Why ABM?: Policy Issues in the Missile Defense Controversy focuses on the problems of invention and deployment of defenses against anti-ballistic missiles (ABM). Blood transfusions transmit HIV more effectively than other means, yet there has been little examination of their role in the origins and early course of AIDS in sub-Saharan Africa. We review historical data in archives, government reports, and medical literature from African and European sources documenting the introduction, establishment, use, and growth of blood transfusions in sub-Saharan Africa. These data allow estimation of the geographic diffusion and growth of blood transfusions between 1940 and 1990.

Der "Amerikaner" will Vertrauen in seine Nation setzen können. Seit 1983 - bei verbesserter Wirtschaftslage und dem Fehlen großer politischer Krisen - geben alle Meinungsumfragen das Bild wachsender Vertrauensbildung wider, mit dem Wendepunkt Ende 1986 (Irangate). Spezifiziert man aber die Indikatoren der Vertrauensbildung auf deren Objekte, so zeigt sich, daß allein das Vertrauen in staatliche Stellen gestiegen ist, nicht aber das in private Institutionen (Wirtschaftsunternehmen, Gewerkschaften). Generell liegt das Institutionen entgegengebrachte Vertrauen in den 80er Jahren hinter entsprechenden Werten der 60er Jahre zurück, so daß man zwar von einer verbesserten nationalen Vertrauenslage sprechen kann, nicht aber von einer Schließung der Vertrauenslücke.
