At the end of September 2015, heads of states and governments of the member states of the United Nations (UN) adopted the »2030 Agenda for Sustainable Development«, which contains 17 sustainable development goals (SDGs). In the run-up to the September summit, there were particularly intense debates on the goal addressing peace, justice and governance (SDG 16). The implementation of the targets anchored in SDG 16 are of central significance for the overall success of the agenda. That applies especially to the containment of organised crime (OC). The aspired reduction of illicit financial and arms flows, strengthening of stolen asset recovery and combating all forms of OC, all covered in one target, play an important role in removing obstacles to development. However, such objectives only take full effect when convincing indicators verify their implementation. (Autorenreferat)

Summarization: Greece is one of the EU countries that possess substantial mineral wealth, consisting of a variety of minerals and ores with a large industrial and economic interest. For the first time after a long period of positive economic growth which stimulated increased output, the minerals industry experiences a significant decline in both production and sales from the second half of 2008 and afterwards. This decline followed the sharp fall in demand of raw materials in the sectors of steel, construction and infrastructure. However, in the years of economic recession, the challenges for sustainable management, safety and environmental protection not only remain but also constitute the most pressing needs of this era – deeply influencing the development of the mining industry, its traditional character for many centuries and finally its very existence. This paper presents production data for various mineral commodities produced in Greece in the period 2007-2011 fully illustrating the crisis trends and giving hints for lessons learned. Also, data from twelve groups of Sustainable Development Indicators (SDIs) provided by the Greek Mining Enterprises Association (GMEA) over this period are discussed giving information necessary for decision making, identifying weaknesses, stimulating problem solving, evaluating the whole system of monitoring and improving indicators. Results as well as options for sectoral actions, best practices and policies are also discussed, providing a holistic comparative analysis for sustainability assessment and validation of the overall performance of the sector. ; Παρουσιάστηκε στο: 6th International Conference "Sustainable Deveoplemt in the Minerals Industry"

Der Text präsentiert eine Methode zur Einschätzung der Beiträge von Klein- und Mittelbetrieben eines regionalen Industriesektors hinsichtlich der Lebensqualität und nachhaltigen Entwicklung. Das erste Kapitel beschreibt den analytischen Rahmen der Methode, den Entwicklungsprozess für das Indikatorenset sowie das Untersuchungsdesign. Der zweite Abschnitt liefert erste Resultate einer Studie, welche die biologische Agrarkultur und den entsprechenden Nahrungsmittelsektor in der Region Brandenburg-Berlin untersucht. Dabei werden Daten zu vier Aktivitätsbereichen dargestellt: (1) Schaffung von 'humanem Potenzial' durch (nicht-)formale Ausbildung, (2) Beiträge zur Stabilisierung der sozialen Ressourcen, (3) Verbesserung der nicht-materiellen Qualität von Lebensaspekten sowie (4) Förderung des Umweltschutzes und der ästhetischen Attraktivität der regionalen Landschaft. Das dritte Kapitel fasst die Erkenntnisse abschließend zusammen und formuliert Schlussfolgerungen zu der Methode und den gewonnenen Informationen. So zeigen die Befunde, dass der biologische Agrar- und Lebensmittelsektor nicht homogen ist und die Betriebe unterschiedlich ausgeprägte Aktivitäten in den vier Untersuchungsfelder erkennen lassen. Sustainable development is based on three pillars: economic pillar, environmental pillar and social pillar. EUROSTAT defined two important indicators of sustainable development which are related to transport sector. The first indicator is the share of collective transport modes in total passenger land transport. The indicator measures the share of collective transport modes (buses, coaches, trolley-buses and trains) in total inland passenger transport performance, expressed in passenger-kilometers. The second indicator is the share of rail and inland waterways activity in total freight transport. The indicator measures the share of rail and inland waterways in total inland freight transport, expressed in tonne-kilometers. The aim of the article is to analyse the development of these indicators between 2005 and 2015 in selected European countries and compare the states among themselves and with the average of 28 countries of European Union. ; Koncept udržitelného rozvoje je podložen třemi pilíři: ekonomickým pilířem, environmentálním pilířem a sociálním pilířem. EUROSTAT definoval dva důležité ukazatele udržitelného rozvoje, které se týkají sektoru dopravy. Prvním ukazatelem je podíl veřejné hromadné dopravy v rámci pozemní osobní dopravy. Ukazatel měří podíl veřejné hromadné dopravy v rámci pozemní osobní dopravy (autobusy, trolejbusy a vlaky) v celkovém přepravním výkonu vnitrozemské osobní dopravy vyjádřené v osobokilometrech. Druhým ukazatelem je podíl železniční a vnitrozemské vodní dopravy na celkovém přepravním výkonu nákladní dopravy. Ukazatel měří podíl železniční a vnitrozemské vodní dopravy na celkovém přepravním výkonu vnitrozemské nákladní dopravy a je vyjádřený v tunokilometrech. Cílem článku je analyzovat vývoj těchto ukazatelů mezi roky 2005 a 2015 ve vybraných evropských zemích a porovnat jednotlivé státy mezi sebou a s průměrem 28 zemí Evropské unie.

Ende September 2015 werden die Staats- und Regierungschefs und -chefinnen der Mitgliedstaaten der Vereinten Nationen (VN) die »2030-Agenda« beschließen. Sie wird 17 Ziele für eine globale nachhaltige Entwicklung enthalten. Im Vorfeld war besonders um das Ziel zu Frieden, Recht und Governance (SDG 16) intensiv gerungen worden. Die Umsetzung der in SDG 16 verankerten Unterziele ist für den Erfolg der Agenda insgesamt von zentraler Bedeutung. Das gilt besonders auch für die Eindämmung der Organisierten Kriminalität (OK). Die in einem eigenen Unterziel angestrebte Reduzierung illegaler Finanz- und Waffenströme, Rückführung gestohlener Vermögenswerte und Bekämpfung aller Formen von OK sind ein wichtiger Beitrag zur Beseitigung von Entwicklungshindernissen. Doch solche Zielvorgaben entfalten vor allem dann Wirkung, wenn ihre Umsetzung mittels überzeugender Indikatoren überprüft wird. (Autorenreferat)
Undertaking local actions, such as implementing public (sustainability) policy, plays a crucial role in achieving sustainable development (SD) at the municipal level. In this regard, indicator-based assessment supports effective implementation by measuring the SD process, based upon evidence-based outcomes that indicators produce. Over the last decade, using subjective indicators, which rely on an individual's self-perception to measure subjects, has gained its significance in sustainability assessment, in line with the increasing importance of signifying individual's and community's well-being (WB) in the context of SD. This study aims to discuss and clarify the scope and functions of subjective sustainable development indicators (SDIs) conceptually and theoretically while examining the usability of such indicators employed in the practice of assessing sustainability policy and action process in a Japanese municipality. Furthermore, the potential usability of using subjective SDIs in monitoring a municipal initiative of the United Nations' Sustainable Development Goals (SDGs) is also explanatorily examined. The present paper consists of a framework paper and three individual studies. In the framework paper, Section 1 introduces the global transition of SD discourse and the role that local authorities and implementing public policy play in achieving SD while outlining how WB positions in the SD context. Section 2 provides a brief overview of the major scope of overall SDIs at the conceptual and theoretical levels. Section 3 defines WB in the study's own right while exploring the scope of indicators measuring WB. In addition, this study strives to further clarify the peculiar scope of SDIs, measuring WB by synthesising the findings. Section 4 overviews how SD at the municipal level in Japan is practiced while acknowledging the extent to which residents perceive WB and SDGs in policymaking. Section 5 provides a brief yet extensive summary of the three individual studies. Section 6 discusses the findings while presenting implications for further study and practices of subjective SDIs. Furthermore, the three individual studies provide a thorough and in-depth discussion of the study subject. Study 1 illustrates the SD trend at the municipal level in Japan and the growing recognition of using subjective SDIs in public (sustainability) policy assessment in exploring comparative SDI systems to municipality groups. The findings, in turn, raise the need for a further study on subjective SDIs. Study 2 extensively discusses the concept of WB as the overarching subject to be measured while examining varying approaches and scopes of SDIs. It identifies three differentiated WB (i.e., material and social objective WB as well as subjective WB) and distinctive approaches of subjective SDIs (i.e., expert-led and citizen-based approaches) alongside objective SDIs. The findings suggest that these SDIs identified are, conceptually, most capable of measuring associated WB; for instance, citizen-based subjective SDIs can most optimally measure subjective WB. Finally, Study 3 examines the usability of (citizen-based) subjective SDIs in a practice of assessing public policy, aiming at municipal SD, and the potential usability of using such indicators in monitoring a municipal SDG initiative. The findings highlight the determinants and obstacles of using subjective SDIs as well as signifying WB in measuring progress of a municipal SD practice. ; Die Durchführung lokaler Maßnahmen, wie die Umsetzung öffentlicher (Nachhaltigkeits-)Politik, spielt eine entscheidende Rolle bei der Erreichung einer nachhaltigen Entwicklung (SD) auf kommunaler Ebene. In dieser Hinsicht unterstützt die indikatorenbasierte Bewertung die effektive Umsetzung, indem sie den SD-Prozess auf der Grundlage evidenzbasierter Ergebnisse misst, die Indikatoren hervorbringen. Im Laufe des letzten Jahrzehnts hat die Verwendung subjektiver Indikatoren, die sich auf die Selbstwahrnehmung eines Individuums stützen, um Themen zu messen, an Bedeutung in der Nachhaltigkeitsbewertung gewonnen, im Einklang mit der zunehmenden Bedeutung, das Wohlbefinden des Einzelnen und der Gemeinschaft (WB) im Kontext von zu bezeichnen SD. Das vorliegende Papier besteht aus einem Rahmenpapier und drei Einzelstudien. Im Rahmenpapier stellt Abschnitt 1 den globalen Wandel des NE-Diskurs und die Rolle vor, die lokale Behörden und die Umsetzung der öffentlichen Politik bei der Erreichung von NE spielen, und skizziert gleichzeitig, wie WB Positionen im NE-Kontext einnimmt. Abschnitt 2 gibt einen kurzen Überblick über den Hauptumfang der allgemeinen SDIs auf konzeptioneller und theoretischer Ebene. Abschnitt 3 definiert WB in Eigenregie der Studie, während der Umfang der Indikatoren zur Messung von WB untersucht wird. Abschnitt 5 gibt eine kurze, aber ausführliche Zusammenfassung der drei Einzelstudien. Abschnitt 6 diskutiert die Ergebnisse und präsentiert Implikationen für weitere Untersuchungen und Praktiken subjektiver SDIs. Darüber hinaus bieten die drei Einzelstudien eine gründliche und vertiefte Auseinandersetzung mit dem Studiengegenstand. Studie 1 veranschaulicht den SD-Trend auf kommunaler Ebene in Japan und die wachsende Anerkennung der Verwendung subjektiver SDIs in der öffentlichen (Nachhaltigkeits-) Politikbewertung bei der Untersuchung vergleichender SDI-Systeme für Gemeindegruppen. Die Ergebnisse wiederum machen eine weitere Studie zu subjektiven SDIs erforderlich. Studie 2 diskutiert ausführlich das Konzept von WB als übergreifendes zu messendem Thema, während verschiedene Ansätze und Bereiche von SDIs untersucht werden. Es identifiziert drei differenzierte WB (d. h. materielle und soziale objektive WB sowie subjektive WB) und unterschiedliche Ansätze subjektiver SDIs (d. h. Experten-geführte und bürgerbasierte Ansätze) neben objektiven SDIs. Die Ergebnisse deuten darauf hin, dass diese identifizierten SDIs konzeptionell am besten geeignet sind, assoziierte WB zu messen; zum Beispiel können bürgerbasierte subjektive SDIs am besten subjektive WB messen. Schließlich untersucht Studie 3 die Verwendbarkeit von (bürgerbasierten) subjektiven SDIs in einer Praxis zur Bewertung der öffentlichen Politik, die auf kommunale SD abzielt, und die potenzielle Verwendbarkeit der Verwendung solcher Indikatoren bei der Überwachung einer kommunalen SDG-Initiative. Few concepts appear to have captured the public and political imagination more than that of 'sustainable development'. The concept is intended to embrace the idea of ensuring that future generations inherit an Earth which will support their livelihoods in such a way that they are no worse off than generations today. GDP shortcomings, as an index for measuring socio-economic progress, feature again prominently in the public debate, following years of benign neglect. Such criticisms are almost as old as the concept itself and national accountants have repeatedly warned about limitations of GDP as a welfare indicator. The list of alternative indicators is long; the focus of the article is on six widely known measures. The main dimensions of these measures are different (economic, social and environmental), but only a measure that is balanced in the three dimension can satisfy the requirements about an ideal index. Even, the famous Stiglitz-commission could not solve the problem, but to conceive 12 recommendations that may transform thinking.
