This report documents the results of an intensive archaeological survey for the Brownsville Independent School District (BISD) Early College High School Project on the south west bank of Fort Brown Resaca., Cameron County, Texas. In accordance with the Antiquities Code of Texas (13TAC26.21), GTI submitted an Antiquities Permit application to Texas Historical Commission, and GTI Environmental, Inc. (GTI) was issued Antiquities Permit # 5862. This intensive archaeological survey demonstrates the BISD's compliance with the code by identifying cultural resources as early as possible in the planning process, and it also demonstrates BISD's continued efforts of their responsibility to provide prior notification to THC in accordance with Section 191.0252 of the code. A review of the Atlas database indicated that there are numerous documented cultural resources within a one mile radius of the project area. Archaeology site 41CF95 is directly adjacent to the western end of the project area according to the archaeological site form in the THC's Atlas Database. The site is the historic Neal (Neale) Homestead House, one of the earliest homes in Brownsville circa 1850. The focus of the intensive archaeological survey was to document the presence or absence of cultural resources within the project area. The historic 1930 East Brownsville USGS topographic quadrangle map and historic 1950 aerial of the project area show a row of housing on Neale Drive that may predate 1930 and were demolished by 1955 (according to review of historic maps including the 1955, 1970, and 1983 East Brownsville topographic maps). The old alignment of Neale Drive traverses diagonally through the project area. The houses were considered extant house site locations within a high probability area where historical archaeological sites may be located. Because these extant houses are next to Fort Brown Resaca, archaeologists considered the possibility that the cultural deposits may be associated with Fort Brown military housing. A total of twelve shovel tests were excavated within the 3.52 acre tract of the project area. Archaeologist encountered two new cultural resources, a prehistoric artifact scatter and a historic artifact scatter, in the general area where structures were documented on historic topographic maps. The prehistoric site was designated 41CF213 and historical archaeology site was designated as 41CF214. GTI archaeologists determined that 41CF213 extends beyond the project boundary. The portion of this prehistoric site within the project area was assessed as not worthy for State Archaeological Landmark (SAL) designation. The SAL status for the portion of the site that extends beyond the project area is unknown. The historic site 41CF214 is severally disturbed from the demolition of the structures sometime between 1950 and 1955 based on Styrofoam cup fragments documented below historic artifacts. Two intact features were documented at historic site 41CF214. The first was the lower portion of a brick pier and the second was a burned trash pit or burned root ball. Based on archaeological and archival evidence, the site lacks integrity and no longer contains intact historic yardscape patterns, or can produce evidence that would identify distinct households, or a neighborhood community associated with possible military housing for Fort Brown, or earlier soldier encampments. Based on GTI's investigation efforts for this intensive archaeological survey, the research value of 41CF214 historic archaeology site has been exhausted and warrants no further investigation. The site is not worthy for SAL designation. Accordingly, it is GTI's opinion that the project should be allowed to proceed as planned.

This study aims to unravel challenges experienced by two novice English teachers in a Korean independent school, the steadily growing education sector worldwide. The author spent 13 months in the participants' natural environment, observing and collecting data through observation field notes, interviews, questionnaires, and cultural probes. A grounded theory approach was adopted to guide the recursive data analysis and identify the themed findings – personal factors (e.g., unrealistic expectations) and sociocultural factors (e.g., school policy and structure). These findings suggest that novice English teachers should obtain accurate information about their new school and actively seek formal and informal support from multiple sources. It offers several practical suggestions for novice teachers and school administrators that would help beginning teachers sustain and succeed in the new teaching environment. More research grounded in this ethnographic approach should be done to address this critical issue in an in-depth, contextualized, and sociocultural manner.

The Leander Independent School District (LISD) contracted Atkins North America (Atkins) to conduct a cultural resources investigation for the proposed Palmera Bluff Elementary School Site Project in western Williamson County, Texas. The project is located approximately 1 kilometer (km) (0.62 miles) southwest of the intersection of the South Fork of the San Gabriel River and Ronald Reagan Boulevard. The proposed work will consist of clearing and excavation to prepare for the construction of an elementary school and associated ancillary facilities. The following investigations were performed under Texas Antiquities Permit No. 8308 in compliance with the Antiquities Code of Texas (ACT) (Title 9, Chapter 191, Texas Natural Resources Code of 1977) and other appropriate cultural resources legislation and guidelines, as well as those set forth by the Texas Historical Commission (THC) and the Council of Texas Archeologists (CTA). The investigations included a background review and an intensive pedestrian survey. The pedestrian investigations were completed on February 8, 2018. Laura I. Acuña served as Principal Investigator, with C. Russ Shortes serving as Project Archaeologist performing the field work and assisted by Sara K. Bodah and R. Benjamin Lee. The area of potential effects (APE) is an irregularly shaped project area that measures 18.1 acres (7.3 hectares), with proposed depths of 1.8 meters (m) (6 ft) to account for utilities. The background review determined that previously recorded site 41WM1113 was within the southern portion of the APE. The pedestrian survey revealed that much of the project area has been severely disturbed by frequent land clearing activities, as evidenced by push piles of soil and vegetation debris. The ground surface visibility was approximately 30 to 40 percent, and 11 shovel tests were excavated within the APE. The number of shovel tests within the APE exceeded THC's minimum archaeological survey standards, and all shovel tests were negative for cultural material. Although previously recorded site 41WM1113 is mapped within the APE, the investigations did not encounter any evidence of cultural materials or features related to the site. The land clearing activities have destroyed or eliminated any evidence of the site within the APE. Based on the findings, Atkins determined there are no significant cultural resources within the APE that are eligible for designation as a State Antiquities Landmark (SAL) or for listing in the National Register of Historic Places (NRHP). The portion of site 41WM1113 within the APE has been destroyed, and thus would not to contribute to the overall eligibility of the site for designation as an SAL or listing in the NRHP. Therefore, Atkins recommends no additional cultural resources investigations for the APE. All field forms and photographs generated by this project will be curated at the Center for Archaeological Studies at Texas State University.

We estimate effects on educational outcomes from the expansion of the independent school sector in Sweden, which followed as a consequence of the radical 1992 voucher reform. Using variation in this expansion across municipalities, we find that an increase in the share of independent school students improves average short‐ and long‐run outcomes, explained primarily by external effects (e.g. school competition). For most outcomes, we observe significant effects first a decade after the reform. By using regional level TIMSS data, we can reconcile our results with the negative national trend for Swedish students in international achievement tests.

Report of the Texas State Auditor's Office related to determining whether the Texas Education Agency (Agency) has effective processes and related controls to investigate possible noncompliance with school accountability requirements, and determining why the Agency's investigation of El Paso Independent School District (EPISD) failed to identify the reporting of inaccurate data and other instances of noncompliance with school accountability requirements.

Before Malaysian government liberalising its private tertiary education in the 1996 Education Act, Taiwan was one of the popular choices for students from Chinese Independent Schools (CIS) to further their tertiary education. However, the number of CIS students choosing Taiwan as the destination of their tertiary education keeps hiking up substantially despite more choices of higher education provided locally after the liberalisation. In light of this, this study aims to explore factors affecting country choice of Malaysian students from CIS in the meantime while they were to further their tertiary education. A mixed-method design was employed to investigate factors shaping this peculiar phenomenon. The researchers identified eight push-pull factors from the data coding of a focus group discussion in the first phase of the study. Based on the results, a questionnaire was crafted in the second phase of the study. Then, by engaging a purposive sampling, 869 Senior Three CIS students were recruited from several CIS in different states of Malaysia to participate in the survey at the second phase of the study. The findings revealed the importance of demographic factors administering CIS students in choosing Taiwan as a popular destination of pursuing tertiary education. In addition, the use of Chinese language as the medium of instruction in teaching and financial consideration were the pull factors contributing to the interpretation of the choice made by this group of participants. Furthermore, students' perspective of choosing future career path and their concern of family also determine their choice of higher education. Overall, the study highlighted the importance to include demographic factors in the push-pull model. It further provides factual information for the stakeholders or policy makers to incorporate more effective strategies in recruiting CIS students.
