COMMUNISM IN EAST ASIA: THE PRODUCTION IMPERATIVE, LEGITIMACY AND REFORM

THE CAUSE OF RECENT REFORMS IN COMMUNIST EAST ASIA APPEARS TO BE THE PRODUCTION IMPERATIVE. BUT IT IS A MISTAKE TO ASSUME THAT THE CAUSE OF REFORM IS THE SAME THROUGHOUT COMMUNIST EAST ASIA OR THAT A SINGLE REFORM PROCESS IS UNDER WAY. ALTHOUGH THE PRODUCTION IMPERATIVE CAN BE A STIMULUS TO REFORM, IT IS NOT ESSENTIAL NOR IS IT SUFFICIENT ALONE. A NATIONAL COMMUNIST PARTY'S SEARCH FOR LEGITIMACY OR ITS RELATIONSHIP WITH THE USSR MAY SPUR REFORM. MOREOVER, THE PRODUCTION IMPERATIVE MAY BE A CONSEQUENCE OF THE DESIRE TO REFORM, RATHER THAN A CAUSE.
