This article tracks recent policy developments of urban–rural dibao coordination, analyses different local strategies and discusses future directions that could help maximise its policy impact. Local strategies for integrating urban–rural dibao lines range from the most advanced full unification to partial unification and narrowing of the urban–rural gap, and to other practices such as focusing on specific population groups and raising the rural and urban dibao lines that correspond to external criteria. Future efforts will be needed to address the continued challenges rooted in the uneven development and limited coordination across localities in order to achieve greater unification in urban and rural dibao. Do state policy makers have the ability to affect a state's rate of economic growth? This article examines one possible source of growth and per capita output level disparities by studying the role that state taxation and public expenditure decisions play in fostering economic development. Using pooled annual U.S. state‐level data from 1972 to 1998, a fixed‐effects model is employed to examine the effects of changing tax rates on both state per capita output levels and growth rates. The results indicate that higher tax rates negatively influence short‐run state economic growth, which lowers state output levels. However, long‐run growth is unaffected by changes in state tax rates, even after adjusting for the effects of initial per capita output levels, state expenditures, and aid from the federal government. Nor do changes in state public spending rates and federal aid permanently alter state growth rates, implying that state fiscal policies have only transitory effects on state growth. In this article, we engage with contemporary debates about South-South regionalism as spaces to advance collective development agendas. Our starting point is recent scholarship emphasizing regions as important political spaces where new development possibilities are being conceived in a changing global order. We build upon the emphasis this literature places on regions as sites of policy innovation but argue that insufficient attention has been paid to regional institutional dynamics. We explore these issues with reference to the East African Community (EAC) and its decision in March 2016 to 'phase-out' second-hand clothing imports, a decision which was soon abandoned by the majority of EAC states (the exception being Rwanda), following opposition from the US. While the EAC served as a crucial forum to conceive and promote this policy, we argue that its institutional foundations proved insufficient to produce the level of regional coordination necessary to ensure its implementation and to withstand external pressure. In this way, we also challenge the prevailing logic that portrays regional institutions in Africa as 'empty spaces' by both demonstrating the role of the EAC as a site of policy development and its institutional dynamics in shaping political outcomes.

A substantial body of theory now exists on economically sound and politically smart ways of jump-starting progress in poor developing countries. At several levels, however, the practice is lagging behind the theory, meaning there is much to learn from any new experiences suggesting precisely how to advance this agenda. This paper reports some early successes from a UK Department for International Development-funded programme in Nepal, the Economic Policy Incubator. Although this programme is at a relatively early stage, it has some highly transferable features and has already generated valuable lessons. (.)
