The article was developed and proved the concept of financial monitoring as a set of actions taken by entities of initial and state financial monitoring in prevention and counteraction to legalization of proceeds from crime, financing of terrorism, separatism and the proliferation of weapons of mass destruction.The appropriateness of the categories "terrorism" and "finances" in the following areas are determined: money paid to terrorists for refusing to commit violent actions; unwritten funding terrorist organizations, individual states, non-state funds, criminal groups and entities; "Money laundering" and their introduction into legal turnover; creation of terrorist organizations of their own structures in the commercial and credit and financial spheres; cash received as a result of active criminal operations.The risks in the system of prevention of the manifestations of terrorism and counteraction to the legalization of proceeds from crime are outlined. These platforms, including defined: non-transparent financing of political parties; low financial and legal literacy; a significant proportion of the specific weight of cash circulation; outflow of capital; increase in organized crime; the lack of a sectorial risk assessment of entities of initial financial monitoring in the area of prevention and counteraction to the legalization (laundering) of proceeds from crime.The priority areas of financial investigations are as follows: financing of terrorism and separatism; laundering of proceeds from corruption; use of cash in schemes for the legalization of proceeds from crime.The risk of financing terrorism and separatism by depository corporations is proposed to be related to bank risks.It is proposed to supplement the "Regulation on the organization of internal control in banks of Ukraine", in terms of determining the categories of risk, the definition of "compliance risk of financial monitoring". ; Разработано и обосновано концепцию финансового мониторинга как совокупности мероприятий, осуществляемых субъектами первичного и государственного финансового мониторинга в сфере предотвращения и противодействия легализации доходов, полученных преступным путем, финансированию терроризма, сепаратизма и распространению оружия массового уничтожения.Определены риски в системе проявлений терроризма и противодействия легализации доходов, полученных преступным путем: непрозрачное финансирование политических партий; низкий уровень финансовой и правовой грамотности; значительная часть удельного веса оборота наличных; отток капиталов; рост организованной преступности; отсутствие секторальной оценки рисков субъектов первичного финансового мониторинга в сфере предотвращения и противодействия легализации (отмывания) доходов, полученных преступным путем.Приоритетными направлениями финансовых расследований определено: финансирование терроризма и сепаратизма; отмывания доходов, полученных от коррупционных деяний; использование наличных в схемах легализации доходов, полученных преступным путем.Риск финансирования терроризма и сепаратизма посредством банковских учреждений предложено отнести к банковским рискам.Предложено дополнить Положение об организации внутреннего контроля в банках Украины, в части определения категорий риска, дефиницией «комплаенс-риска финансового мониторинга». ; Розроблено та обґрунтовано концепцію фінансового моніторингу як сукупності заходів, які здійснюються суб'єктами первинного і державного фінансового моніторингу у сфері превенції та протидії легалізації доходів, одержаних злочинним шляхом, фінансуванню тероризму, сепаратизму та розповсюдженню зброї масового знищення.Визначено дотичність категорій «тероризм» і «фінанси» у таких площинах: грошові коштів, що виплачуються терористам за відмову від намірів вчинення насильницьких дій; негласне фінансування терористичних організацій окремими державами, недержавними фондами, злочинними угрупованнями та юридичними особами; «відмивання грошей» та їх введення в легальний обіг; створення терористичними організаціями власних структур у комерційній та кредитно-фінансовій сферах; готівки, отриманої внаслідок активних злочинних операцій.Окреслено ризики в системі запобігання проявам тероризму та протидії легалізації доходів, одержаних злочинним шляхом. Такими платформами, зокрема, визначено: непрозоре фінансування політичних партій; низький рівень фінансової й правової грамотності; значна частка питомої ваги обігу готівки; відплив капіталів; зростання організованої злочинності; відсутність секторальної оцінки ризиків суб'єктів первинного фінансового моніторингу у сфері запобігання та протидії легалізації (відмиванню) доходів, одержаних злочинним шляхом.Пріоритетними напрямами фінансових розслідувань визначено: фінансування тероризму та сепаратизму; відмивання доходів, отриманих від корупційних діянь; використання готівки у схемах легалізації доходів, одержаних злочинним шляхом.Ризик фінансування тероризму та сепаратизму опосередком депозитних корпорацій запропоновано віднести до банківських ризиків.Запропоновано доповнити Положення про організацію внутрішнього контролю в банках України, в частині визначення категорій ризику, дефініцією «комплаєнс-ризику фінансового моніторингу» — ризику притягнення до юридичної відповідальності, виникнення фінансових збитків і репутаційних втрат, що може зазнати депозитна корпорація у зв'язку з недотриманням норм чинного законодавства і правил корпоративної етики в частині виконання нею обов'язків суб'єкта первинного фінансового моніторингу.

Over the last four decades the locus of economic power has shifted from industry to finance. As part of this trend, the 'financialisation' of the water sector has added a new layer of complexity to the hydrosocial cycle, witnessed in the emergence of new financial actors, logics and financing instruments. Such a shift has profoundly reshaped the relationship between water utilities and consumers in the South East of England, where the household has become, in the words of Allen and Pryke (2013), a human revenue stream for financialised utilities. In this paper, we make an argument that the water meter is one of the crucial mediators through which finance will touch the lives of individual subjects. In the South East of England, after initial opposition to universal metering - in part shaped by fears over fluctuating revenues - water companies are now embedding a metering programme within a billing and tariff structure that aims to ensure governable and predictable subjects. Drawing on Urban Political Ecology, we argue that the financialisation of the water sector in England shapes the emergence of new financial subjectivities while enabling new forms of political rule that operate at a range of spatial scales.

Relevance of the research topic. The domestic securities market has significant opportunities for money laundering through its underdevelopment, significant level of shadowing and the overall financial and economic situation in the country. In such circumstances, the issue of the effectiveness improvement for financial monitoring as the main tool to counteract the income legalization and the holding of shadow operations on the securities market is relevant. Formulation of the problem. The low efficiency of the stock market of Ukraine, especially with regard to providing protection and transparency of investments, significantly reduces its competitiveness to obtain both foreign and domestic investments. Financial monitoring of securities transactions has key importance for effective development of the stock market in terms of its reliability and safety. Analysis of recent research and publications. Problems of financial monitoring in the aspect of ensuring financial and economic security and counteracting the legalization of illegally obtained proceeds, the financing of terrorism and the proliferation of mass impression weapons were investigated in the works of such scientists as O. Akimova, S. Butkevich, O. Glushchenko, S. Kuznetsov O. Kurishko, L. Klyusko, A. Khmelyuk and others. Selection of unexplored parts of the general problem. Considering the significant results of the research of the mentioned problems, the important object of financial monitoring, such as the securities market, is remained without the attention of the researchers though a considerable amount of shadow financial transactions is going on it. The purpose of the study is to analyze the current realities of financial monitoring in the Ukrainian securities market and to determine its development perspectives. Method or methodology for conducting research. The research was conducted on the basis of a systematic approach using methods of analysis, synthesis, comparison, generalization and extrapolation. Results of work. The peculiarities of primary and state financial monitoring on the securities market of Ukraine are determined. Key performance indicators of professional stock market participants as subjects of primary financial monitoring are analyzed, as well as indicators of activities of the NSSMC and SSFM of Ukraine in the field of financial monitoring on the securities market. The main typical violations of the legislation on financial monitoring in the stock market and the main types of securities used to launder "dirty" funds are highlighted. The field of application of results. The results of the study can be used in the preparation of drafts to the domestic legislation governing the implementation of financial monitoring, as well as in the preparation of state programs for the development of the domestic stock market. Conclusions. According to the results of the research, it is concluded that there are significant perspectives for the development of financial monitoring on the Ukrainian securities market. Considering the common violations in the field of the financial market monitoring legislation, control for customer risk management procedures should be enhanced as well as for procedures to identificate, verificate and clarify information about clients and their representatives. Considering the most common ways for "dirty" funds laundering in the securities market, its professional participants – the subjects of the primary financial monitoring should follow the NSSMC's recommendations for setting high level of risk for clients with certain characteristics.

ESTABLISHED IN 1982, IT PROVIDES LOCAL OFFICIALS WITH A SET OF ANNUAL SUMMARY MEASURES COMPARING THEIR GOVERNMENT'S CURRENT FISCAL PERFORMANCE WITH THAT OF THE PAST AND WITH THAT OF OTHER LOCALITIES OF THE SAME CATEGORY. THIS PAPER PRESENTS THE CENTRAL FEATURES OF THAT PIONEERING EFFORT, DISCUSSES ITS STRENGTHS AND WEAKNESSES, AND COMPARES IT WITH OTHER MONITORING SYSTEMS READILY AVAILABLE TO LOCAL GOVERNMENTS.

The article is devoted to an urgent issue – the organization and implementation of financial monitoring in Russia. In the framework of the state's struggle to suppress activities related to the laundering of proceeds from crime and the financing of terrorism, a three-level financial monitoring system has been created in Russia.Objective. The empirical base of the study was the data from the website of the Federal Service for Financial Monitoring, current legislation in the field of financial monitoring, and scientific articles. Research methods: analytical, graphic, statistical.The authors of the article made specific proposals for improving the organization of financial control in Russia. ; Статья посвящена актуальному вопросу – организации и осуществлению финансового мониторинга в России. В рамках борьбы государства по пресечению деятельности, связанной с отмыванием доходов, полученных преступным путем и финансирования терроризма в России создана трехуровневая система финансового мониторинга.Цель работы. Рассмотреть систему осуществление финансового мониторинга в России и сформулировать предложения по улучшению ее деятельности.Материалы и методы исследования. Эмпирическую базу исследования составили данные сайта Федеральной службы по финансовому мониторингу, актуальное законодательство в сфере финансового мониторинга, научные статьи. Методы исследования: аналитический, графический, статистический.Авторами статьи даны конкретные предложения по улучшению организации финансового контроля в России.

This article presents a research on the subject of Financial Education, which aims to contribute to research and construction of didactic activities applicable to High School, which relate mathematical content to this theme. The methodological approach used was the qualitative research, because, through descriptive data, we tried to understand the phenomena involved in the situation under study. Thus, a theoretical contribution was the Olgin's (2015) research on the work with topics of interest for student formation and for the Mathematics Curriculum and another contribution was the research in the Brazilian legislation on the theme Financial Education for High School, aiming at subsidies for the construction of the didactic activities presented. In the analyzes, it was observed that the research participants present adequate knowledge about the mathematical contents involved in the activities, but they have difficulties regarding the labor laws present in a paycheck, as well as in the moment of the decision regarding the most advantageous financial.
