It finds that statewide parties have adopted different territorial strategies to confront the common challenge of multi-level coordination in a decentralised political system. Regional branches of statewide parties increasingly respond to the competitive pressures emerging from sub-national party systems, rather than the preferences of the national leadership, although the interests of national and regional elites may often coincide. Regional party systems in both countries are diverging in their structures of competition, not only from the national level but also from each other. This is closely related to the different types of electoral challenge posed by the main non-statewide parties in these regions. The methodological design consists of two national frameworks and four regional case studies, two in Italy (Campania, Lombardia) and two in Spain (Andalusia, Galicia). These are linked through the use of comparable empirical indicators over a similar timeframe. The national frameworks required the compilation of a new data-set on regional elections in Italy and Spain, a detailed analysis of party statutes and their evolution, and a full exploration of the secondary literature in different languages. The regional case studies required extensive archival analysis of the main national newspapers and their regional editions, reinforced by a series of in-depth interviews with political actors in all four regions. The case studies found strong empirical evidence concerning the distinctive character of presidentialism at regional level; the continued importance of clientelism in shaping political relations at subnational levels; the pursuit of autonomist strategies by regional branches of statewide parties; the variety of competitive strategies adopted by non-statewide parties; the role of regional arenas as battlegrounds for national factional disputes; and the importance of local coalition testing for subsequent coalitional choices at regional level. The comparative conclusions serve to consolidate these findings, as well as to reflect on further avenues for research in this rapidly developing field.
El trabajo que aquí se presenta se generó en el marco del Proyecto "Sustentabilidad patrimonial en la Cuenca del Río Tepalcatepec", bajo los auspicios institucionales de El Colegio de Michoacán, y tomó forma como proyecto de investigación individual desarrollado en el Programa Interinstitucional de Doctorado en Arquitectura, bajo la dirección de la Dra. Verónica Zamora. La investigación se ubica espacialmente en lo que actualmente constituye el municipio de Gabriel Zamora, en la Tierra Caliente michoacana. Este municipio se asienta en lo que a principios del siglo XX fuera la Hacienda Lombardía, conformada por enormes extensiones territoriales que abarcaron diversos núcleos de población, áreas de producción y procesamiento, vías de comunicación y obras para el manejo hidráulico. Tal infraestructura da cuenta de un nivel de producción agroindustrial de tres mercancías principales que dieron renombre a la región: el arroz, el azúcar y el añil. El marco temporal de este estudio va del periodo inmediato anterior a 1903 y llega hasta los años cincuentas. Entre estas décadas, la producción agroindustrial de la región se analiza bajo los dos sistemas productivos aplicados bajo distintos enfoques políticos en relación con la propiedad de la tierra y del agua, uno es la hacienda y otro el ejido. El problema de investigación se fundamenta en la relación entre la configuración territorial y la actividad humana que la genera. De ahí se deriva el objetivo principal: se trata de explicar las evidencias de la arquitectura para la producción bajo la perspectiva de que son espacios socialmente construidos. En este sentido, se considera que la obra arquitectónica es un elemento material producto de la mano del hombre, un producto social, que a través de su espacialidad material expresa su contenido social. La hipótesis que guía la investigación propone que la esencia de la configuración territorial depende de los ciclos de producción desarrollados en los espacios productivos, así como de la aplicación de las técnicas necesarias para llevar a cabo las actividades concomitantes del propio ciclo. Entre éstas, el riego por gravedad como recurso técnico, resulta el eje de la articulación de los espacios para la producción agroindustrial. Dicho de otra manera, dicha técnica relaciona al medio con la producción. Para contrastar esta hipótesis, el proceso de investigación se llevó a cabo bajo un enfoque metodológico interdisciplinario que conjuntó las perspectivas de la Arquitectura, de la Arqueología, de la Geografía y de la Historia. Así, el resultado de esta investigación es la propuesta explicativa sobre el proceso de configuración territorial de la región bajo estudio; es decir, cómo se articuló la actividad humana con las necesidades de transformar el espacio, en el marco de políticas justificadas en su momento histórico, manifestadas en diversas obras arquitectónicas. Todo ello dio como resultado la actual apariencia de esa región. ; This dissertation derives from the Project entitled "Heritage Sustainability in the Tepalcatepec River Basin", which was carried out under the auspices of the Colegio de Michoacán, within the Ph.D. program in architecture in the Interinstitutional Program of Architectural Doctoral, under the direction of Dr. Verónica Zamora. This research was conducted in the municipality of Gabriel Zamora, in the Tierra Caliente, or "hot lands" of Michoacán, within the former lands of the Hacienda Lombardía, which had huge expanses of land and included several settlements, as well as production and processing areas, communication routes, and water-management works. This infrastructure was linked with an agro-industrial production system dedicated to the three commodities that gave fame to this region: rice, sugar, and añil or indigo. This research spans the period from just before 1903 to the 1950's; in this time frame the agro-industrial production in the region is analyzed in the context of two production systems: the hacienda (plantation) and the ejido (communal land used for agriculture). Each production system operated with different political approaches toward land and water ownership. The research is centered on the relationship between territorial configuration and human activities, and the main goal is to explain the architectural evidences of production, bearing in mind that these are socially constructed spaces. Therefore, we think that an architectural work is a material element produced by human beings, a social product which expresses its social content through its material-spatial relationships. The hypothesis guiding this research holds that the essence of territorial configuration depends on the production cycles developed in the productive spaces, as well as in the application of techniques needed to perform the activities pertaining to each production cycle, such as gravity irrigation as a technical resource, which is the axis articulating the spaces for agro-industrial production. In other words, this technique is a link between the means of production and the final product. In order to test this hypothesis the research was conducted with an interdisciplinary approach combining the perspectives of architecture, archaeology, geography, and history. Therefore, the end result of this research is an explanation of the process of territorial configuration in the region under study, that is to say of how human activities were articulated with the necessary spatial transformations in the context of policies which were justified in their time and expressed through several architectural works. All these factors ultimately gave the region its current appearance.
Lombardy is one of the most densely populated and industrialized regions in Europe, where nearly 280 Seveso sites are located. The issue of risk communication, as set by the European Seveso Directive is therefore of high relevance in this region. Nevertheless, the Lombardy Region Authorities consider that the implementation of the Directive's provisions is too weak. Therefore, the Lombardy Region financed an exploratory research in November 2009 and all the research activities ended in February 2011. (Éupolis Lombardia 2011). The research was conducted in order to estimate the existing gaps in risk communication, the subsequent conflicts and to evaluate how to improve the participation of the population in the emergency preparedness activities. The main goal of the project was to improve the communication of risk to the population exposed to industrial risks, hence to mitigate the related social conflict on the basis of an institutional learning process involving governmental bodies industrial organizations and the population. The project was supported by a multidisciplinary research group, which investigated the following aspects:- the regional activities regarding the risk communication at local level;- the nature and status of the main stakeholders groups' perception of the industrial risks and the existing conflicts, collected through interviews and groups' discussions;- the analysis of the gaps and ways of improvement related to an effective strategy of communication between industry, population and emergency services. A forum involving all the institutional stakeholders was set to discuss this issue.The paper reports the main results of the research and illustrates the potential strategies to improve the risk communication and the population participation and preparedness for the Lombardy Region. The results showed that the level of risk perception of the population in Lombardy is still too low to define a program of communication without having considered in more detail the mode of involvement of the population. In a context characterized by a distorted perception of risk, the low risk perception could be a sensitive issue that may impend the start of the communication process because it could generate anxiety, alarmism or unnecessary conflicts. Nevertheless, the experiments carried out showed that the population potentially exposed to the industrial risks, if properly involved, shows particular interest in issues related to prevention and self-protection. According to the main results of research project, the involvement of population into a dedicated programme on risk communication should not present a significant concern and the conflict between the industries and the population does not appear to be a particular obstacle to risk communication. Negli ultimi mesi sono stati numerosi i casi riportati nei tg e nelle prime pagine dei giornali dai media relativamente ai casi di disservizio (furbetti del cartellino, violenza sugli assistiti) nelle ASL e nelle aziende ospedaliere. Ciò ha portato i legislatori ad orientarsi verso strumenti che amplifichino i poteri in capo al dirigente. Un primo passo in tale direzione fu già messo in atto dal decreto legislativo n.150 del 2009, meglio noto come riforma Brunetta, che ridefinì il sistema disciplinare suddividendo le infrazioni in 2 categorie: 1.infrazioni di minore gravità nelle quali sono comprese 1.Rimprovero verbale 2.Rimprovero scritto (censura) 3.multa fino a quattro ore della retribuzione 4.sospensione fino a 10 giorni con privazione della retribuzione. 2.infrazioni di maggiore gravità nelle quali sono comprese tutte le infrazioni al di sopra della sospensione fino a 10 giorni. Una novità di rilievo fu data dal fatto che mentre l'applicazione di sanzioni relative alle infrazioni di maggiore gravità è rimasta in capo all'ufficio per i procedimenti disciplinari, la titolarità dell'azione disciplinare relativa alle infrazioni di minore gravità è stata affidata al "dirigente della struttura presso la quale il dipendente lavora". Ma qual è, ad oggi, la figura responsabile dell'applicazione dei procedimenti disciplinari, per il personale infermieristico? Al fine di trovare risposta a tale quesito si sono esaminate le norme regolatorie dell'attività della professione infermieristica, è perciò doveroso, a tal punto, citare la legge 251 del 2000 che nell'istituire la dirigenza infermieristica al punto a) cita: l'attribuzione in tutte le aziende sanitarie della diretta responsabilità e gestione delle attività di assistenza infermieristica e delle connesse funzioni. Il problema della dipendenza gerarchica del personale infermieristico è un fatto purtroppo noto, infatti si è ritenuto opportuno citare un ricorso effettuato da alcune associazioni mediche al tar della lombardia nel 2007 riguardo al fatto che: "l'assetto organizzativo del SITRA, nel quale non sarebbero previsti ruoli o funzioni riservati ai dirigenti medici (…) violerebbe il diritto-dovere dei medici al pieno esercizio delle funzioni, esponendoli anche a rischi sotto il profilo delle responsabilità dirigenziali, che loro competono all'interno della struttura ospedaliera". Il TAR però ebbe modo di precisare che: "nella gestione del personale infermieristico non vi è sovrapposizione tra le funzioni del dirigente infermieristico, che si collocano a livello organizzativo, con quelle dell'esercizio dell'attività professionale da parte degli infermieri», affermando inoltre che «la più efficiente e funzionale organizzazione del corpo infermieristico non potrà che tradursi in un vantaggio per l'intera struttura ospedaliera…"

Cet enthousiasme permet la circulation active des idées et des opinions dans une Europe cosmopolite où l'élite intellectuelle est en mouvement constant. Les voyageurs s'adonnent avec plaisir au rituel du Grand Tour et font de l'Italie une étape essentielle de leur cheminement, bien que la péninsule soit encore fragmentée politiquement en une multitude d'États aux statuts variés. Le comte Giuseppe Gorani (1740-1819) d'origine milanaise, est l'un de ces aventuriers ayant œuvré pour la diffusion des idées des Lumières malgré la fermeture des frontières suite à l'éclat de la Révolution en France en 1789. Voyageur atypique, il est notamment connu pour l'écriture des Mémoires secrets et critiques des cours, des gouvernements et des mœurs des principaux États de l'Italie (1793) dans lequel il dresse un portrait tout en contrastes de l'Italie pré-révolutionnaire. En partant de l'étude des différents écrits de Giuseppe Gorani, il s'agit dans ce mémoire de découvrir la personnalité riche et complexe de l'auteur ainsi que sa formation intellectuelle. Afin de mieux les comprendre, il est nécessaire d'observer d'un oeil attentif le rapport d'amour et de haine voué par Gorani à sa ville natale, Milan, qui se trouve être à cette époque sous la domination de l'Autriche. Per questo, l'analisi del periodo situato tra 1774 e 1779, che corrisponde al più lungo soggiorno intrapreso dal Gorani a Milano, sin dalla prima partenza nel 1757, appare come fondamentale. I rapporti famigliari, gli incontri mondani e le letture realizzate dall'autore durante questi anni giovanili sono essenziali per chiunque vuole studiare la nascita del suo pensiero politico. Si tratta anche di realizzare un ritratto di Milano visto dal Gorani. Durante questo periodo, Milano è segnata da sconvolgimenti politici, economici e sociali. Questo lavoro sarà quindi completato grazie allo studio delle testimonianze di vari intelletuali milanesi e francesi, con lo scopo di capire il malessere che tocca il popolo milanese.
Nella storia della cartografia del Ducato di Modena tre sono le opere fondamentali che hanno apportato significative variazioni tecniche e di rappresentazione del territorio: quella del matematico ed astronomo Giovanni Antonio Magini all'inizio del 1600, quella dell'abate Domenico Vandelli intorno alla metà del 1700 ed infine quelle del Maggiore del Genio Austro-Estense Giuseppe Carandini nella prima metà dell'800. Sull'opera di quest'ultimo si incentra la presente relazione prendendo in esame sia la produzione cartografica "ufficiale" dell' Ufficio Topografico Estense dal Carandini diretto (che dal 1815 alla metà del secolo produsse un lavoro di rilievo e di elaborazione cartografica del territorio estense di altissimo livello), sia le mappe "derivate" più o meno palesemente da queste. All'inizio della scaletta espositiva viene presentata, come novità assoluta, la prima carta prodotta dall' Ufficio Topografico: la mappa degli Estensi Dominii, accuratissimo rilievo dell'intero Ducato basantesi sul sistema geodetico francese, a scala 1:100.000 che, data per dispersa durante i moti risorgimentali, è stata recentemente (e fortunosamente) ritrovata. La mappa, divisa in quattro spezzoni ed incollata su tela, presenta un solo foglio stampato (dove per altro è presente il frontespizio) mentre gli altri sono manoscritti e testimonia la grande competenza tecnica raggiunta in pochi anni dai militari Estensi. Le capacità operative dimostrate suscitarono il plauso degli Austriaci al punto da invitare gli ufficiali del Genio modenese alla realizzazione della grande carta in scala 1:28.800 dei possedimenti Imperiali in Italia e degli Stati satelliti (Parma, Modena e Toscana). Da questo ponderoso lavoro derivò anche la Carta militare del Ducato di Modena, meglio conosciuta come "carta Carandini" (presente in un unico esemplare presso l'archivio storico dell'IGM a Firenze), nonché una sua riduzione "commerciale", la Carta topografica del Ducato di Modena in scala 1:86.400 edita a Vienna nel 1842 ed aggiornata nel 1849, anch'essa oggetto di presentazione di questo lavoro. Frattanto i moti risorgimentali del 1848 permisero ai Piemontesi di venire in possesso dei rilievi Estensi mettendoli in grado di produrre una mappa, a fini essenzialmente militari, dove era presente anche il territorio del Ducato di Modena: la Carta topografica della Lombardia e dei Ducati di Parma e Modena, in scala sempre 1:86.400. Le altre opere derivate dalla "carta del Carandini", oggetto del presente lavoro, sono la Carta degli Stati Estensi, datata 1847, inserita nella Statistica degli Stati Estensi di C. Roncaglia, ed una meravigliosa carta manoscritta del Ducato al suo tramonto in scala 1:115.200, la Carta Topografica dimostrante i territori dello Stato di Modena, sconosciuta alle bibliografie, opera di un incisore operante a Modena intorno al 1850, Gaetano Raffo. ; In the history of the cartography of Duchy of Modena the fundamental works having introduced meaningful technical variations in the representation of the territory are just three: the first one is by the mathematician and astronomer Giovanni Magini in the beginning of 1600, the second one is by Domenico Vandelli around in the middle of 18 century and finally the works of the Genio Austro-Estense Corp by Major Giuseppe Carandini in the first middle of1800. On the work of this last one is focused the present relationship which is taking on examination both the "official" cartographic production of the Topographical Office of Estense Army (which from 1815 to the middle of century produced an high-level work of relief and cartographic elaboration of the territory), as the "derived" maps from these works. In the beginning of this report, as absolute novelty, I'm glad to introduce the first produced map by Estense Topographical Office: the map of the Estensi Dominii in Italia, an accurate scale 1:100.000 relief of the whole Duchy of Modena based on the French geodetic system. This work, lost during the fights of Italian Risorgimento, has recently been found again. The map is divided into four massive dissected linen-backed sections and is printed just only in the first part (where the frontispiece is in), while the other ones are manuscripts. This chart testify the great technical competence reached in few years by Estense Topographical Office. These operational abilities aroused the applause of the Austrians till to persuade to invite the officers of the Estense Genio Corp in the team which was working to the realization of the great map (scale 1:28.800) of the Imperial possessiones in Italy and of the satellites States (Parma, Modena and Tuscany). From this ponderous work derived also the military Mappa del Ducato di Modena (Map of the Duchy of Modena), better known as "Carta Carandini" (jus tkept in an only copy in IGM in Florence), as well as a reduction of it printed in Vienna in 1842 and adjourned in 1849 as a "commercial" copy: the Topographical Map of the Duchy of Modena (scale 1:86.400). In the meantime the 1848 Italian fights allowed the Sabaudian Army to get hold of the reliefs of Estense Topographical Office, allowing them in order to produce a military map showing the territory of the Duchy of Modena too: the Carta Topografica della Lombardia e dei Ducati di Parma e Modena (Topographical map of the Lombardy and of the Duchies of Parma and Modena, (always scale 1:86.400). The other works derived by "Carta Carandini", and shown in this work, are: the Carta degli Stati Estensi, (Map of the Estenses states) dated 1847, inserted in Statistica degli Stati Estensi by C. Roncaglia and a marvelous manuscript map of the Duchy in its sunset (scale 1:115.200): the Carta Topografica dimostrante i territori dello Stato di Modena, (Topographic map showing the Modena state territories) unknown to the bibliographies, engraved by Gaetano Raffo, an engraver who worked in Modena around 1850.
Come molte altre Regioni italiane, la Regione Piemonte nel 2018 ha avviato il percorso volto ad ottenere «forme e condizioni particolari di autonomia», ai sensi dell'art. 116 comma 3 Cost. (D.G.R. del 10.1.2018, finalizzata all'avvio del confronto con il Governo Gentiloni; nell'attuale Legislatura, delibera del Consiglio regionale del 6.11.2018, con allegato «Documento di indirizzo» contenente le motivazioni e le proposte specifiche di attribuzione di forme ulteriori di autonomia, nelle materie indicate). La proposta del Piemonte si basa sulle specificità del contesto socioeconomico e territoriale/istituzionale piemontese, caratterizzati – rispettivamente – da un sistema produttivo solido, ma denunciato come in difficoltà «nello sviluppare processi di investimento innovativi diffusi nel territorio», e da una ripresa della crescita del reddito medio delle famiglie e del mercato del lavoro, inferiore però sia alla media nazionale che a quella delle altre Regioni del Nord; e da un elevato numero e dispersione dei Comuni – soprattutto nelle zone di montagna –, all'interno di un territorio assai vasto (il secondo regionale per estensione dopo la Sicilia). Dal punto di vista del contenuto, il «Documento di indirizzo» approvato dal Consiglio regionale si presenta assai articolato: la Regione chiede forme e condizioni ulteriori di autonomia in numerose materie, alcune delle quali di particolare rilievo (per esempio il governo del territorio, le infrastrutture, i beni paesaggistici e culturali, l'istruzione, la sanità, il coordinamento della finanza pubblica e del sistema tributario, l'ambiente); e prospetta – a seconda dei casi – l'attribuzione di maggiori competenze legislative o amministrative. La proposta, peraltro, non affronta esplicitamente il problema del trasferimento dallo Stato alla Regione delle risorse necessarie per svolgere le maggiori funzioni richieste, che è attualmente al centro del dibattito politico in relazione alle analoghe richieste di "differenziazione" ex art. 116 comma 3 Cost. presentate dalle Regioni Lombardia, Veneto ed Emilia- Romagna ed oggi in stadio più avanzato di trattazione. Muovendo dalla descrizione delle motivazioni e del contenuto della proposta della Regione Piemonte, l'intervento che qui si presenta (riconducibile all'«obiettivo particolare di ricerca» del Convegno – «Regionalismo differenziato, sistema finanziario e specialità regionale», indicato nella call) mira a mettere a confronto il modello regionale "differenziato" piemontese, che emerge dalla proposta stessa, e l'esperienza – ormai settantennale – della specialità regionale della Valle d'Aosta. Posto che la Regione Valle d'Aosta confina con il Piemonte, e condivide con esso alcuni aspetti peculiari – come in particolare l'elevata dispersione dei Comuni e dei vasti territori montani da amministrare –, ci si intende interrogare sulla forma di regionalismo più adeguata per affrontare questi problemi nel contesto presente e, correlativamente, sulla necessità/opportunità di ripensare il modello della specialità valdostana anche alla luce del processo di "differenziazione" piemontese (e di altre Regioni soprattutto del Nord).
Nel Medioevo la Valtellina, parte della diocesi di Como, restò ai margini delle strategie politico-territoriali della fascia subalpina. Ciò spiega, al pari delle distruzioni volontarie o dovute a calamità naturali, la scarsità di testimonianze superstiti della civiltà romanica. Gli scavi archeologici condotti nell'ultimo ventennio, promossi dalla Soprintendenza per i Beni Archeologici della Lombardia e coordinati da Valeria Mariotti, hanno tuttavia rivelato nuove tracce di tale civiltà in una trentina di contesti religiosi, rendendo opportuno un nuovo tentativo di sintesi del fenomeno. Alla luce dei dati archeologici, anche in Valtellina nei secoli XI e XII l'attività costruttiva fu sostenuta, ma a parte le ecclesiae baptismales difficilmente si andò oltre l'aula absidata di medie dimensioni e di modesta qualità costruttiva. Considerando invece le ecclesiae baptismales, in Sant'Eufemia a Teglio è riemerso il tracciato dell'aula absidata paleocristiana, dotata di un podio che includeva l'altare e il sedile semicircolare per i celebranti (synthronos). Si tratta di un elemento liturgico ormai ben documentato nell'Italia del nord per i secoli V e VI. All'inizio del XII secolo (forse in occasione della consacrazione del 1117) la chiesa fu demolita e ricostruita a tre navate e tre absidi, secondo un modello diffuso nella valle (San Lorenzo a Chiavenna, San Vincenzo a Gravedona, Santo Stefano a Mazzo) e in tutta l'area lombarda. Demolito anche questo edificio per lasciare il posto all'attuale chiesa rinascimentale, alcuni frammenti dei dipinti murali furono sigillati nel nuovo pavimento: si tratta di pittura romanica di qualità, in attesa di un tentativo di ricomposizione del puzzle. 150 m a est di Sant'Eufemia si trova la cappella di San Pietro, databile al secondo quarto del secolo XI e forse già in stretto rapporto con l'ecclesia matrix. L'ecclesia baptismale di Santo Stefano a Mazzo è citata per la prima volta nel diploma imperiale del 3 gennaio 824. Nel 1150 è attestata la canonica. Alla fine del XIII secolo il collegio risulta composto dall'arciprete e da cinque canonici. Databile alla fine del secolo XI è la struttura ottagonale con presbiterio rettangolare est (demolito) del battistero di San Giovanni, confrontabile con i battisteri di Agliate, Oggiono e Lenno, e invece meno vicino al modello ambrosiano a nicchie. Gli scavi 1999-2001 all'interno del battistero hanno rinvenuto il fonte battesimale preromanico ad immersione, probabilmente quello indirettamente attestato nell'824. Evidenti tracce di una fase romanica emergono dall'adiancente chiesa di Santa Maria (ricostruita fra i secoli XVII e XIX) e dall'ecclesia matrix di Santo Stefano (ricostruita nel XV secolo), 40 m a nordest del battistero. Di conseguenza si ipotizza che alla fine dell'XI secolo l'intero complesso sia stato riprogettato con due chiese e un battistero, secondo il modello delle cattedrali doppie lombarde.
ITALIANO: La dominazione di Filippo Maria Visconti in Lombardia (1412-1447) fu il risultato di un tentativo, solo parzialmente riuscito, di ricomporre i vasti territori già dominati dal primo duca, Giangaleazzo Visconti. Per trentacinque anni, il terzo duca di Milano governò uno stato ampio, ricco e prospero, ne rafforzò le istituzioni, coltivò alte ambizioni monarchiche e proclamò idee di pace, di concordia e di giustizia. L'uso delle armi e della diplomazia e il serrato confronto con gli attori politici, sociali ed economici del dominio furono gli strumenti adottati per rafforzare e consolidare il dominio ducale. Gli autori di questo volume illustrano i modelli politici sottostanti all'esercizio dell'autorità del duca, i modi di relazione che si stabilirono tra autorità e sudditi, la costruzione dell'apparato simbolico e ideologico, la committenza artistica del principe, la politica ecclesiastica e le vicende religiose del ducato sullo sfondo dei concili di Costanza e Basilea. Sono inoltre analizzati alcuni specifici momenti della politica ducale: gli atti di dedizione del 1412, l'assetto geopolitico fissato nel 1435 dopo la vittoria di Ponza, la crisi degli ultimi anni del ducato caratterizzata dalla spietata esecutività delle pratiche di governo. Il libro, in definitiva, vuole offrire una visione più approfondita e problematica della dominazione del terzo duca di Milano, che nei suoi chiaroscuri risulta essere un momento importante della stabilizzazione degli assetti dello stato regionale lombardo. / ENGLISH: Filippo Maria Visconti's lombard domination (1442-1447) was the issue of an attempt, only partially achieved, of restoring the extended territorial State built by the first duke of Milan, Giangaleazzo Visconti. For 35 years, Filippo Maria – the third duke of Milan – ruled over a wide, rich and prosperous State, strenghten its institutions, cultivate high political ambitions and proclaimed elevated ideas of peace, faith and justice. The use either of weapons and diplomacy and the close dialog with the social and economic actors, were the instruments for strenghten and stabilize the ducal rule. The authors of this volume describe the political models informing the ducal authority, the relations between prince and subjects, the building of symbols and ideological values, the princely art patronage, the ecclesiastical politics at the time of the Basel-Costance conciles. Furthermore, the book deal with some specific moments of the ducal politics: the oaths of loyalty of 1412, the geopolitical assets fixed after the victory of Ponza (1435), the last years when a practice of coercion and a fierce exercise of power was dictated. This book, ultimately, aims to offer a more deep and problematic vision of this domination which, with his contrasts and contradictions, represents an important step for the stabilisation of the new regional State's assets and purposes.
Lombardy is one of the most densely populated and industrialized regions in Europe, where nearly 280 Seveso sites are located. The issue of risk communication, as set by the European Seveso Directive is therefore of high relevance in this region. Nevertheless, the Lombardy Region Authorities consider that the implementation of the Directive's provisions is too weak. Therefore, the Lombardy Region financed an exploratory research in November 2009 and all the research activities ended in February 2011. (Éupolis Lombardia 2011). The research was conducted in order to estimate the existing gaps in risk communication, the subsequent conflicts and to evaluate how to improve the participation of the population in the emergency preparedness activities. The main goal of the project was to improve the communication of risk to the population exposed to industrial risks, hence to mitigate the related social conflict on the basis of an institutional learning process involving governmental bodies industrial organizations and the population. The project was supported by a multidisciplinary research group, which investigated the following aspects: - the regional activities regarding the risk communication at local level; - the nature and status of the main stakeholders groups' perception of the industrial risks and the existing conflicts, collected through interviews and groups' discussions; - the analysis of the gaps and ways of improvement related to an effective strategy of communication between industry, population and emergency services. A forum involving all the institutional stakeholders was set to discuss this issue. The paper reports the main results of the research and illustrates the potential strategies to improve the risk communication and the population participation and preparedness for the Lombardy Region. The results showed that the level of risk perception of the population in Lombardy is still too low to define a program of communication without having considered in more detail the mode of involvement of the population. In a context characterized by a distorted perception of risk, the low risk perception could be a sensitive issue that may impend the start of the communication process because it could generate anxiety, alarmism or unnecessary conflicts. Nevertheless, the experiments carried out showed that the population potentially exposed to the industrial risks, if properly involved, shows particular interest in issues related to prevention and self-protection. According to the main results of research project, the involvement of population into a dedicated programme on risk communication should not present a significant concern and the conflict between the industries and the population does not appear to be a particular obstacle to risk communication. On the contrary it was shown that collaboration could be beneficial for all the stakeholders while the most significant limitation to this process, is the low public perception of the problem.
In the present work, which follows the main argumentation presented in «Las Varias poesías de Hernando de Acuña (1591): de un diseño estructural renacentista a una impresión manierista», Analecta Malacitana, xxx, 2 (2007), pp. 395-444, the author wants to design the way that sent Hernando de Acuña from a direct, and maybe friendship knowing of the figure and the poetry of Garcilaso de la Vega, to the transformations that the Castilian poet supported through the edition ob Boscán's own poetry in three books, added with a fourth books with the Garcilaso's poems. The Hernando de Acuñas' petrarchism can't be only defined by the canonical Petrarch's Canzoniere: the poetic appropiation of this canon by Boscán and the structure whom he did to his works are elements who determined in a major degree the poems of Acuña. In the article I've had in the first place, I've had just attended to the structural imitation to the Boscan's editio. In the present work, my attention looks for the imitatio vitae of the «humanismo militar» that Garcilaso personified, idea of millitar humanism that Acuña knew how to tranfigure from the battle fields on North Italian to the Netherlands, just in a exercise of dislocation of the "natural" process of the Renaissence poetry: from the italian metric and forms revolution to a flash back who took form in a recusation of the humanist ideals of the soldier to a way which tell us about the baroque "desengaño" and the «ars moriendi" topic figures. ; Este artículo, que prosigue la línea argumentativa ya presentada en «Las Varias poesías de Hernando de Acuña (1591): de un diseño estructural renacentista a una impresión manierista», Analecta Malacitana, xxx, 2 (2007), pp. 395-444, pretende esbozar la vía que condujo a Hernando de Acuña desde un conocimiento directo de la figura y de la obra de Garcilaso a las transformaciones a las que el poeta castellano fue sometido en la edición de los tres libros de Boscán en 1543, acompañadas del cuarto libro dedicado a Garcilaso. El petrarquismo de Acuña no vendrá definido por el canon del Canzoniere de Petrarca y el código que sus rimas establecen, sino por la substanciación poética de Boscán y la estructura que da a sus propias obras. Si en el artículo ya citado me centré en la imitación estructural de Boscán, aquí me centro en una imitatio vitae del humanismo militar que Garcilaso representó, y que Acuña supo transplantar desde los tercios de Lombardía a los tercios de Flandes, hasta abocar en su traducción en coplas castellanas de El cabellero determinado de Olivier de la Marche, como primer paso hacia una recusación desengañada de la poesía renacentista.
Trilateral regulation, based on relations among trade unions, employers (or their associations) and governments, is one of the main mechanisms of socio-economic regulation in Western countries since decades, as well as a cornerstone of the so-called European social model. Notwithstanding, work regulation without trade unions' involvement is an increasingly widespread reality, especially within innovative workplaces. This outcome gives credit to the "race to the bottom" and "globalization theories", which predict a general convergence towards a neo-liberal institutional setting, where there is no space for labour and work regulation is unilaterally set by firms. To examine what underlies trade unions' inclusion or exclusion from regulatory processes, this research focuses on an innovative business like the Factory Outlet Centre, a huge retailing complex with almost one thousand workers, mostly shop assistants. Actually, from an Industrial Relations perspective, it might not be the appropriate unit of analysis to test trilateral regulation's survival, given that its features, like being a greenfield and a multi-employers workplace full of several micro-firms, are usually associated to labour's under-representation. But the context matters too, and here Italy is the setting of analysis, which is a particularly fitted context, because it shows an "organized" system of industrial relations, where labour representation is traditionally rooted. Moreover, Italian legal framework on commerce has been recently reformed, moving several competencies to regional and local administrations. Within this frame, field work deepens eight Factory Outlet Centres evenly spread in four regions (Toscana, Emilia Romagna, Lombardia and Veneto), allowing the emergence of regional varieties, as the ones related to political sub-cultures. The working hypothesis is that innovative businesses rely on new ways to coordinate socio-economic activities that, challenging the old features of regulation, allow the first-mover to act as a rent-seeker, unless involved entrepreneurs, politicians and trade unionists reach a new compromise. So there are only two kinds of actors, "first-movers" and "subordinates", and three kinds of actions, unilateral, negotiated and cooperative. As far as our case-studies are concerned, first-movers are entrepreneurs who promote and develop retailing complexes such as Factory Outlet Centres; as well as local governments, which hold the legal authority to give planning permissions and retailing licenses to make them operate. Instead, subordinate actors are trade unions, firstly worried about the way to reply to others' strategies. As far as cooperation and opportunism are concerned, the former targets to positive-sum games, while the latter always conceives at least a loser. Thanks to an extended review of policy documents, sentences, local newspapers and twenty-two interviews, this research explains precisely why in few cases trade unions have been involved in the work regulation, while in the others such a triangulation has not been feasible, letting employers and local politicians set the rules. Indeed, a clear finding emerges from the empirical analysis. Whenever work regulation is decentralized at local level, employers and local administrators join together to exclude, unilaterally, trade unions from the deal, exchanging mutual favours and acting as perfect rent-seekers. On the contrary, insofar as a more centralized public actor actively intervenes, such as regional policy-makers or judges, cooperation permeates work regulation, including trade unions along with employers and local administrators, as also leading to positive repercussions on workers' well-being without undermining company's profitability. A straightforward demonstration of this dark side of decentralization comes from the Sunday openings issue. On one hand, Sunday openings and the related extension of working time have been allowed by local government and then imposed to workforce by management. On the other, whenever a regional control is still effective, the issue has been solved through an innovative form of industrial relations: collective bargaining at the "site" level, where the workers' counterpart is not their employer, usually a shop-keeper, but it is their workplace's manager, that is the Factory Outlet Centre's director. Here the deal is stroke because trade unions accept a flexible working time arrangement in return for compensations like wage increases and a space for unions' local section. Besides, the ways unions approached these innovative workplaces shed light on the Italian version of "trade unions' revitalization", which encompasses a mix of both organizing and servicing strategies. Basically, despite site-bargaining renovates unions' actions preserving their ability to mobilize workers, its fragility clearly stands out, due to the need of an increasingly rare supportive state. Once said so, the spread of bilateral agencies, despite often judged as a unions' failure and a betrayal to their collective mission, might be the best results currently achievable, at least to keep some power to influence counterparts and institutions. It goes without saying that such a line of reasoning assumes that these two efforts are not seen as mutual exclusive but, adequately set, self-reinforcing. Despite this research zooms a narrow phenomena like Factory Outlet Centres, it aims at contributing to the huge academic debate regarding institutional change, here interpreted in relation to regional models of industrial relations. Among the four regions observed, Toscana and Veneto are in line with their institutional paths, respectively, a neo-corporatist and a neo-conservative one. Vice versa, Lombardia and Emilia Romagna are getting ahead of an institutional change: a bit more labour-friendly the former, in respect to its pluralist point of departure, and a much less labour-friendly the latter, a counter-intuitive outcome considering its progressive tradition and its actual approach inspired to social dialogue. The results open to further researches, specially on different workplaces within the context already considered, Italy, in order to confirm or to controvert such trends; as well as on different contexts but within the same workplace, Factory Outlet Centre, in order to find out similar or different outcomes. As demonstrated in this work, business innovation has strong implications for the future of trilateral work regulation, whose directions are not predictable, depending both on actors' strategies and institutional settings. Obviously, any further deepening of such mechanisms is welcomed.
Il programma di iodoprofilassi è stato introdotto in Italia a seguito dell'approvazione della Legge 55/2005 "Disposizioni finalizzate alla prevenzione del gozzo endemico e di altre patologie da carenza iodica", con la quale si definiscono le modalità di utilizzo e di vendita del sale iodato. A supporto dello strumento legislativo, nel 2009 è stato istituito, presso l'Istituto Superiore di Sanità, l'Osservatorio Nazionale per il Monitoraggio della Iodoprofilassi in Italia (OSNAMI). L'OSNAMI, in collaborazione con gli Osservatori Regionali per la Prevenzione del Gozzo, ha il compito di verificare l'efficienza e l'efficacia del programma nazionale di iodoprofilassi e di fornire informazioni utili per eventuali azioni correttive. A tale scopo, tra il 2007 e il 2012 l'OSNAMI ha effettuato un primo monitoraggio condotto su 7455 bambini in età scolare. In quegli anni la vendita di sale iodato in Itali era inferiore al 50% di tutto il sale venduto e l'analisi degli indicatori specifici (ioduria, frequenza di gozzo in età scolare e TSH neonatale) aveva dimostrato il persistere di una lieve carenza nutrizionale di iodio nel nostro Paese. Infatti la concentrazione mediana di iodio urinario (Urinary Iodine Concentration, UIC) era risultata indicativa di iodo-sufficienza solo in tre (Liguria, Toscana, Sicilia) delle nove regioni esaminate (Piemonte, Lombardia, Veneto, Molise, Puglia, Calabria), mentre la prevalenza del gozzo era superiore al valore soglia del 5% in tutte le 6 regioni che avevano fornito i dati (Liguria, Emilia-Romagna, Marche, Toscana, Calabria, Sicilia). In accordo con gli altri indicatori, anche la frequenza di valori elevati di TSH neonatale (5.9% nel 2015) aveva confermato una lieve carenza nutrizionale di iodio nella popolazione neonatale. Infine, l'analisi delle prescrizioni di farmaci anti-tiroidei (metimazolo), quale misura indiretta dei nuovi casi di iperttiroidismo nella popolazione, di fatto non aveva mostrato variazioni significative nel numero di prescrizioni nel periodo 2006-2012 rispetto al passato, anche se Bolzano, dove la iodoprofilassi è attiva da circa 40 anni, risultava ancora la provincia con il più basso numero di prescrizioni per abitante. Sulla base di questi risultati, la Direzione Generale per l'Igiene e la Sicurezza degli Alimenti e la Nutrizione (DGISAN) del Ministero della Salute insieme al panel di esperti dell'OSNAMI hanno deciso di intensificare le campagne informative per la promozione del programma di iodoprofilassi attraverso la diffusione dello slogan poco sale ma iodato, in accordo con la strategia di riduzione del consumo di sale, già attuata a livello nazionale dal Ministero della Salute. Tali sforzi, supportati anche dal continuo impegno nel promuovere il programma di iodoprofilassi da parte di Associazioni dei Pazienti, Società Scientifiche, medici dei Servizi per l'Igiene degli Alimenti e la Nutrizione (SIAN), hanno portato al raggiungimento della iodosufficienza, così come dimostrato dai risultati della seconda sorveglianza OSNAMI riportati qui di seguito come dati nazionali e nell'intero volume con dettaglio regionale.
