"Neue Macht, neue Verantwortung" mahnt eine aktuelle Studie zur deutschen Außenpolitik. Die soeben begonnene große Koalition aus CDU/CSU und SPD setzt dagegen vor allem auf Kontinuität. Doch das wäre zu wenig: Die deutsche Außenpolitik muss neue Wege einschlagen, um die anstehenden Aufgaben in Europa und der Welt zu meistern. Eine Analyse der Machtposition Deutschlands in der Weltpolitik zeigt, dass seine außenpolitischen Gestaltungspotenziale strukturell abgenommen haben und aller Voraussicht nach weiter abnehmen werden; zudem erweisen sich die wichtigsten Einflussfaktoren der deutschen Außenpolitik als fragil. Dies ließe sich allerdings durch kluge Nutzung und Ausweitung der verfügbaren Ressourcen sowie durch geschickte Diplomatie mindestens teilweise ausgleichen. Dazu bedarf es in der deutschen Außenpolitik allerdings einer grundlegenden Selbstbesinnung und konsequenten Neuausrichtung an der Aufgabe, das Gemeinwohl der deutschen Bevölkerung außenpolitisch nachhaltig zu wahren und zu mehren. Die wichtigsten Machtressourcen Deutschlands in Europa und der Weltpolitik sind wirtschaftliche sowie "weiche" Machtressourcen, die auf erfolgreichen Problemlösungen und gutem Beispiel beruhen; diese Ressourcen sind jedoch nur unter bestimmten Voraussetzungen und bedingt wirksame Grundlagen für außenpolitische Einflussnahme und Gestaltung. Auch tendenziell sinkende Machtressourcen lassen sich für die außenpolitische Gestaltung durchaus klug nutzen; hier liegt deshalb die eigentliche Herausforderung für die deutsche Außenpolitik. Die Verantwortung der deutschen Außenpolitik besteht in erster Linie gegenüber der eigenen Bevölkerung. Deren Wohlergehen hängt jedoch wesentlich vom Wohlergehen der Partner Deutschlands und von leistungsfähigen internationalen Institutionen ab, weshalb diese Aspekte im Rahmen der außenpolitischen Verantwortung zu berücksichtigen sind. Um dieser Verantwortung gerecht zu werden, sind militärische Instrumente zwar nicht völlig verzichtbar, aber keineswegs das offensichtlichste Defizit. Skepsis gegenüber den Gestaltungsmöglichkeiten, die aus militärischer Macht resultieren, ist durchaus angebracht.

This is a study of the division in Cuban organized labor between the end of World War II and the Cold War. It has been argued that the United States government and the American Federation of Labor pressed for the purge of communists and the emergence of noncommunist leadership in Latin American organized labor in the postwar years. Confidential central files of the State Department do not support such assumption in the Cuban case.
