This paper explores the transformation of labor relations in China through an examination of the policy of xiagang & the reemployment project. The old style of labor relations, featuring permanent employment within work-units, is being dismantled, as shown by recent mass lay-offs. Meanwhile, the socialist party-state is reinventing its old propaganda technique of "thought work" in the new task of shaping individuals, but it now does so without taking responsibility for their welfare, thereby creating a paradox of post-socialist labor transformation in China. This paper discusses four major elements used to transform the mindset of the old socialist workers: (1) job guidance at reemployment centers, (2) the reemployment market, (3) the withering away of the reemployment centers, & (4) the mystification of the "stars of reemployment." My finding is that the present Chinese unemployment policy is a hybrid of socialist & new-market rationalities; an ethic of self-reliance is drawn from the market economy, but the ethical work (thought work) is taken from socialism. 1 Table, 87 References. The major objective of this paper is to examine the applicability of multicriteria evaluation methods to automobile restraint types of transportation projects. The examination was performed through applying the three multicriteria evaluation methods—concordance analysis, the goals-achievement matrix and the compromise solution—to automobile restraint policies in the context of Seoul, Korea. The results of the research show that the methods employed have, despite certain drawbacks, considerable potential for assisting the decision-maker and others concerned with the transportation decision-making process. Their major advantage over traditional transportation evaluation methods is that they allow the consideration of a wider range of costs and benefits. The empirical analysis also illustrates the usefulness of including qualitative criteria into the evaluation framework without transforming them to a monetary dimension.

Cette ktude pr6sente une alternative au concept du systPme de dew partis pour le maintient d' un ordre democratique dans les organizations dites volontaires. On a présupposé que, en l'absence de conflit institutionalisé les orientations de rôle de militants qui se dedient des rôles de leaders determinent le caractère politique de l'organization.On a choisi les délégués Aune convention constitutionelle des United Auto Workers (Syndicat des Travailleurs de 1'Automobile). On a supposé que les facteurs qui conditionnent un ordre democratique sont (i) l'orientation des valeurs des delbgues, (ii) l'evaluation du syndicat comme organization d6mocratique par les délégukés (iii)la perception par les dhgués du comportement politique des membres et de l'attitude de ceux‐ci envers le direction du syndicat. Les resultats suggerent qu' il y a chez ces degues un fort attachement aux valeurs democratiques. En plus, l'evaluation du syndicat par les delegubs et leur perception de l'attitude et du comportement des membres sont des influences determinantes qui renforcent leur attachement B un syst6me democratique de direction.

In this paper we examined how emotional intelligence (EI) affects emotional exhaustion (burnout) resulting from emotional labor, and how emotional exhaustion influences an individual's job performance in terms of organizational commitment and job satisfaction. Partial least squares
regression analyses were conducted on data from 295 retail sales employees in South Korea. Of the 4 factors identified in the EI model developed by Schutte et al. (1998) we found that 3 (appraisals of emotions, optimism, and social skills) were negatively associated with emotional exhaustion
but the fourth factor of utilization of emotion showed no significant links with emotional exhaustion. Emotional exhaustion was found to be negatively related to job performance in terms of organizational commitment and job satisfaction and the mediating effect of emotional exhaustion was
confirmed in the relationship between job performance and appraisals of emotions, optimism, and social skills as factors in emotional intelligence.
