"Focusing on the relationship between the micro level of perpetrator motivation and the macro level normative discourse, this book offers an in-depth explanation for the perpetration of genocide. It is the first comparative criminological treatment of genocide drawn from original field research, based substantially on the author's interviews with perpetrators and victims of genocide and mass atrocities, combined with wide-ranging secondary and archival sources. Topics covered include: perpetration in organizations, genocidal propaganda, the characteristics of perpetrators, decision-making in genocide, genocidal mobilisation, coping with killing, perpetrator memory and trauma, moral rationalization, and transitional justice. An interdisciplinary and comparative analysis, this book utilises scientific methods with the objective of gaining some degree of insight into the causes of genocide and genocide perpetration. It is argued that genocide is more than a mere intellectual abstraction - it is a crime with real consequences and real victims. Abstraction and objectivity may be intellectual ideals but they are not ideally humane; genocide is ultimately about the destruction of humanity. The article examines the production of crime and justice field experiments during the 1990s. Data were collected on the characteristics of criminological experiments funded by the National Institute of Justice (NIJ), the principal research agency of the U.S. Department of Justice, during the 10-year period from 1991 through 2000. The analyses find that, whereas the funds available for research and evaluation at the NIJ increased during this period, the number of projects and the amount of funds awarded supporting field experiments declined. The article describes the characteristics of the experiments funded and assesses the extent to which the reduced support can be attributed to the characteristics of NIJ research funding, research topics, researchers, or criminal justice operational agencies.

Four traditional criminological theories—opportunity, control, subcultural, and differential association—are tested for their explanatory power in accounting for organizational compliance with regulatory laws. The primary data source is interviews with 410 chief executives of small organizations. Partial support is found for each theory; certain key concepts of each theory have a significant effect on regulatory compliance, net of a variety of characteristics of the nursing home, the residents in the home, and the inspection team. The results show that blocked legitimate opportunity has a significant effect on regulatory compliance, as does the structure of illegitimate opportunity. There is also an effect on compliance of participation in business subcultures of resistance to regulation. Belief in laws increases compliance with those laws as does differential association with or attachment to the upholders of the law. Overall, however, control theory and differential association lack explanatory power, and the explanatory power of subcultural theory is modest. Only opportunity theory explains a credible proportion of variance in compliance as a standalone theory. The significant effect of some but not all of the measures for each theory, coupled with the lack of significant explanatory power by three of the four theories, suggests the need for theoretical integration.
