Professional civil service recruitment is a core component of governance for development, as it is necessary for ensuring the capacity of civil servants, service delivery, fiscal sustainability, and proper salary management. Through an ambitious mixed method approach, this study seeks to provide a political economy analysis of civil service recruitment in Comoros—a fragile and decentralized state with a relatively large portion of spending on government salaries. More specifically, it aims to explain the recent dramatic increases in the number of civil servants in Comoros. The paper presents three main findings from the analysis. First, in 2010, elections at the national and local levels were associated with the largest recruitment in the past decade, due in part to the interplay of informal institutions such as political clientelism with the current public financial management system. Second, the institutions involved in recruitment are not permanent; they are evolving with the balance of power between the national and island governments. Third, civil service recruitment respects qualification standards.

This paper addresses an old and recurring theme in development economics: the slow adoption of new technologies by farmers in many developing countries. The paper explores a somewhat novel link to explain this puzzle -- the link between market access and the incentives to adopt a new technology when there are non-convexities. The paper develops a theoretical model to guide the empirical analysis, which uses spatially disaggregated agricultural production data from Spatial Production Allocation Model and Living Standards Measurement Study survey data for Nigeria. The model is used to estimate the impact of transport costs on crop production, the adoption of modern technologies, and the differential impact on returns of modern versus traditional farmers. To overcome the limitation of data availability on travel costs for much of Africa, road survey data are combined with geographic information road network data to generate the most thorough and accurate road network available. With these data and the Highway Development Management Model, minimum travel costs from each location to the market are computed. Consistent with the theory, analysis finds that transportation costs are critical in determining technology choices, with a greater responsiveness among farmers who adopt modern technologies, and at times a perverse (negative) response to lower transport costs among those who employ more traditional techniques. In sum, the paper presents compelling evidence that the constraints to the adoption of modern technologies and access to markets are interconnected, and so should be targeted jointly.

The welfare impact of a disaster does not depend only on the physical characteristics of the event or its direct impacts in terms of lost lives and assets. Depending on the ability of the economy to cope, recover, and reconstruct, the reconstruction will be more or less difficult, and the welfare effects smaller or larger. This ability, which can be referred to as the macroeconomic resilience of the economy to natural disasters, is an important parameter to estimate the overall vulnerability of a population. Here, resilience is decomposed into two components: instantaneous resilience, which is the ability to limit the magnitude of the immediate loss of income for a given amount of capital losses, and dynamic resilience, which is the ability to reconstruct and recover quickly. The paper proposes a rule of thumb to estimate macroeconomic resilience, based on the interest rate (a higher interest rate decreases resilience and increases welfare losses), the reconstruction duration (a longer reconstruction duration increases welfare losses), and a "ripple-effect" factor that increases or decreases immediate losses (negative if enough idle resources are available to cope; positive if cross-sector and supply-chain issues impair the production of non-affected capital). An optimal risk management strategy is very likely to include measures to reduce direct impacts (disaster risk reduction actions) and measures to reduce indirect impacts (resilience building actions).

Agglomeration economies are among the most important factors in increasing firm productivity. However, there is little evidence supportive of this in Africa. Using the firm registry database in Tanzania, this paper examines a new application of the logit approach with two empirical issues taken into account: spatial autocorrelation and endogeneity of infrastructure placement. The paper finds significant agglomeration economies. It is also found that firms are more likely to be located where local connectivity and access to markets are good. The paper finds that dealing with infrastructure endogeneity and spatial autocorrelation in the empirical model is important. According to the exogeneity test, infrastructure variables are likely endogenous. The spatial autoregressive term is significant. As expected, therefore, there are positive externalities of firm location choice around the neighboring areas.

This Country Partnership Framework (CPF) is designed to support the forthcoming Chad Five-Year Development Plan (2016-2020). It succeeds the Interim Strategy agreed with the Government of Chad in March 2010. The Interim Strategy Note (ISN) set out the World Bank Group's (WBG's) support to Chad for the period 2010-2012. The strategy was composed of three main pillars: strengthening governance; improving livelihoods and access to key social services; and improving regional integration and connectivity. The WBG has continued to operate on the basis of the ISN since 2012, as the conditions were put in place for a return to a full partnership framework, in particular the full resumption of an IMF program and of the dialogue towards the HIPC Completion Point. In May 2013 the Government of Chad published its National Development Plan (NDP) for the period 2013-2015, which is considered the third Poverty Reduction Plan for Chad. This included a strong results framework, with 24 strategic indicators and 65 intermediary indicators, including all HIPC completion point triggers. It was the subject of a Joint Staff Advisory Note (JSAN) in June 2013 in which the WBG and IMF broadly endorsed the thrust of the plan. A JSAN issued in March 2015 on the 2013 Monitoring Report of the NDP determined that the NDP was satisfactorily implemented overall in 2013, representing a significant departure from the non-implementation of the first two poverty reduction strategies of 2003-2006 and 2008-2011.

Sullivan, the first woman from Missouri to serve in the United States House of Representatives, was born Leonor Alice Kretzer, August 21, 1902, in St. Louis. She attended public and private schools in St. Louis, including Washington University. Prior to her marriage, Mrs. Sullivan pursued a business career and eventually became the director of the St. Louis Comptometer School. She married Missouri Congressman John B. Sullivan on December 27, 1941, and served as his administrative assistant and campaign manager until his death in January, 1951. Following her husband's death, Mrs. Sullivan unsuccessfully attempted to win the local Democratic party's nomination to succeed Congressman Sullivan in the special election. The seat was lost to a Republican candidate. In 1952, Leonor K. Sullivan running on her own, without party support, defeated six opponents in the primary election to become the Democratic nominee for the Third Congressional District. In the general election, she defeated her Republican opponent and recaptured the seat once held by her husband. Mrs. Sullivan represented the Third Congressional District until her retirement in 1976. While in Congress, Leonor K. Sullivan was known as a champion of consumer issues and she had a key role in enacting legislation to improve the quality of food. The Poultry Inspection Law and the Food Additives Act are just two of her important triumphs. As chairman of the Subcommittee on Consumer Affairs of the House Committee on Banking and Currency, Mrs. Sullivan was responsible for the Consumer Credit Protection Act of 1968, which included the Truth in Lending Act, and the Fair Credit Reporting Act of 1970. Mrs. Sullivan also authored the original food stamp plan to distribute government surplus food to the needy and she worked to solve the housing problems in our cities. At the time of her retirement, she was the senior member of the House Committee on Banking, Currency, and Housing. She was a member of the National Commission on Food Marketing, 1964-66; the National Commission on Mortgage Interest Rates, 1969; the National Commission on Consumer Finance, 1969-72; and she helped found the Consumer Federation of America in 1966. Mrs. Sullivan served as chairman of the House Committee on Merchant Marine and Fisheries. Her support of the American Merchant Marine earned her the American Maritime Industry's Admiral of the Ocean Seas Award (AOTOS) in 1973. The men and women who served in the Coast Guard and the Merchant Marine continuously honored Mrs. Sullivan for her support, understanding, and dedication. Always active in waterways projects, she fought to allow the 51 year old DELTA QUEEN to continue as an overnight excursion vessel. Mrs. Sullivan's work as chairman of the Subcommittee on Panama was especially important as she became involved with the political, economic, and social challenges of the Canal Zone and the people who lived and worked there. Leonor K. Sullivan worked hard for St. Louis. She sponsored legislation to fund the development of the Jefferson National Expansion Memorial on the St. Louis Riverfront, to keep St. Louis a well managed port city on the Mississippi trade route, and to preserve the buildings so important to the history and heritage of St. Louis. Wharf Street has been renamed Leonor K. Sullivan Boulevard to honor her support of the Gateway Arch project and the Jefferson National Expansion Memorial. Following her retirement, Mrs. Sullivan returned to her river bluff home which overlooked the Mississippi River. She remained active in civic affairs, serving on numerous boards and committees. She became a director of Southwest Bank, chairman of the Consumer Advisory Council to the Board of Governors of the Federal Reserve System, a member of the Board of Directors of Downtown St. Louis, Inc., a member of the Lay Advisory Board of Mount St. Rose Hospital and Rehabilitation Center, and she sponsored a consumer award program through the Better Business Bureau. Mrs. Sullivan was always in demand as a featured speaker at business, educational, and social functions. In 1980, Mrs. Sullivan married Russell L. Archibald, a retired vice president of the American Furnace Company. Mr. Archibald died March 19, 1987. Leonor K. Sullivan died, in St. Louis, on September 1, 1988. SULLIVAN COLLECTION Before her retirement, Leonor K. Sullivan made arrangements to donate her congress ional papers, correspondence, and memorabilia to St. Louis University Law Library. Mrs. Sullivan chose St. Louis University Law Library because her husband, Congressman John B. Sullivan (1897 -1951 ), was a graduate of the law school, having received his LL. B. degree in 1922, and his LL. M. degree in 1923. In 1965, Mrs. Sullivan founded a scholarship at St. Louis University for young women interested in studying political science. The collection covers Mrs. Sullivan's 24 years in the U.S. House of Representatives and is arranged according to her own subject headings. In this way, the materials provide insight into the way her office files and correspondence were organized. Mrs. Sullivan was known as one of the hardest working members of Congress and the wealth of materials in her collection attests to this. She had a tremendous concern for the average American family and much of her work dealt with their needs. Mrs. Sullivan often said the · best legislative ideas came from constituents, so she read every letter ever sent to her. Not only did she learn how the voters felt about current issues, but where there were problems which needed to be current issues. Papers from Leonor K. Sullivan's years as a member of the House Merchant Marine Committee and the Banking and Currency Committee provide background information for much of the legislation proposed during the period. Mrs. Sullivan was known as a consumer advocate long before such a position was popular and her efforts to improve the quality of food, drugs, and cosmetics are well documented. Materials are also available on Mrs. Sullivan's struggle for credit protection for the consumer, truth-in-lending, and fair credit reporting. Mrs. Sullivan was a strong supporter of the American Merchant Marine, the U.S. supervision of the Panama Canal, and the development of America's inland waterways. Her collection includes in-depth information on all these areas. Local St. Louis concerns are well represented in Leonor K. Sullivan's papers. She spent untold hours on the development of the Gateway Arch, the Jefferson National Expansion Memorial, and the port of St. Louis. She worked hard to maintain and increase the river traffic which is so important to St. Louis. After her retirement, Mrs. Sullivan continued to receive letters from former constituents and friends. She was active in civic affairs and her opinion on current issues was frequently solicited. China's remarkable economic performance over the last 30 years resulted from reforms that met the specific conditions of China at any point in time. Starting with a heavily distorted and extremely poor economy, China gradually reformed by improving incentives in agriculture, phasing out the planned economy and allowing non-state enterprise entry, opening up to the outside world, reforming state enterprises and the financial sector, and ultimately by starting to establish the modern tools of macroeconomic management. The way China went about its reforms was marked by gradualism, experimentation, and decentralization, which allowed the most appropriate institutions to emerge that delivered high growth that by and large benefited all. Strong incentives for local governments to deliver growth, competition among jurisdictions, and strong control of corruption limited rent seeking in the semi reformed system, whereas investment in human capital and the organizations that were to design reforms continued to provide impetus for the reform process. Learning from other countries' experience was important, but more important was China's adaptation of that experience to its own particular circumstances and needs.

The authorities' determined implementation of stabilization measures over the past year has helped to avert a macroeconomic crisis. If the deterioration of the macroeconomic environment in 2010-11 was rapid, the improvement in the situation in the past twelve months has been equally swift. Regaining macroeconomic stability has been costly, but not stabilizing the economy would have led to even bigger losses. Real gross domestic product (GDP) growth has decelerated from 6.8 percent in 2010 to 5.9 percent in 2011, and further to 4 percent in the first quarter of 2012 as higher prices has lowered domestic demand, affecting sectors such as construction, manufacturing and utilities. Industrial production has slowed, inventory for key industrial products has accumulated, and a number of small and medium enterprises have either closed, been liquidated or temporarily suspended their operations. While the stabilization efforts may have contributed to a cyclical slowdown, Vietnam's trend growth rate has been on a downward path for the last 5-6 years, largely on account of the slow pace of structural reforms. Inefficiencies in state-owned enterprises, banks and public investments have been a drag on the country's long-term growth potential. With gains from macroeconomic stabilization still recent and fragile, especially in an external environment that is fraught with uncertainty, the government needs to be careful not to shift to an expansionary stance prematurely.

The Nile Story is one of immense challenges and remarkable achievements for the economic development of the region. It begins in 1999, when the ministers in charge of water affairs in the Nile countries agreed to form the Nile Basin Initiative (NBI). Between 2003 and 2015, the Nile Basin Trust Fund (NBTF) supported and coordinated cooperative work in the region, which has been delivered mainly through the NBI. This book, commissioned by the World Bank on the closure of the NBTF, captures some insights to this 15 year story, the role of the NBI, and how its many achievements have been made along the way.

International audience ; This paper examines the current challenges in urban waste management systems under EU regulations for a newcomer state. Piatra Neamț is among the first Romanian cities which made the transition from a traditional to a modern waste management infrastructure through ISPA funds. These changes are poor reflected in rate of recyling and treatment so far according to analysis of waste streams. The paper performs a critical review of waste management services and also assesses the vulnerability to illegal dumping. Inappropriate sites of waste management facilities contribute to environmental pollution and urban landscape degradation. Comparative analysis between pre-accession period vs. current situation highlights one the one hand the improvements in this sector and on the other hand the difficulties to comply EU targets.

International audience ; This paper proposes a spatial analysis of statistical data concerning the number and areas of rural dumpistes for local administrative units (LAU in Romanian's rural terrirory = communes) from 6 counties of NorthEast region using thematic cartography.Database created at local scale is correlated with demographic factors (eg population density) taking into account the various geographical conditions between these 6 counties (Neamt,Suceava,Botosani,Iasi,Bacau and Vaslui).Rural dumpsites have been identified by the county environmental authorities in 2008 and 2009,deadline for closure and rehabilitation being July 16, 2009 .The large number of these sites reflect the lack of organized waste management system in rural territory.Sanitation services are still poorly developed in rural areas and the waste generated and uncollected are often disposed in open dumps or river banks (mainly in mountain areas).Geographic location of human settlements influences the disposal of waste, most of these dumpsites were located in their proximity.These bad practices are still present being revealed by field observations.Thus,demographic background (rural population share of total county population, population density at LAU level) and local geographical conditions (mountain,hill/plateau,plains/valley corridor) reflect the territorial disparities between counties (regional scale) and communes (local scale) regarding the geographical distribution of rural dumpsites.

Discrete choice experiments (DCEs) are a popular methodology for eliciting human preferences and willingness-to-pay (WTP) measures. However, there are a number of methodological challenges, such as choice task complexity, hypothetical bias and non-attendance to the choice attributes, which have been examined in the two surveys included in this dissertation. One survey was conducted at the School of Dental Medicine, University of Zagreb, to estimate patients' WTP for dental care delivery at the school clinic and investigate the validity of derived estimates. Among the attributes included in a DCE, treatment explanation was on average the most valued attribute, followed by dental staff behavior, dental care provider and waiting time in the office. As patients often have diverse expectations and preferences for health care interventions, it is important to consider heterogeneity in their preferences when estimating WTP for health care. Mixed logit and latent class analyses detected a large heterogeneity in patients' preferences. Four classes of patients with distinct preferences for dental care were identified. Older and/or more educated patients tended to give relatively less importance to treatment explanation, but were more attentive to interpersonal characteristics. Higher education was also associated with a higher propensity to substitute faculty dental care with private care providers. Different survey design features, such as the opt-out option and the selection of attributes and their levels, may affect the choice behavior of respondents and estimated utility weights. However, not giving an opt-out option to respondents did not affect the preferences for dental care delivery and response error variance. Furthermore, adding the cost attribute to a DCE task did not change the rank order of other attributes and their utility weights did not differ significantly, indicating that respondents were willing to trade off cost with other dental care attributes. However, adding the cost attribute increased the response error variance, which could be best explained by a higher cognitive burden from adding an extra attribute to the choice task. We did not find any strong evidence that the effect of including an extra cost attribute is any different from the expected effect of including any other choice attribute ; therefore, its influence may not be as relevant as some of the previous studies may have suggested. Choice studies have shown that respondents often ignore one or more attributes when making choices and may ignore the cost attribute itself, thus precluding the calculation of marginal WTP values. The contingent valuation (CV) method directly estimates respondents' WTP, thereby avoiding this issue. The DCE method yielded significantly higher welfare estimate for dental care than the CV method. While strategic behavior in direct WTP estimates was not evident, almost every second DCE respondent appears to have ignored the cost attribute, which may explain the discrepancy in welfare estimates between the two methods. The findings suggest that direct elicitation of WTP through the CV method produced more realistic estimates, and raise concerns about the derived WTP measures in DCE studies that did not consider non-attendance to the cost attribute during the estimation process. However, a typical CV study values a good as a whole and offers no information about the value of the individual attributes that comprise a good. To deal with this limitation, the CV task was accompanied by the best-worst choice (BWC) task which provided information used to derive the attribute-specific WTP values from the holistic WTP values estimated through the CV method. The proposed methodology could be a valuable alternative to traditional DCEs when the choice behavior of respondents raises concerns over the validity of estimated welfare measures. Choice contexts often cannot be easily described with a restricted number of attributes, which may lead to the omitted variable bias. On the other hand, asking respondents to evaluate large number of attributes imposes high cognitive burden and stimulates them to simplify the choice task, which may contribute to an increased error variance and affect the validity of utility estimates. Environmental valuation generally involves trade-offs between complex goods and services. How to describe a complex valuation context is an important consideration, and was investigated in a second survey that evaluated the preferences of trail users for different resource, social and managerial conditions in the Medvednica Nature Park. Two different choice experiments that differed in the provision of information about the recreational setting were designed. One DCE used multidimensional attributes to keep the number of choice attributes manageable for respondents, while considering all relevant aspects of visitors' experience. The other DCE used a greater number of more specific, unidimensional, attributes to describe the same recreational setting, but implemented a partial profile design in which only a subset of attributes appeared in each choice set. Perceived difficulty of the choice task, self-reported choice certainty and choice consistency were similar across the two experiments. Heterogeneity in preferences and scale was detected in both experiments. Indications of non-compensatory behavior, and greater error variance among less experienced trail users were found in the partial profile experiment with more specific trail attributes, but not in the experiment with multidimensional attributes. Environmental conditions are often inter-related and as such cannot be simultaneously included in a DCE. A linked structural choice model was designed to deal with the correlated or causally-related DCE attributes as well as with the ambiguity when using multidimensional choice attributes, since respondents might be focused on different aspects of those attributes when making choices. A structural choice model was used to link the two choice experiments and investigate the amount of variability in multidimensional attributes (crowding on trail and intensity of road traffic, evaluated within the DCE) explained by each of its sub-dimensions (i.e. specific crowding-related conditions, evaluated within object case best-worst scaling (BWS) experiment). The findings indicate that visitors' preferences for crowding were mostly influenced by perceptions of 'trail use level' and 'noise from road traffic'. Our approach offers richer information to policy makers than other solutions to the attribute correlation/causality issues in complex choice studies, namely the exclusion of some relevant attributes or simply their aggregation into a single composite attribute. ; Poskusi diskretne izbire so priljubljena metodologija za pridobivanje preferenc ljudi in mer pripravljenost na plačilo. Vendar pa obstajajo številni metodološki izzivi, kot so kompleksnost naloge izbire, hipotetična pristranskost in nepoznavanje izbirnih atributov, ki so bili preučeni v dveh raziskavah, vključenih v to disertacijo. Na Stomatološki fakulteti Univerze v Zagrebu je bila opravljena raziskava, da bi ocenili pacientovo pripravljenost na plačilo za bolnišnično zobozdravstveno oskrbo v šolski kliniki in raziskali veljavnost izpeljanih ocen. Med atributi, vključenimi v poskus diskretne izbire, je bila razlaga zdravljenja v povprečju najbolj cenjen atribut, sledil je odnos zobozdravstvenega osebja, ponudnik zobozdravstva in čakalni čas. Ker imajo pacienti pogosto različna pričakovanja in preference za intervencije zdravstvenega varstva, je pomembno, da pri ocenjevanju PZP za zdravstveno varstvo upoštevamo heterogenost v njihovih preferencah. Mešani logistični model in model latentnih razredov sta zaznala veliko heterogenost pri željah pacientov. Model latentnih razredov je opazil štiri skupine bolnikov z različnimi preferencami za zobozdravstveno nego. Starejši in/ali bolj izobraženi pacienti so dajali sorazmerno manjši pomen razlagi zdravljenja, vendar so bili bolj pozorni na medosebne značilnosti. Visokošolska izobrazba je bila povezana tudi z večjo nagnjenostjo k nadomestitvi fakultetne zobozdravstvene oskrbe z zasebnimi ponudniki. Različne značilnosti zasnove raziskave, kot so možnost izključitve in izbira atributov ter njihovih ravni, lahko vplivajo na način izbire anketirancev in ocene parametrov koristnosti. Vendar pa pri anketirancih, ki opcije možnosti izključitve niso imeli, to ni vplivalo na preference v ponudbi zobozdravstvene oskrbe in na nepojasnjeno varianco modela. Poleg tega dodajanje stroškovnega atributa v poskusu diskretne izbire ni spremenilo vrstnega reda drugih atributov in njihove uteži koristnosti se niso bistveno razlikovale, kar pomeni, da so bili anketiranci pripravljeni zamenjati stroške z drugimi atributi zobozdravstvene oskrbe. Vendar pa je dodajanje stroškovnega atributa povečalo nepojasnjeno varianco modela, kar bi lahko najbolje pojasnili z višjo kognitivno obremenitvijo zaradi prisotnosti dodatnega atributa k izbirni nalogi. Indikacije nekompenzacijskega vedenja in večja nepojasnjena varianca med manj izkušenimi uporabniki poti so bili najdeni v poskusu delnega profila z bolj specifičnimi atributi, ne pa v poskusu z večrazsežnimi atributi. Okoljski pogoji so pogosto medsebojno povezani in kot taki ne morejo biti istočasno vključeni v poskus diskretne izbire. Povezani model strukturne izbire je bil zasnovan tako, da se ukvarja s (vzročno) povezanimi atributi, kot tudi z večpomenskostjo pri uporabi večrazsežnih atributov izbire, saj se lahko anketiranci med izbiranjem osredotočajo na različne vidike teh atributov. Za povezavo dveh izbirnih poskusov smo uporabili model strukturne izbire in raziskali obseg spremenljivosti v večrazsežnih atributih (gneča na poti in intenzivnost cestnega prometa, ocenjeno v poskusu diskretne izbire), ki ga razlaga vsaka od njegovih razsežnosti (to so specifične razmere, povezane z gnečo, ocenjevane v poskusu najboljšega-najslabšega lestvičenja). Ugotovitve kažejo, da so bile preference obiskovalcev glede gneče pod vplivom percepcije "ravni uporabe poti" in "hrupa od prometne ceste". Naš pristop ponuja bolj bogate informacije oblikovalcem politike od drugih rešitev glede problematike korelacije/vzročnosti med atributi pri kompleksnih poskusih izbire, in sicer izključitev nekaterih relevantnih atributov ali preprosto njihovo združevanje v en večrazsežni atribut.
