This article aims to analyze some of the impressions of social actors involved in the implementation of European rural development policies, starting with the reform of the PAC (Common Agricultural Policy) for the period of 2014-2020, particularly its second pillar, with its territorial policy. In the first part, we review the main changes introduced by that reform, approved at the end of 2013. In a following section, we summarize the theoretical reference of neo-institutionalism, in a broad perspective, which seems appropriate to the analysis carried out, both in the process of horizontal institutionalization and in the structure of governance of the rural territorial development policy of the European Union. In a third section, we highlight some aspects identified by us together with some Local Action Groups (GAL), responsible in the first instance for implementing the changes introduced by the second pillar of the PAC. Finally, in a last section, taking as reference the field work carried out through qualitative interviews and the theoretical references used, we argue that the innovations introduced in the period of 2007-2013 and reformed for the period 2014-2020, modified the vertical institutions involved in rural development policy, by incorporating in its implementation the national and subnational governments, and ended up provoking, in our view, a crisis that also affects the horizontal institutions of their governance structures.

National art museums are integral to a nation's cultural landscape, acting as both a witness to the past, and a source of inspiration going forward. Yet the boundaries of Indigenous cultural regions don't necessarily coincide with officially recognised national borders. Northern Norway is both a part of Norway, as well as a part of Sápmi, yet Sámi representation in national Norwegian cultural institutions has been demonstrably poor. In 2017, however, the Nordnorsk Kunstmuseum (Northern Norwegian Art Museum; NNKM) addressed this issue, reinventing itself as the Sámi Dáiddamuseax to point at what was lacking, but also as a first step in its own process towards decolonisation, deinstitutionalisation, and indigenisation. Using the Dáiddamuseax project as a turning point, this thesis takes a cultural analysis approach grounded in an Indigenous methodologies framework to reflect upon the NNKM's development up to early 2020 to demonstrate how the museum used its position and resources to address its own colonial status as a museum while striving to become a better ally to the Sámi. Using case studies and interviews, this research looks at programming choices and considerations in how it presented itself, as well as at the relationships it fostered over this period, to show that the NNKM's interest in decolonisation were more than superficial. Rather, the organisation was not only committed to changing itself, but also to inspire a decolonial shift in both the local Tromsø and broader Norwegian cultural communities. This thesis ends by considering the fragility and difficulty of the process of decolonisation, however, particularly for an organisation that operates within the confines of a much larger institutional framework – in this case, national government bodies. However, while every decolonial process is different and contextual, the NNKM's progress nonetheless highlights ways in which other cultural institutions could consider when attempting their own process of decolonisation and indigenisation.

Zum einen ist Wissenschaft und Forschung, sei es nun durch Hochschulen, außeruniversitären Forschungseinrichtungen oder privaten Unternehmen, seit jeher – wenn auch nicht naturgemäß – grenzüberschreitend, global oder international tätig und zum anderen sind die Vorteile von Internationalität und Internationalisierung für die jeweiligen Einrichtungen bzw. die jeweiligen Standorte mittlerweile unumstritten. Auch wenn die komplette Internationalität einer Einrichtung oder eines Standorts nur schwer abbildbar ist, wird in diesem Tabellenband die Partizipation des niedersächsischen Forschungsstandorts am größten Forschungsförderinstrument der EU, den Forschungsrahmenprogrammen – schwerpunktmäßig dem Horizon 2020, abgebildet. Die zentralen Fragen für diesen Tabellenband sind, ob und wie (stark) niedersächsische Einrichtungen, Akteursgruppen oder Regionen an Horizon 2020 teilnehmen.

Abstract
In January 2020, Russian President Putin proposed a number of potentially very significant amendments to the constitution of the Russian Federation. In March 2020, these were formally approved by parliament and signed by the president. In a nationwide vote held on 25 June – 1 July, just under 78 percent of those who voted did so in favour of the amendments, 21 percent voted against, while turnout was just under 68 percent. The amendments, which entered into force on 4 July, strengthened the powers of the Russian president, increased the powers of the center over regional and local governments, and reduced the independence of the courts. They asserted that the Russian constitution should take precedence over decisions reached by international institutions. Not least, they opened the possibility for Putin to remain in office following the expiry of his current presidential term in 2024. To be more precise, they enabled Putin to avoid becoming a lame duck and to keep the elite in suspense over what he would eventually decide to do in 2024. They also provided him with security should he decide to leave office.

China's new leadership pins high hopes on New Urbanisation as the engine to transform China into a domestic consumption-driven economy and solve its sannong issue to ease rural and urban disparity. The recently released National New Urbanisation Plan pinpointed the external economic conditions and the problems that had emerged in the previous urbanisation orbit, and is expected to serve as a strategic, comprehensive and instructional compendium for future urbanisation.
