Der Beitrag behandelt die Frage, ob sich die gegenwärtige Weltwirtschaft als globalisierte Ökonomie bezeichnen lässt. Eine Analyse des Begriffs einer globalisierten Gesellschaft und die Untersuchung gegenwärtiger Trends in der internationalen Wirtschaft kommt zu dem Schluß, "daß Globalisierung nicht stattgefunden hat und wahrscheinlich auch nicht stattfinden wird." Die Nationalstaaten sind in der Lage, der Macht der Finanzmärkte Grenzen zu setzen. Solche wirtschaftlichen Maßnahmen werden von den Möglichkeiten und Fähigkeiten von Regierungen abhängen, soziale Akteure zu koordinieren und zu mobilisieren. Der Erfolg einzelner Staaten beruht in wachsendem Maße auf besonderen Umverteilungsmaßnahmen und auf den Quellen sozialer Solidarität. Daraus können z.B. Japan und Deutschland Vorteile gegenüber den USA oder Großbritannien ziehen. Es existiert keine vollständig globalisierte Wirtschaft, sondern eine internationale Wirtschaft, auf die einzelne Nationen unterschiedlich reagieren. Der Begriff "Globalisierung" fungiert als ein "negativer Idealtypus", welcher es gestattet, die sich verlagernde Balance zwischen internationalem ökonomischen Druck bzw. internationaler Regulierung sowie der Wirtschaftspolitik auf nationaler und auf Blockebene zu beurteilen. C'est ainsi qu'elles parlent des «lois de l'humanité», des «usages reconnus», des «exigences de la conscience publique».

Between July 1,1951 and March 31,1952,1 the International Bank for Reconstruction and Development made fourteen loans totalling $212,658,000, bringing total loan commitments as of March 31, 1952 to $1,326,183,000. Through this period, the Bank continued to advise member governments in the preparation and execution of specific development programs and of general programs for economic development in member countries and their territories.

On the eve of the Diplomatic Conference, which is to hold its second session in Geneva at the beginning of February, we think it worth while to recall the titles of some books and documents published by the ICRC about the Geneva Conventions, their dissemination and the development of international humanitarian law.
