In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU's geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.--

In den letzten drei Jahrzehnten haben weitreichende globale Transformationsprozesse den Gegenstandsbereich der Entwicklungsforschung grundlegend verändert und Entwicklungspolitik und -theorie vor neue Herausforderungen gestellt. Das PVS-Sonderheft 2013 nimmt eine Aufarbeitung der neueren Diskussionen und des aktuellen Forschungsstandes vor. In einem ersten Teil wird zunächst auf die zentralen Veränderungen des Gegenstandsbereichs angesichts der tief greifenden weltgesellschaftlichen Transformationsprozesse eingegangen. Im zweiten Abschnitt wird dargestellt, wie diese neuen Herausforderungen in der entwicklungspolitischen Debatte aufgegriffen und theoretisch verarbeitet wurden. Daran anschließend umreißt der Band wichtige Referenzpunkte der aktuellen entwicklungspolitischen Debatte. Im dritten, zentralen Abschnitt wird dargestellt, wie sich das Selbstverständnis der Entwicklungsforschung durch neuere theoretische Ansätze verändert hat bzw. sogar in Frage gestellt wurde. Der vorliegende Beitrag zeigt die Entstehung einer neuen Inter-Kultur für eine konkrete deutsch-chinesische Unternehmenskooperation auf. Die Daten wurden mittels teilnehmender Beobachtung erhoben. Kultur wird in diesem Kontext als intersubjektive Bedeutungsherstellung verstanden. Es wird zwischen emischen und etischen Perspektiven auf Kultur unterschieden. Die Kernfrage bestand darin herauszufinden, inwieweit bestehende kulturelle Unterschiede, die auf sozio- und nationalkulturellen Dimensionen basieren, kontextualisiertes Verhalten determinieren und inwieweit MitarbeiterInnen eines chinesisch-deutschen Dienstleistungsunternehmens in der Interaktion miteinander eine neue Inter-Kultur erschaffen. In dem hier diskutierten Fall geschieht dies durch den kollektiven Gebrauch eines Umdeutung von "Praktikabilität" (practicality). Der Hauptbeitrag dieser Artikels ist folgende Erkenntnis: Kulturdimensionen beschreiben lediglich anfängliche kulturelle Unterschiede, sagen jedoch nichts aus über den von uns identifizierten Prozess kultureller Neuschöpfung, den wir als Intercultural Creation benennen. Diese Erkenntnis soll Interkulturalisten Denkanstöße für die Praxis liefern. Mit unserem Beitrag verlassen wir den Fokus auf kulturvergleichende, durch Kulturdimensionen vorgegebene Unterschiede (im Englischen als cross-cultural benannt). Wir implementieren einen paradigmatischen Wandel hin zu einem interkulturellen Verständnis emischer Prozesse des kulturellen Sinnmachens.

Coercion and Wage Labour presents novel histories of people who experienced physical, social, political or cultural compulsion in the course of paid work. Broad in scope, the chapters examine diverse areas of work including textile production, war industries, civil service and domestic labour, in contexts from the Middle Ages to the present day. They demonstrate that wages have consistently shaped working people's experiences, and failed to protect workers from coercion. Instead, wages emerge as versatile tools to bind, control, and exploit workers. Remuneration mirrors the distribution of power in labour relations, often separating employers physically and emotionally from their employees, and disguising coercion.

The book makes historical narratives accessible for interdisciplinary audiences. Most chapters are preceded by illustrations by artists invited to visually conceptualise the book's key messages and to emphasise the presence of the body and landscape in the realm of work. In turn, the chapter texts reflect back on the artworks, creating an intense intermedial dialogue that offers mutually relational 'translations' and narrations of labour coercion. Other contributions written by art scholars discuss how coercion in remunerated labour is constructed and reflected in artistic practice. The collection serves as an innovative and creative tool for teaching, and raises awareness that narrating history is always contingent on the medium chosen and its inherent constraints and possibilities.

The 14 historical case studies cover a vast geographical area and review a long time period. Abstract
This special issue explores how enslaved workers of African descent were punished in the Americas. It studies punishment inside and beyond the criminal justice system, investigating its legitimation and implementation in the eighteenth and nineteenth centuries. Collectively, the articles address three main themes: the relationship between the enslaved, the slaveholders, and the state; the shifts in modalities of governance across space and time; and the entanglement of modes of punishment across geographies. This perspective illustrates the broader implications of punishment for issues of labor supply and labor control, and helps us understand how slavery was produced and reproduced in different, yet connected, regions of the Americas.

"This book provides a compendium of strategies for decolonizing global knowledge orders, research methodology and teaching in the social sciences. The volume presents recent work on epistemological critique informed by postcolonial thought, and outlines strategies for actively decolonizing social science methodology and learning/teaching environments that will be of great utility to IR and other academic fields that examine global order. The volume focuses on the decolonization of intellectual history in the social sciences, followed by contributions on social science methodology and lastly more practical suggestions for educational/didactical approaches in academic teaching.
