Political exile is a major constitutive feature of Latin American politics. It has contributed to the establishment of the rules of the political game on a transnational basis, both before and after the consolidation of the states. It is linked to the tension between the hierarchical structure of these societies and the political models that predicated participation, the process of fragmentation and conflictive territorial boundaries, the evolution of factions into modern politics, spurring civil wars, political violence, and polarization. This article analyzes exile as a selective mechanism, its transformation into a mass phenomenon, and the creation fo communities of Latin American exiles and expatriates, influential in the framework of transnational politics. This paper examines trends in government spending in Latin America from the mid-1990s to 2006. It also examines key policy issues, including the cyclicality of spending, public investment, public employment, and social expenditures. It finds that primary expenditures have trended upward for the past ten years as a share of GDP, driven by increases in current spending, in particular for social expenditures. This paper documents developments in mortgage credit and the housing sector in Latin America over the past decade, and compares them with those of other emerging economies. In particular, it examines the real estate and mortgage markets to assess whether (i) growth in mortgage credit is excessive compared to long-term trends; (ii) trends in house prices reflect changes in economic fundamentals; and (iii) the extent to which household and banking sector vulnerabilities could lead to potential fragilities.
