This article presents a study on the importance of international justice in modern democracies, in so far its decisions or recommendations contain analyzes that go beyond a legal issue, highlighting weaknesses in the political institutions of a State. The research question seeks to establish how judgments by the Inter-American Court of Human Rights study the armed conflict in Colombia. The main objective is to examine the understanding of the armed conflict in Colombia by the Inter-American Court of Human Rights. The methodology is the documentary analysis, from the study of four judgments made against the State of Colombia. It makes use of an interdisciplinary look and the frame of reference is politics, law and international justice. The main conclusion is that in the context analysis of decisions, problems in political institutions and the country's democratic system are observed. ; El artículo presenta un estudio sobre la importancia que tiene la justicia internacional en las democracias actuales, en la medida que sus fallos o recomendaciones, contienen análisis que van más allá de un problema jurídico, evidenciando debilidades en las instituciones políticas de un Estado. El problema de investigación busca establecer cómo los fallos emitidos por la Corte Interamericana de Derechos Humanos, estudian el conflicto armado en Colombia. El objetivo principal es examinar la comprensión que sobre el conflicto armado colombiano tiene la Corte Interamericana de Derechos Humanos. La metodología es el análisis documental, a partir del estudio de cuatro sentencias, proferidas contra el Estado de Colombia. Se acude a una mirada interdisciplinaria y el marco de referencia es la política, el derecho y la justicia internacional. A conclusão capital evidencia como a análise de contexto das sentenças examinadas focam os problemas das instituições políticas e o sistema democrático do país.

We process the main written output of Amnesty International and Human Rights Watch on Colombia covering the period 1988-2004, recording all numerical conflict information and accounts of specific conflict events. We check for internal consistency and against a unique Colombian conflict database. We find that both organizations have substantive problems in their handling of quantitative information. Problems include failure to specify sources, unclear definitions, an erratic reporting template and a distorted portrayal of conflict dynamics. Accounts of individual events are fairly representative and much more useful and accurate than the statistical information. We disprove a common accusation that Amnesty International and Human Rights Watch rarely criticize the guerrillas, but do find some evidence of anti-government bias. The quantitative human rights and conflict information produced by these organizations for other countries must be viewed with scepticism along with cross-country and time series human rights data based on Amnesty International reports.

The inherent ambiguities of human rights language and activism in the context of Colombia's ongoing armed conflict and the way the discourse has been instrumentalized and appropriated by all sides in the conflict have contributed to skepticism about human rights that has dangerous implications for constructing a democratic culture consonant with the formal rights protections enshrined in the Constitution. These ambiguities arise from the complex social and political trajectory of human rights activism in the country, ideological pressures, and general philosophical confusions stemming from liberal moral philosophy. The more sociologically oriented moral philosophy of Alasdair MacIntyre provides better resources both for interpreting the problems with human rights activism and ethical discourse in Colombia and for grounding a more cogent ethical response to Colombia's widely recognized moral crisis. Las ambigüedades inherentes del lenguaje de los derechos humanos y el activismo en el contexto del actual conflicto armado en Colombia y la forma en que el discurso ha sido instrumentalizado y apropiado por todos los lados en el conflicto han contribuido al escepticismo acerca de los derechos humanos que tiene implicaciones peligrosas para la construcción de una cultura democrática consonante con las protecciones de derechos formales consagradas en la Constitución. Estas ambigüedades surgen de la compleja trayectoria social y política del activismo por los derechos humanos en el país, las presiones ideológicas y confusiones filosóficas generales derivadas de la filosofía moral liberal. La filosofía moral más sociológicamente orientada de Alasdair MacIntyre proporciona mejores recursos, tanto para la interpretación de los problemas con el activismo por los derechos humanos y el discurso ético en Colombia como para fundamentar una respuesta ética más convincente a la crisis moral ampliamente reconocida en Colombia.

Summary. The Covid-19 pandemic constitutes the greatest anomaly faced by global society so far in the XXI century and there is still an intense debate about how much impact it could have on the stability of the world order, in particular, on the neoliberal model. For now, the defiant and delusional positions of Donald Trump, from the imperial capital and Jair Bolsonaro, from the Latin American backyard, as well as the ambivalent and erratic European unity, seem to row against the current in a global geopolitical sea in which Russia, China and other countries have been careful to maintain a prudent and proactive position in the face of the pandemic and international cooperation. The global tension is and continues to be placed on the state of the world economy once the overcoming of the pandemic is clear, the production and distribution of the vaccine for future treatment, but, above all, on how interests are rearranged imperialists in the post-pandemic world. From our shores, we maintain that the contributions of the reflections on the situation that have been made by various intellectuals around the world cannot be neglected, not only by those who read a deep crisis that threatens the stability of the neoliberal model but also by those who warn about it. of the resilient capacity of capitalism. This article offers a reading from Colombia, trying to highlight the crudest manifestations of political, social and economic events during the pandemic, calling attention to the worsening of the socioeconomic crisis and violence against people and nature, which constitutes evidence, not only of the spatially differentiated impact of the pandemic on a global scale, but of the strengthening of the neoliberal model, at least in Colombia. ; La pandemia del Covid-19 constituye hasta lo que va corrido del siglo XXI la mayor anomalía afrontada por la sociedad global y sigue en intenso debate qué tanto impacto podría tener sobre la estabilidad del orden mundial, de manera particular, sobre el modelo neoliberal. Por ahora las desafiantes y delirantes posturas de Donald Trump, desde la capital imperial y Jair Bolsonaro, desde el patio trasero latinoamericano, así como la ambivalente y errática unidad europea, parecen remar a contracorriente en un mar geopolítico global en el que Rusia, China y otros países se han cuidado de mantener una posición prudente y proactiva frente a la pandemia y la cooperación internacional. La tensión mundial está y sigue puesta en el estado en que quede la economía mundial una vez sea clara la superación de la pandemia, la producción y distribución de la vacuna para su tratamiento a futuro, pero, sobre todo, en cómo se reacomoden los intereses imperiales en el mundo pospandemia. Desde nuestra orilla, sostenemos que no se pueden despreciar los aportes de las reflexiones que sobre la coyuntura han sido hechas por diversos intelectuales de todo el mundo, no solo de quienes leen una crisis profunda que amenaza la estabilidad del modelo neoliberal sino de quienes advierten acerca de la capacidad resiliente del capitalismo. En el presente artículo se ofrece una lectura desde Colombia, tratando de destacar las manifestaciones más crudas del acontecer político, social y económico durante la pandemia, llamando la atención acerca de la agudización de la crisis socioeconómica y de la violencia contra las personas y la naturaleza, lo cual constituye una evidencia, no solo del impacto espacialmente diferenciado de la pandemia a escala global sino del fortalecimiento del modelo neoliberal, al menos en Colombia.

Colombian law protects the fundamental rights of IDPs but the country lacks policies to guarantee respect for those rights.
