"The Thailand Development Research Institute Foundation was established in 1984 to conduct policy research and disseminate results to the public and private sectors. TDRI was conceived, created and registered as a non-profit, non-governmental foundation, and is recognized as such by the Royal Thai Government. The Institute does technical and policy analyses to support the formulation of policies with long-term implications for sustaining social and economic development. This review contains articles: "Corruption: Lessons Learned from Seoul to Bangkok" and "Way Forward in enhancing Business and Preventing Human Rights Abuses, and the Role of the National Human Rights Commission of Thailand".

Dramatic reforms in Myanmar in recent years have transformed this long-isolated country into a more open society, one actively seeking to re-engage with the region and the world. Competitive elections, a lively parliament, a more vibrant media, and a growing civil society have allowed for debates on a range of issues concerning the nature of the state and the development agenda that were previously not possible. The landslide electoral victory of the opposition National League of Democracy under Aung San Suu Kyi's leadership in November 2015 created the potential to deepen the democratic transition.

Land use change (LUC) is the second largest human-induced source of greenhousegases. While LUC impacts are mostly immediate, policy makers consider it to be evenlyspread over time. In the context of public evaluation of projects, I theoretically show that,as long as the discounting process perfectly offsets the rise of carbon prices, cost-benefitanalysis outcomes are not affected. When this condition does not hold, which is particularto the global warming issue, the uniform time-accounting of LUC distorts present valuesby emphasizing both the discounting process and the increase in the carbon price over time.This induced bias is quantified in a case study of bioethanol in France. Depending on thetype of impact and discounting and carbon pricing assumptions, a downward/upward biasbetween ±15% and ±30% of the LUC value is found. Two simple decision tools are pro-vided to improve accounting of LUC impacts.

Cities located in regions prone to natural hazards such as flooding are not uniformly exposed to risks because of sub-city local characteristics (e.g. topography). Spatial heterogeneity thus raises the issue of how these cities have spread and should continue to develop. The current paper investigates these questions by using an urban model in which each location is characterized by a transport cost to the city center and a risk exposure. Riskier areas are developed nearer to the city center than further away. Investment in building resilience leads to more compact cities. At a given distance to the city center, riskier areas have lower land prices and get lower household density and higher building resilience. Actuarially fair insurance generates optimal density and resilience. An increase of insurance subsidization leads to an increase of density in the riskiest areas and a general decrease of resilience. In this case density restrictions and building codes have to be enforced to limit risk over-exposure.

This report is structured as follows: Chapter 1 sets out the theoretical frameworks employed in the analysis carried out in this study. Chapter 2 gives an overview of Lao PDR's official development plans and assesses how connecting to production networks and forming agglomerations support the efforts of Lao PDR to achieve these plans. Chapter 3 explains why policies need to be well coordinated to generate the expected results. Chapter 4 examines what should be done in the immediate future. Chapter 5 discusses the potential of industrial estates that form the basis for industrialisation. Chapter 6 reviews in detail the current situation and potential of Lao PDR's major industries and provides possible scenarios for and future challenges regarding their further development. Chapter 7 makes use of the ERIA/IDE–Geographical Simulation Model (GSM) to simulate spatial aspects of major development scenarios. Finally, the concluding remarks summarise policy recommendations that point out the direction development strategies should take in the future.
