In 2002 the world remained strongly aware of the shared dangers to all human society, notably from terrorism & weapons of mass destruction, but the policy agenda was increasingly dominated by actions & plans of the US. Divided reactions to these reflected the diversity of analyses of new threats, & of views on proper policy responses. A truly comprehensive strategy would need to balance all dimensions of security, avoid counter-productive use of resources, & choose correctly between methods of action & restraint. The European, integrative approach has strengths as well as weaknesses in this context & finds imitators elsewhere in the world. Real progress, however, demands a review of the role & powers of global institutions, notably the UN. Adapted from the source document.

In diesem Band analysieren Persönlichkeiten aus Wissenschaft und Politik mit jeweils sehr unterschiedlichen Erfahrungshintergründen Themen, die für das Selbstverständnis und die Außenwahrnehmung des Internationalen Bundes (IB) von Bedeutung sind: - das Erbe des damals gerade besiegten Nationalsozialismus und die NS-Vergangenheit vieler Führungskräfte; - die Bedeutung einer europäisch orientierten emanzipatorischen Pädagogik und politischen Bildung; - die Rolle der Nachkriegspolitik, insbesondere die der SPD, bei der fachpolitischen Positionierung des IB im Nachkriegsdeutschland; - die Begründung und Gestaltung der engen Partnerschaft zwischen IB und Deutschem Roten Kreuz; - den mit den 1970er Jahren einsetzende Reform- und Öffnungsprozess im IB; - den heutige Umgang des Unternehmens IB mit seinem Erbe. Der neue Band knüpft an die Veröffentlichung der Gründungsgeschichte des Internationalen Bundes an, die 2017 erschienen und auf großes Interesse gestoßen ist. Er ergänzt damit den Blick auf die Geschichte dieses großen Trägers der Jugend-, Sozial- und Bildungsarbeit um weitere bedeutsame Facetten.

In diesem Aufsatz werden das Ausmaß und die Ursachen der weltweiten Zerstörung von Kulturgütern untersucht. Am Beispiel der Kulturdenkmäler werden die Ursachen (Luftverschmutzung, saurer Regen) dargestellt und gezeigt, daß die Zerstörung in den letzten Jahrzehnten immer stärker zunimmt. Bei den soziopolitischen Ursachen der Traditionsvernichtung werden der Niedergang der Stadt-Kultur, die Zerstörung durch wirtschaftliche Ausbeutung und der Verlust durch Kriege thematisiert. Der Autor hebt hervor, daß eine weltweite Nivellierung der Kultur durch die Industrieländer stattfindet. "Die tagtägliche Vernichtung von regionalen Unterschiedlichkeiten, von historisch Gewachsenem, von zivilisatorischen Besonderheiten, von Gebrauchsgegenständen und Gewohnheiten, von Riten und Lebensauffassungen läßt nur noch die durchschnittliche Existenz eines in der Industriehierarchie Beschäftigten zu, der die weltweit gültigen Industriekulturgüter herstellt und verbraucht, der sich mit diesem Angebot zufrieden geben soll und es auch tut". Es werden internationale Verträge zum Schutz der Kulturgüter auf ihre Wirksamkeit hin untersucht und abschließend für eine radikale Abkehr von Großtechnik und Massenverkehr plädiert. (GF)

The Evolution of International Negotiation Processes

AbstractThis article looks at the evolution of international negotiation. The practice of negotiation between sovereigns goes back at least 4,500 years. Detailed cases are found in the royal archives of Mari from the time of the Babylonian lawgiver Hammurabi and in the el-Amarna archives of the pharaohs. Though the protocol and substance of negotiation have changed over time, there is striking continuity of structure and process. Argumentation has not changed much. The study of well-documented historical examples can therefore deepen and enrich our understanding of negotiating. In modern European history we can detect, alongside recognizable and constant features of negotiation, elements that have evolved over time. We identify four features of the international system that have impacted the evolution of international negotiation in recent centuries: technological development, international regime change, growing trust and transparency, and the enhanced, autonomous role of small powers.
