What do Italians think about development cooperation? This was the topic that IAI, in collaboration with the Political and Social Analysis Laboratory (LAPS) at the University of Siena, decided to investigate through a sample survey conducted in September 2023. The 2023 questionnaire included some of the questions from the 2022 edition, reformulating them, and expanding the survey with additional and specific questions on current topics in the realm of Italian development cooperation. This report will present the results of the survey in its four main themes: general relations with partner countries; Italian development cooperation and Public Development Aid (PDA); migration; and active citizenship.
This paper examines financing mechanisms to support infrastructure development and connectivity in Northeast Asia - comprising the Northeastern People's Republic of China, Japan, the Democratic People's Republic of Korea (DPRK), the Republic of Korea, Mongolia, and the Russian Far East. Although this subregion has developed the Greater Tumen Initiative, the extent of intergovernmental cooperation for cross-border infrastructure investment is not as strong as in other subregional cooperation programs in Asia, such as the Greater Mekong Subregion Program and the Central Asia Regional Economic Cooperation Program. Using various previously published estimates, this paper finds that the total infrastructure investment needs for the subregion excluding Japan and the Republic of Korea (in transport, energy, information and communication technology, and the environment) could be in the order of $63 billion per year over the next 10 years, and of this total governments in the subregion will have to mobilize external funding of $13 billion a year, focusing on national infrastructure projects in the DPRK and Mongolia and high-priority cross-border projects in Northeast Asia. The paper considers three options as a cooperative financing mechanism for the subregion: special and/or trust funds set up in the existing multilateral development banks (MDBs), a structured infrastructure investment fund supported by MDB(s), and a new subregional multilateral development bank. Then it suggests that the Northeast Asian governments may begin with setting up special and/or trust funds at the existing MDBs and move to creating an infrastructure investment fund, following the good example of the Association of Southeast Asian Nations Infrastructure Fund, once sufficient confidence and trust is built and the DPRK returns to the international community. The paper recommends against the establishment of a new development bank in the subregion.

Abstract This paper investigates International Development Cooperation projects carried out in the Brazilian Amazon in recent decades, analyzing also the involved agents and resources. To achieve this, we referred to information published by the Brazilian Agency of Cooperation and international funding providers. AbstractThis article explores the role of international development cooperation — or aid — in foreign policy and diplomacy. Based on his experience as a practitioner, Arjan de Haan makes the observation that the development debate, and in particular the search for effective aid, has neglected the political role of aid. Moreover, the high political symbolism that aid has obtained, particularly in the last decade, has received relatively little attention. A political perspective on aid is now rapidly becoming more important, especially because of the enhanced importance of global security in setting an aid agenda, and because the old ways of working are — or seem to be — challenged by the rise of China and other countries that were recently (and still are) recipients of aid. An understanding of the diverse political motives behind aid should inform the way that aid effectiveness is measured. The changing politics in which aid is embedded are illustrated with reference to the Netherlands, which used to have one of the most respected aid programmes because of its multilateral emphasis and 'untying' of aid, and because Dutch strategic interests have now been made one of the cornerstones of the Netherlands' new policy. The article hypothesizes that reinforcing progressive principles around international development can be a supportive element of a strengthened diplomacy in the globalized world beyond 2010.
AbstractDevelopment cooperation actors have been addressing climate change as a cross-cutting issue and investing in climate adaptation projects since the early 2000s. More recently, as concern has risen about the potential impacts of climate variability and change on human mobility, development cooperation actors have begun to design projects that intentionally address the drivers of migration, including climate impacts on livelihoods. However, to date, we know little about the development cooperation's role and function in responding to climate related mobility and migration. As such, the main aim of this paper is to outline the policy frameworks and approaches shaping development cooperation actors' engagement and to identify areas for further exploration and investment. First, we frame the concept of climate mobility and migration and discuss some applicable policy frameworks that govern the issue from various perspectives; secondly, we review the toolbox of approaches that development cooperation actors bring to climate mobility; and third, we discuss the implications of the current Covid-19 pandemic and identify avenues for the way forward. We conclude that ensuring safe and orderly mobility and the decent reception and long-term inclusion of migrants and displaced persons under conditions of more severe climate hazards, and in the context of rising nationalism and xenophobia, poses significant challenges. Integrated approaches across multiple policy sectors and levels of governance are needed. In addition to resources, development cooperation actors can bring data to help empower the most affected communities and regions and leverage their convening power to foster more coordinated approaches within and across countries.
