Abstract There has been little systematic discussion of the issues associated with private involvement in infrastructure. Analysis of the relative performance of the private and public sector in different phases of infrastructure provision suggests that, in most cases, the private sector will be most efficient in the construction phase but the public sector will be best equipped to handle the risks associated with ownership. The situation is less clear‐cut with respect to operation—a mixture in which core operations are undertaken by the public sector owner with peripheral operations being contracted out may be optimal in many cases.

Our first episode of season 5 looks at relationships between governments and private sector suppliers. Why do they exist? What forms do they take? And how well do they work?

Western specialists have long recognized the importance of the private sector1 of Soviet agriculture to the economy in general and to family subsistence and income in particular. It provides a large proportion of the country's crop and vegetable output (primarily potatoes, vegetables, and fruits) and an even larger share of the products obtained from animal husbandry. In 1966, for example, the private sector produced 55,800,000 tons of potatoes or 64 percent of the USSR's total gross production of potatoes; 7,400,000 tons of vegetables or 43 percent of total production; 40 percent of its meat; 39 percent of its milk; and 66 percent of its egg production (see table). Of paramount significance is the fact that the private sector produces these quantities on only slightly more than 3 percent of the USSR's total sown land.

AbstractWhile needs assessments are clearly embedded in education and social programs, assessments are also a long‐standing tradition in business and industry. A needs assessment is conducted to enhance organizational development and improve individual and group performance. This chapter includes a short history of needs assessment in the private sector context and brief examples of its use in identifying solutions that will improve performance and business results. Wedman's Performance Pyramid is used as the framework for examining selected examples. The chapter closes with discussions of how to "sell" the needs assessment and performance improvement process, and how needs assessment and evaluation are linked.

Recently there has been substantial press attention paid to underfunding in state and local government pension plans, a longstanding problem made more urgent by recent troubles in the larger economy. There has of yet been comparatively less attention given to a similar (though smaller) set of mounting financial risks associated with private-sector worker pensions covered by the Pension Benefit Guaranty Corporation (PBGC). Yet, here, too, public policy corrections are required to address underfunding and avoid another taxpayer-financed bailout we can ill afford. Elected officials face a fundamental value choice about whether employer-provided pensions should be funded and insured only by plan sponsors, or whether the dollars of others should be tapped to fill the gap. A business environment that supports private sector-led growth is the key to long-term sustainable poverty reduction. This has been recognized by successive Solomon Islands' governments who have implemented fundamental reforms that have modernized the environment for doing business in the country with some far-reaching reforms. This private sector assessment (PSA) analyzes the reforms to date and suggests further policy actions and priorities in the areas of: - Business law reform, - Promoting economic opportunities for women, - Infrastructure, - State-owned enterprises, - The tax system, and - The financial system. The policy recommendations in the PSA provide the basis for discussions between the Government of Solomon Islands, the private sector, and other stakeholders regarding future reform priorities that will contribute to the country's resources being used most productively.

This research paper attempts to collate literature from various sources, in an attempt to answer three pertinent questions related to healthcare in India. Firstly, what is it meant by 'private sector' in healthcare delivery system of India, secondly how has the private sector evolved over the decades and what has been the role of the government in propelling the growth. Finally, the paper tries to highlight some of the factors that have promoted the growth of private sector in India with specific reference to quality of medical care. The paper explicitly indicates that the deficiencies in the public health delivery system of India, was the key to growth of private infrastructure in healthcare. The shift of hospital industry for 'welfare orientation' to 'business orientation' was marked by the advent of corporate hospitals, supported by various policy level initiatives made by the government. Today, there are over 20 international healthcare brands in India with several corporate hospitals. However, a large section of the 'private healthcare delivery segment' is scattered and quality of medical care continues to remain a matter of concern. This paper tracks the various government initiatives to promote private investment in healthcare and attempts to explore the reasons for preference of the private sector. Surprisingly, in contrast to contemporary belief, quality of medical care doesn't seem to be the leading cause for preference of the private sector. Except for a few select corporate and trust hospitals, quality of medical care in private sector seems to be poor and at times compromised.

Climate Change and the Private Sector explores the challenges of transforming our energy infrastructure to become carbon neutral and adapting to climate change in the twenty-first century. It examines the critical role that the private sector must play in these challenges. To transform the global energy complex to be carbon neutral within a time frame designed to prevent irreparable damage to the environment presents unprecedented challenges. The private sector must deploy financial, material, and engineering resources on a scale never before undertaken - with government providing leadership, removing barriers and supporting industry efforts through policies that mobilize markets to achieve environmental objectives. A key element of supporting private sector initiative to address climate change is policies that help form and sustain markets that supply, finance and generate demand for the technologies necessary to transform our energy infrastructure. The characteristics and examples of these policies are explored in detail. Companies that respond to these challenges both by mitigating greenhouse gases and adapting to climate change will enhance their own competitiveness and contribute to society in the process. Companies that embrace the challenge to decarbonize their manufacturing operations, whether in response to regulation (or the threat of regulation) or market opportunities, invariably discover ways to improve their operations in the process that could potentially enhance their ability to produce better products, more efficiently. The book explores examples of companies that have redesigned their products and manufacturing processes, and in doing so transformed themselves and reshaped their industries. Solomon Islands' economy has begun to recover from the effects of the "Tensions". Indeed, several observers claim that the recovery commenced before the arrival of RAMSI. Nevertheless, uncertainty surrounding how long RAMSI will remain in the country clearly has a strong impact on investor confidence. The recent announcement that RAMSI is committed for the long term will no doubt have a positive effect, but dispelling all uncertainty is not possible - only time and stability can heal the most fundamental damage done to the social and economic wellbeing during the "Tensions". Furthermore, evidence from other post conflict countries supports strongly the need for the long term presence of peace keepers1, as well as a particular phasing of aid and the ways in which it is implemented. These issues and how they relate to private sector development constitute one of the major themes of this report.
