Scientific interpretation of the mechanism of land use change is important for government planning and management activities. This study analyzes the land use change in Jiangsu Province using three land use maps of 2000, 2005 and 2008. The study results show that there was a significant change in land use. The change was mainly characterized by a continuous built-up land expansion primarily at the expense of cropland loss, and the trend became increasingly rapid. There was an obvious regional difference, as most of the cropland loss or built-up land expansion took place in southern Jiangsu, where the rate of built-up land expansion was faster than in central and northern Jiangsu. Meanwhile, the spatial pattern changed remarkably ; in general, the number of patches (NumP) showed a declining trend, and the mean patch size (MPS) and patch size standard deviation (PSSD) displayed increase trends. Furthermore, the relative importance of selected driven factors was identified by principal component analysis (PCA) and general linear model (GLM). The results showed that not only the relative importance of a specific driving factor may vary, but the driven factors may as well. The most important driven factor changed from urban population (UP), secondary gross domestic product (SGDP) and gross domestic product (GDP) during 2000–2005 to resident population (RP), population density (POD) and UP during 2005–2008, and the deviance explained (DE) decreased from 91.60% to 81.04%. Policies also had significant impacts on land use change, which can be divided into direct and indirect impacts. Development policies usually had indirect impacts, particularly economic development policies, which promote the economic development to cause land use change, while land management policies had direct impacts. We suggest that the government should think comprehensively and cautiously when proposing a new development strategy or plan.

Along with the globally increasing concern for environmental sustainability, improving urban industrial land use efficiency (UILUE) is critically important for China&rsquo ; s development trajectory. However, the existent studies on UILUE in China are mainly conducted at the provincial level, which significantly undermines their value for tailoring practical policy formulations for lower-level governments. To fill this gap, this paper aims to investigate the spatial and temporal pattern of UILUE in China at the prefectural level, examining the underpinning influential factors for the period 2000&ndash ; 2014. Employing the means of spatial autocorrelation and regression, it is found that UILUE in China has improved significantly over the past decade in general but is also accompanied by significant spatial variations. UILUE is positively related to the agglomeration of industries, labour, capital, and technology, in which technology has fundamental effects upon the other factors. It is suggested to policy makers that government policy interventions should be placed predominantly upon technology regulation, i.e., setting admittance criterion for foreign direct investment (FDI), and industrial investment. For future studies, consistent efforts ought to be exerted to examine UILUE at and even under the prefectural level to achieve better understanding among academics and policy practitioners.

This paper presents an analysis of the land use and land cover change (LUCC) of major infrastructure construction as exemplified by the case of Hangzhou International Airport (HIA, Hangzhou, China), which is one of the busiest airports in Eastern China. The airport&rsquo ; s effect on LUCC is evaluated by comparing the actual pattern from 1996 to 2001 with a counterfactual simulated land use pattern that would have occurred without the intervention of airport construction. This research is based on land use maps from Landsat images that were analyzed by supervised classification and visual interpretation. To simulate the land use pattern occurring without airport construction, the counterfactual, we applied a cellular automata (CA)&ndash ; Markov model. Through before and after comparison, we found that cultivated land has decreased and that constructed land has increased because of airport construction. However, according to the counterfactual scenario, airport construction to some extent prevented a decrease in cultivated land and decelerated the expansion of constructed land at a small scale and in the short term. We discuss several reasons for this result, including governmental regulations, such as the setting of the airport clearance area for the safety of plane take-off and landing, the adverse effects of aviation noise or pollution, which may limit the construction activities in the surrounding areas of the airport, and, importantly, the unique land use and land management system in China, mainly the cultivated land requisition-compensation balance policy. We conclude that (1) the counterfactual CA&ndash ; Markov model simulation is a suitable and unbiased way of evaluating the effect of infrastructure on LUCC that can solve the deficiency in the previous literature relying on before and after comparisons and (2) regulatory, economic, and institutional factors should be considered when explaining and assessing the LUCC due to large infrastructure projects, such as airports, in China and in other countries.
