The notion of job quality has been at the forefront of academic and policy-debates, best crystallized in the pursuit to create more but also better jobs as a route to economic prosperity. Motivated by the need to better understand how occupational-level structures shape job quality, we derive predictions from the occupational closure literature to explore how occupational licensing – the strongest and fastest growing form of closure – shapes job quality in Britain. Using nationally-representative data over several decades, we find that the effects of licensing tend to be confined to jobs in the most stringently-licensed occupations, with such jobs having higher pay, lower job insecurity, greater opportunities for skill-use, and higher continuous learning requirements – relative to jobs in similarly-skilled unlicensed occupations. Of particular concern, however, is the finding that jobs in stringently-licensed occupations are also characterized by significantly lower task discretion and significantly higher job demands. Overall, our study adds a new dimension to job quality debates by highlighting the role of emergent occupational-level institutional structures in shaping job quality, and further, that despite the overall positive effects closure strategies have, they may come at a cost to certain critical intrinsic dimensions of job quality.

Die Aushandlung über Verbleib in oder Rückkehr zur Arbeit bei veränderter Gesundheit ist ein komplexer sozialer Prozess in welchem heterogene Akteure interagieren und organisationale Rahmenbedingungen wirken. Ob eine Integration gelingt, wird demnach maßgeblich im betrieblichen Alltag verhandelt. In meinem Beitrag nutze ich das Potential qualitativ-interpretativer Gesundheitsforschung, diese alltäglichen Integrationspraktiken in den Blick zu nehmen und ihre Verlaufsmuster herauszuarbeiten. Anhand offen strukturierter Interviews mit verschiedenen betrieblichen Akteuren zeige ich, dass sich Integrationsprozesse in vier Phasen mit jeweils charakteristischen Ereignissen und Akteurskonstellationen unterteilen lassen. Deutlich wird, dass die betriebliche Praxis durch ein Wechselspiel zwischen formal-kodifizierten und informal-variablen Reaktionen auf Integrationsbedarfe geprägt ist und direkte Vorgesetzte Schlüsselakteure für eine gelingende Integration sind.

The occupational mobility of migrants is one of the key characteristics of their economic integration. The article analyzes the occupational mobility of immigrants from their countries of origin to Russia and its main determinants. Mobility of migrants from the last job at home to the first job in Russia and from the first job to the current job in Russia is considered. The empirical basis is the data of a representative survey of migrants (more than 8500 citizens of the CIS countries and Georgia. The evidence shows that immigrant occupational mobility is characterized by a combination of large-scale intense initial downgrading when migrants enter the Russian labor market and a limited occupational progress during their stay in Russia. Higher education and Russian proficiency reduce the risks of downward mobility during the transition from the last job in the home country to the first job in Russia, but their influence on the economic integration of migrants is very limited. A significant factor is the structure of the regional market: the larger the proportion of people employed in labor-intensive service industries, the higher the likelihood of immigrant occupational downgrading. The evidence for Russia is more in line with the proposal of segmented assimilation theory, which suggests that immigrants experience has limited or blocked occupational mobility.

The US military has been praised for pursuing policies of integration and affirmative action, but the concept of integration appears to be identified with increased rates of representation and promotion of women and minorities, rather than occupational integration. In this paper trends in the evolution of horizontal occupational segregation of enlisted personnel by race and gender are documented for the four Armed Forces for the period 1984-98, using a multi-dimensional numerical approach developed by Silber and extended by Watts. It is shown that only the Navy achieved occupational integration by gender and race over this period, but that the highly skilled occupations tended to enjoy higher rates of integration (lower increases in segregation) than other groups of occupations within the overall structure of employment by race and gender. These results suggest that further research is required to explore the interaction of practices of recruitment and occupational assignment with the occupational preferences and aptitudes of new applicants for military employment. "The rise in world trade since 1970 has raised international mobility of labor services. We study the effect of such a globalization of the world's labor markets. We find that when people can choose between wage work and managerial work, the output gains are U-shaped: A worldwide labor market raises output by more in the rich and the poor countries, and by less in the middle-income countries. This is because the middle-income countries experience the smallest change in the factor-price ratio, and where the option to choose between wage work and managerial work has the least value in the integrated economy. Our theory also establishes that after economic integration, the high skill countries see a disproportionate increase in managerial occupations. Der Bericht fasst Überlegungen, Ziele, Strategien, Erfahrungen und Schlussfolgerungen zusammen, die im Zuge der BQN-Vorhaben entstanden sind bzw. einen wichtigen Stellenwert eingenommen haben. Die "Initiativstelle Berufliche Qualifizierung von Migrantinnen und Migranten (IBQM)" im Bundesinstitut für Berufsbildung ist bis zum 31. Dezember 2006 für die wissenschaftliche Begleitung von zehn lokalen und regionalen Kooperations-Netzwerken, den so genannten BQN-Vorhaben, zuständig gewesen. Im Zentrum standen die Vorbereitung, Durchführung und Auswertung von Lokalterminen - Besuchen des erweiterten IBQM-Teams "vor Ort" - zum Thema Nachhaltigkeit zwischen Dezember 2005 und März 2006. Diese bilden auch den Schwerpunkt dieses Nachhaltigkeits-Reports. Stichworte in diesem Zusammenhang waren Innovation, Modellbildung, Transfer und Nachhaltigkeit. Dabei ging es vor allem um die Frage der Chancen für und der verschiedenen Dimensionen von Nachhaltigkeit, wie sie sich lokalen bzw. regionalen Vorhaben im gegebenen Kontext stellen. (ICH2)

"Wer nicht arbeitet, soll auch nicht essen." Dieser Satz scheint nach wie vor zum Kern arbeitsgesellschaftlicher Kulturen zu gehören, in denen (Erwerbs- oder Berufs-)Arbeit ökonomisch hoch bewertet und von anderen "Tätigkeiten" (z.B. in Haushalt und Familie) oder "Sektoren" (etwa dem 'informellen' Sektor von Schwarzarbeit und Schattenwirtschaft) abgegrenzt wird. Darüber hinaus wird Arbeit eine zentrale Rolle für systemische wie für soziale Integration zugewiesen: In vielen Staaten sind wohlfahrtsstaatliche Institutionen einerseits so eng an Erwerbsarbeit und an ein "Normalarbeitsverhältnis" gekoppelt, dass "Krisen" der Arbeitsgesellschaft (vor allem: hohe und steigende Arbeitslosigkeit) unmittelbar zu Krisen in den Systemen der sozialen Sicherung führen. Weiterhin steht Erwerbsarbeit für die meisten Menschen nach wie vor im Zentrum ihrer Lebens- und Identitätsentwürfe - und ihr "Wert" wächst nicht nur wegen des Mangels an Arbeitsplätzen, sondern auch wegen steigender Nachfrage nach Erwerbsarbeit, besonders durch Frauen. Vor diesem Hintergrund zeigt der vorliegende Beitrag, dass nicht nur in diesem übergreifenden Sinne (Erwerbs-)Arbeit als nach wie vor zentraler Integrationsmechanismus begriffen werden muss. Die übergreifende, "vergesellschaftende" Kraft von (Erwerbs-)Arbeit und die "vergemeinschaftenden" Einflüsse von Professionen sind jedoch vor dem Hintergrund einer Zunahme "atypischer", "prekärer" oder "instabiler" Formen der Beschäftigung gefährdet - so die Diagnosen vom "Zerfall" von Arbeitsgesellschaften. Unabhängig von diesen Bewertungen wird heute das "Atypische", Prekäre und insgesamt Neue tatsächlich immer mehr zur Normalität. (ICA2)

PurposeTo investigate the effects of payor–provider integration on the operational performance of health service provision. The research explores whether integration governs agency problems and tilts the incentives of diverse actors toward more systematic outcomes.Design/methodology/approachA two stage multimethod case study of occupational health services. A qualitative stage aimed to understand the reasons, mechanisms, and outcomes of payor–provider integration. A quantitative stage evaluated the performance of the integrated hospital against fee-for-service partner hospitals with a sample of 2,726 patients.FindingsPayor–provider integration mitigates agency problems on multiple levels of the service system by complementing formal governance mechanisms with informal mechanisms. Compared to partner hospitals, the integrated hospital yielded 9% lower the total costs of occupational injuries achieved primarily by emphasizing conservative care and faster recovery.Research limitations/implicationsFocuses on occupational health services in Finland. Provides initial evidence of the effects of payor–provider integration on the operational performance.Practical implicationsVertical integration may provide systematic outcomes but requires mindful implementation of multiple mechanisms. Rigorous change management initiative is advised.Social implicationsFor patients, the research shows payor–provider integration of health services can be implemented in a manner that it reduces care costs while not compromising care quality and customer satisfaction.Originality/valueThis study provides a rare longitudinal analysis of payor–provider integration in health-care operations management. The study adds to the knowledge of operational performance improvement of health services.
