In many countries the tendency of management development getting to the public sector is growing bigger.Especially underlined is the New public management role. Different authors, differently treat this conception. Onegroup understands it like an absolutely new perception idea, which unifies general tendencies that were dominatingin many countries and had an impact to the early stage of understanding the modernization of public sector. Otherssay that the New public management system isn't a new idea and it came from various theoretical thesis. Howeverscientific literature in most cases writes the opinion that the New public management has no independent theoreticalsources and that its theoretical base consists of two foundations: public opinion theory and management.Talking about standard basis, which regulates the dominating system of the local administration in the Republicof Lithuania, the author analyze only the acts of law that state the position of country about the dominatingsystem of local administration. That is, law acts have to have stated in them the main reform aspects of the publicsector. Noteworthy points of this strategy fixed in the law acts are: Country's long-term development strategy,Public administration expansion strategy as far as to year 2010, Lithuanian regional politics strategy to the year2013, balanced National development strategy. Not less important are the other law acts like the LithuanianRepublic's Government program for the year 2004-2008, confirmed by some central government institutions andthere carried out functions of decentralization and deconcentration conception with the realization of the first stepof this conception by all confirmed means.Noteworthy those at this time working laws that regulate the local administration in Lithuanian Republicsometimes have arguing points, but how to efficiently install new management development in the public sector, bythis means and in the local administration, are not presented.It seems that the present valid law acts are prepared with ...

The article focuses on the complex and economic evaluation and comparison of selling terms provided by the international on-line sellers. Analysis of scientific literature on electronic commerce (e-commerce) published by Oxford University Press, Cambridge University Press, Harvard University Press, Springer, M. E. Sharpe, Routledge, etc. shows that 15% of the authors analyse only selling terms. Most of these authors investigate selling terms from an economic point of view and others, only about 1, 5 %, from a legal point of view. The authors that analyse selling terms give the same attention to the international and national issues, but more attention to the United States of America than to the European Union issues. So, the results of this analysis show the importance of research, which combines economic and legal terms, and give more attention to the European Union on-line sellers. The paper presents the results of investigations in this context.In the study, consideration of selling terms is seen as a part of the analysis of purchaser's decision process where impacts of legal and economic aspects are essential. The same is for the products being sold at international level. Results of theoretical and practical studies show that implementation of internet technologies determines the necessity to identify and analyse the following key issues. The legal and economic aspects are not analysed together in scientific literature. Most of authors, which analyse legal aspects, do not consider economic aspects; the selling terms provided by on-line sellers are not widely analysed from economic perspectives; the selling terms concerning digital products are analysed in 2,4% of the books published in the area of e-commerce.The study presented in the paper contains four different aspects. Conditions of land ownership, land development and land development control on the urban fringe of Latvia are similar to those prevailing in other Baltic countries. In Latvia several factors have combined to produce a situation that is unusually favourable for the individual owners of land on the urban fringe. No legal and administrative barriers, market factors such as the high and rising price of land which created and incentive to speculate in land, weak land development regulations which allowed land-owners to sub-divide and sell land on a plot-by-plot basis at fully urban prices with no requirement to provide urban services. Land-owners avoid any responsibility for the external diseconomies of the development they influence while selling land. They received net what buyers paid for housing sites, while leaving municipal governments to retroactively have to provide essential public services. This institutional framework has allowed the continuation of unserviced sprawl-type development in urban fringe areas in Latvia, and in particular has encouraged the highly distinctive pattern of intermixture of land-uses. As a result the most important features in Latvia are: the fragmentation of rural land holdings; the continuing mixture of land-use, mixture of interests of land- owners as land users, developers and speculators, and the relative weakness of land development control. The present paper discusses the following main querries: what instruments are available for state and municipality, what is the role of planning in governing and guiding of urban diffusion processes to control urban sprawl in Riga surroundings (Pieriga) in the context of urban and spatial development policy in Latvia. Public distrust of political institutions as well as civil service itself is still dominantin Lithuanian society. The paper seeks to reveal the image of civil servants and civilservice itself which undoubtedly is related with public trust. The paper is based on theanalysis of empirical quantitative data and content analysis. Comparative analysis ofpublic opinion surveys conducted in 2003 and 2008 indicate that public approachtowards civil service is changing very slightly and sceptical attitudes are the leadingones. The content analysis of selected newspapers and online internet news reveals thatcritical information about civil service is more frequent than a positive one. It might beassumed that the above mentioned issues have negative influence on civil service imageand possibly imply sceptical public attitudes towards civil service.

The purpose of this article is to analyse theoretical aspects of the implementation of publicprivatepartnership. The article highlights the key role of the government in implementing publicprivatepartnership, which must establish an adequate system for managing the partnershipprocesses. This system must include processes such as formation of a partnership structure anddetermination of its scope, cost and risk sharing between partners, conclusion of the partnershipcontract, contract management, and phase management of the public-private partnership therealization and operation. The article highlights dysfunctions in the implementation of publicprivatepartnership, determining deviations from the objectives of the principles of efficiency,economy, transparency, accountability and equity that are applied to partnership.
