 European countries allowed us to apply our hypotheses on the importance of the ' parcours ' in its communicational dimension. It appears that as a tool for navigation and expression, the geolocation technique contributes to the foundation of an architecture of movements whose study remains to be deepened. Between the landscape of the territories and that of the screens, the digital practice creates an interstice at the heart of which the 'commobile' thought is woven. ; Dans la langue française, le mot ' parcours ' signifie chemin, trajet permettant d'aller d'un lieu à un autre. Ainsi, la traversée de l'espace et du temps génère un ' parcours ' (touristique, professionnel, du combattant, etc.) qui engage le corps et qui l'inscrit dans une démarche spatio-temporelle. L'acte de 'parcourir' est plus vaste encore, puisque ce n'est pas seulement l'espace géographique que nous parcourons, mais aussi les textes et les images. Parcourir, c'est construire un rapport au monde à travers le mouvement, c'est marcher, courir, arpenter, regarder, lire, survoler, explorer, c'est exprimer ! De nos jours, à l'intersection entre le texte, l'image et l'espace géographique, les outils numériques mobiles nous proposent un ' parcours ' à la fois de communication et de déplacement : un ' parcours commobile' . La géolocalisation permet notamment de se repérer et de naviguer dans les territoires connus et inconnus, elle ajoute du contenu aux lieux et elle attribue un sens à la lecture croisée entre les différents supports (la ville, la carte, l'écran). Ce sont les particularités de cette expérience de la mobilité numérique que nous avons souhaité explorer dans ce travail doctoral en faisant l'observation des pratiques par une approche visuelle et interdisciplinaire. Une adaptation méthodologique propre aux 'terrains mobiles' est développée ici pour étayer les méthodes visuelles, participatives, et sensorielles : la méthode de Parkour . Afin d'appréhender ce qui se joue dans la relation entre l'homme et son téléphone mobile, un travail de terrain a été mené à Curitiba (Brésil), ville pionnière de la mobilité urbaine. Nous y avons observé et filmé les postures liées aux usages de cet objet, attestant de leur statut affectif et démontrant leur conversion en gestes, habitudes, histoires, émotions et significations. En vue d'approfondir notre réflexion et d'examiner l'impact de l'outil mobile sur notre manière d'être ensemble, nous avons également étudié une application géolocalisée – le jeu de réalité alternée Ingress . Par une longue immersion au sein de la communauté des joueurs, nous avons interrogé le sens qu'ils attribuent à leur pratique. Une performance de recherche et d'art de 31 jours dans 16 pays européens a permis de mettre à l'épreuve nos hypothèses sur l'importance du ' parcours ' dans sa dimension communicationnelle. Il en ressort qu'en tant qu'outil de navigation, puis d'expression, la technique de la géolocalisation participe à la fondation d'une architecture des déplacements dont l'étude restera à approfondir. Entre le relief des territoires et celui des écrans, la pratique numérique en situation de mobilité creuse un interstice au cœur duquel se tisse la pensée 'commobile'.

The article is devoted to the problem of creation and development of the energy statistics of the Russian Empire of the initial stage of electrification and the formation of the energy economy, which is related to: 1) the economic upsurge of the 1890s; 2) the new economic recovery of 1907–1913 and 3) the militarization of industry in 1914–1916. The real technical and economic indicators and complex statistical data of the pre-revolutionary electric power industry were either hushed up or deliberately distorted during the Soviet era. Even in the encyclopaedic literature it was considered that pre-revolutionaryRussia"was on one of the last places in the world" for the production of electricity. The author analyzes statistical surveys (censuses) of the manufacturing industry for 1900 and 1908 (the "varzar censuses"), which gave the first material on the state of its energy sector, namely: the composition, quantity and power of primary engines and electric motors. For the first time in historiography, the data of the "energy censuses" of the Ministry of Finance for 1905 and 1913 on the number and capacity of central public power stations and private power stations (block stations) of industrial enterprises, organizations and institutions are cited. The data of the census were conducted with the participation of the apparatus of factory and factory inspections in 1906 and in1916 inall provinces of the Russian Empire, with the exception of six provinces of the frontline zone. A lot of work was done to record electricity production / consumption, which was conducted by the Russian electrotechnical community. According to incomplete data published in 1917 by the Secretariat of the Standing Committee of the VII All-Russia Electrotechnical Congress, from 1905 to 1913 (that is, for 8 years) the total number of power stations in the Russian Empire increased by 1.7 times, and the amount of electricity produced by them Has grown in 3,8 times. The last objective study of the state of the pre-revolutionary electric power industry in 1920 was carried out by the developers of the GOELRO plan from the 6th (Petrograd) group (engineers T.F. Makariev, A.I. Firsov, Y.A. Samoilovich and professor N.N. Georgievsky). With the help of expert assessments, they established that in 1916 all public power stations and block stations of the census industry produced approximately 4,730 million kWh of electric power-twice as much as in 1913. Based on the revealed range of historical statistical sources, it is proved that in 1913–1916, The Russian Empire in terms of electricity production was one of the top five industrialized countries. The dynamic development of the electric power industry in the Russian Empire was interrupted by the succession of social and political cataclysms that shook the very foundations of Russian statehood. This period, which lasted until the end of 1921, was characterized by a complete degradation of the electric power industry. The fuel hunger, separation from the RSFSR of Baku and the Donbass, paralyzed the work of many power plants, both factory and general use. ; Статья посвящена проблеме создания и развития энергетической статистики Российской Империи начального этапа электрификации и становления энергетического хозяйства, связанного: 1) с хозяйственным подъемом 1890-х годов, 2) с новым экономическим подъемом 1907–1913 гг. и 3) милитаризацией промышленности 1914–1916 гг. Реальные технико-экономические показатели и комплексные статистические данные дореволюционной электроэнергетики в советское время либо замалчивались, либо сознательно искажались. Даже в энциклопедической литературе было принято считать, что по производству электроэнергии дореволюционная Россия «находилась на одном из последних мест в мире». Автором анализируются статистические обследования (переписи) обрабатывающей промышленности за 1900 г. и 1908 г. («варзаровские переписи»), давшие первый материал о состоянии ее энергетического хозяйства, а именно: о составе, количестве и мощности первичных двигателей и электромоторов. Впервые в историографии приводятся данные «энергетических переписей» Министерства финансов за 1905 г. и 1913 г. о количестве и мощности центральных электростанций общего пользования и частных электростанций (блок-станций) промышленных предприятий, организаций и учреждений. Данные переписи проводились с участием аппарата фабрично-заводских инспекций в 1906 г. и в 1916 г. по всем губерниям Российской Империи, за исключением 6 губерний прифронтовой полосы. Отмечена большая работа по учету производства/потребления электроэнергии, которую провела российская электротехническая общественность. По неполным данным, опубликованным в 1917 г. Секретариатом Постоянного Комитета VII Всероссийского электротехнического съезда, с 1905 г. по 1913 г. (то есть за 8 лет) общее количество электростанций в Российской Империи увеличилось в 1,7 раза, а количество произведенной ими электроэнергии выросло в 3,8 раза. Последнее объективное исследование состояния дореволюционной электроэнергетики в 1920 г. провели разработчики плана ГОЭЛРО из 6-й (петроградской) группы (инженеры Т.Ф. Макарьев, А.И. Фирсов, Я.А. Самойлович и профессор Н.Н. Георгиевский). Методом экспертных оценок они установили, что за 1916 г. всеми электростанциями общего пользования и блок-станциями цензовой промышленности было выработано примерно 4730 млн. кВт*час электроэнергии – в 2 раза больше, чем в 1913 г. На основании выявленного круга исторических статистических источников доказывается, что в 1913–1916 гг. Российская Империя по показателю производства электроэнергии входила в первую пятерку индустриально развитых стран. Динамичное развитие электроэнергетики в Российской Империи было прервано последовательностью социально-политических катаклизмов, потрясших сами устои российской государственности. Этот период, продолжавшийся примерно до конца 1921 года, характеризовался полной деградацией электроэнергетической отрасли. Топливный голод, отрыв от РСФСР Баку и Донбасса парализовали работу многих электростанций, как фабричнозаводских, так и общего пользования.

Magistritöö Ökonoomika ja ettevõtluse õppekaval ; Toidukao ja jäätmete tekkimine on globaalse mõõtmega probleem. Seda eelkõige maailma rahvastiku kasvu või ülemaailmset kasvavat toidunõudlust arvestades, sest maailmas on palju neid, kes kannatavad igapäevaselt alatoituvust või nälga (iga üheksas ehk kokku umbes 800 miljonit inimest). Euroopa Liidus visatakse kogu toidutootmise ahela lõikes igal aastal ära ligi 88 miljonit tonni toitu ja toidujäätmeid, seejuures esmatootmistasandil erinevates tootmisharudes on toidukadu ligikaudu üheksa miljonit tonni. Eestis on uuritud toidukao ja jäätmete teket tarbimise tasandil, aga sarnast uuringut kalanduses esmatootmise tasandil ei ole tehtud. Seega on sarnaselt põhjamaades tehtud uuringule vajalik uurida ka Eestis, milliste tegevustega kaasneb peamine kadude ja jäätmete teke ning töötada välja metoodika (lähtuvalt kalandussektori iseärasustest), mis võimaldaks kadude ja jäätmete ulatuse määramist. Magistritöö eesmärk on välja selgitada peamised toidukao ja jäätmete tekkepõhjused Eestis kalanduse esmatootmise tasandil. Lisaks tuuakse töös välja uuringus osalenud kutseliste kalurite ning kalakasvatajate hinnangutel põhinev toidukao ja jäätmete ulatus erinevates kalanduse esmatootmise faasides. Magistritöös kasutatakse kvalitatiivset uurimismeetodit – peronaalküsitlused ning ankeetküsitlus esmatootjatele. Valitud tootjatega läbi viidud personaalküsitluste eesmärgiks oli koguda tootjatelt lisainformatsiooni, mis võeti lisaks töös välja toodud teooriale aluseks ankeetküsitluste koostatamisel kutselistele kaluritele ja kalandusettevõtetele. Andmete kogumiseks kasutati kahte eraldiseisvat ankeetküsitlust – üks kalakasvatajatele ning teine kutselistele kaluritele. Peamised töös saavutatud tulemused iseloomustavad toidukao ja jäätmete tekkepõhjuseid, aga välja on toodud ka toidukao ja jäätmete hinnanguline ulatus ankeedile vastanute põhjal Eestis kalanduse esmatootmise tasandil. Kalakasvatuste näitel oleneb toidukao ja jäätmete hulk kasvatatavast liigist ja kala vanusest, aga üldine tendents on, et kõige suuremad kaod (hinnanguliselt 30-40%) on kalakasvatamise protsessi algusfaasis, kus toimub marja inkubeerimine ning maimude ja noorkalade kasvatamine. Üle 80% ankeetküsitlusele vastanud kalakasvatajatest leidis, et väljapüügijärgselt kadusid ei teki. Kutselisel kalapüügil kujunes ankeedile vastanud kalurite hinnangul keskmiseks vältimatuks toidukaoks 2,31%. Töö esimeses peatükis defineeriti ja integreeriti töösse olulised mõisted (esmatootmistasand, toidukadu, toidujäätmed jne), mille käigus toimus sisuliselt eraldi analüüs, kus kohandati vastav metoodika toidukao ja jäätmete mõõtmiseks Eestis kalanduslikul esmatootmistasandil. Seega saab käesolevas magistritöös saavutatud tulemusi (kadude ja jäätmete olemus ning põhilised tekkepõhjused kutselisel kalapüügil ja kalakasvatuses) edukalt rakendada toidukao ja jäätmete täpse ulatuse määramiseks. Veelgi enam, autori hinnangul on käesolev magistritöö väärtuslikuks sisendiks Maaeluministeeriumi poolt tellitud ning Eesti Maaülikooli majandus- ja sotsiaalinstituudi poolt teostatavale pikaajalisele (aastatel 2016-2021) uuringule "Toidujäätmete ja toidukadude teke Eesti põllumajanduses ja kalanduses". ; Food loss and waste is globaly recognizable problem because of world's population growth and also more and more growing global food demand (there are many people in the world who are suffering from hunger – almost 800 million). In European Union each year nearly 88 million tons of food and food waste is being thrown away in the food supply chain, therefore at the same time it is approximately nine million tonnes of food loss in primary production level (in total of all the different primary production industries). In Estonia it has been studied causes of food loss and waste at consumer level, but no similar research have had made for fisheries in primary production. So it is necessary to examine main activities that causes food loss and waste (as it was made in Nordic countries) to develope a methodology that can be used to measure food loss and waste in fisheries primary production in Estonia. The purpose of Master's thesis is to identify main causes of food loss and waste in fisheries primary production level in Estonia. By commercial fishermen and fish farmers, estimated extent of food loss and waste that appears in different stages of fisheries primary production in Estonia is also highlighted in this research. In this Master's thesis it has been used qualitative research method which means personal questionaires for some primary producers and overall questionary composed for all primary producers. The main idea of personal questionaires was to collect valuable information from producers that allowed to compose more efficient and accurate questionary for primary producers. Data was collected by using two different questionaires, one for commercial fishermen and another for fish farmers. The main results describe different causes of food loss and waste, also estimated food loss and waste extent in Estonia is outlined, presented by responses from questionaires. Food loss and waste amount in fish farms depends on type of fish being farmed and age of fishes, but common trend is that losses are higher (estimated 30-40%) at the begginning of farming process (breeding, hatching and growing young fishes). Over 80% respondents found that no post-harvest losses occur. Commercial fishermen answered that average unavoidable food loss is only 2,31%. The first chapter of this study was like distinct analyse by integrating many important definitions (e.g. primary production stage, food loss, food waste etc) to this study and with that, the methodology was adjusted to measure food loss and waste in fisheries primary production in Estonia. As a result of this Master's thesis (description and causes of food loss and waste) can be used to determine and measure food losses and waste in fishing and fish farming. Moreover, in Estonia this Master's thesis has a valued input for long-term research "Causes of food waste and loss in agriculture and fisheries primary production" that was ordered by Ministry of Rural Affairs and is researched by the Institute of Economics and Social Sciences of Estonian University of Life Sciences.
