Since ancient times, governments have regulated the extent and conditions under which gambling is permitted. Governments also developed an early financial interest in legalising gambling, realising that certain forms of gambling were a productive base for taxation. These dual roles of government as a social guardian, and as a gambling operator, place it under conflicting pressures to both encourage and discourage gambling. However, regulating the fairness of games, and measures to ensure the probity of operators serve the interests of consumers, operators and treasuries alike. It may be difficult to identify in whose interests governments are acting when they regulate gambling. For example, it is argued that existing regulatory policy of casinos in Australia, namely strict assessment of potential operators to limit casino ownership and management to 'respectable' elements, is predominantly industry protection rather than consumer or social protection (McMillen 1996a; Chapman, Beard et al. 1997). Reducing the risk of gambling through consumer protection regulation is likely to expand the consumer 'market' for gambling. In such circumstances of market power and inelastic gambling demand, cutting gambling taxes to stimulate demand risks overall loss in revenue (Clotfelter and Cook 1989). Aggregate revenues may not benefit if gamblers switch from one form of gambling to another. Also, as a recreational activity, gambling requires continuous innovations or marketing to maintain consumer interest (Weinstein and Deitch 1974; Johnson 1976, 1985; Clotfelter and Cook 1989; Rychlak 1992; Haig 1985b; Haig and Reece 1985). Rather than cut prices/taxes, governments may therefore embark on new forms of gambling, using advertising and other promotion strategies, or varying the prize structures, effectively altering the 'quality' and range of the product (Haig and Reece 1985). The existence of such 'product life-cycles' in consumer demand for gambling – and in government gambling revenues – appears an important reason governments find it difficult in practice not to get drawn into sponsoring or promoting gambling (Henriksson 1996; Alchin 1989; Haig and Reece 1985). This is especially the case if there are competitive pressures from neighbouring jurisdictions to retain business by cuts to tax rates The overall 'market' for gambling may be relatively fixed in the short term by legislation and a limited number of consumer gambling dollars. Clotfelter and Cook (1989) show that because of the monopoly structure of the lottery industry, the operator finds it difficult to increase market share and instead focuses on enlarging the market, through active promotion and marketing. The above suggests a number of reasons why governments in search of revenues will be as likely to ease restrictions on gambling or permit its promotion, as to raise gambling taxation rates. Against this background, the following section reviews gambling taxation in Australia.

PurposeThe aim of this paper is to examine how money laundering occurs through electronic gaming devices, the regulatory requirements for operators of electronic gaming machines, the issues of on-line versus land-based gambling and a discussion about ethics and social responsibility.Design/methodology/approachThis is primarily a conceptual paper which includes an identification of several theories relevant to money laundering. Primary data were obtained from one respondent through a face-to-face meeting and another through a telephone conversation.FindingsA strong, globally co-ordinated effort is required to fight against the increasingly "dark side" of money laundering. The tenets of corporate social responsibility (CSR), including a strong focus on ethics, is vitally important in the gambling industry in helping to wipe out money laundering, which is used to make "dirty" money "clean" and in some instances, used to fund terrorism.Research limitations/implicationsFurther studies could be conducted incorporating a sample of primary data within, and between, jurisdictions. Further work is recommended for developing a form of global collective targeted practical deterrents, supported by technology including artificial intelligence as identified to some degree in this paper. Whilst this paper has included a discussion on CSR, moral management and ethics as a means of arbitrating money laundering, future research could put this idea to the test.Practical implicationsEfforts (including technological) to combat money laundering at the venue level continue to be developed. Further, regulations could include mandatory training in CSR and ethics for all employees in organisations identified by regulators as being particularly susceptible to money laundering.Social implicationsTerrorist actions have gained increasing attention as various countries have had to endure seemingly escalating atrocities in their jurisdictions. Government has an important role to take the necessary steps to strike out terrorism to protect its citizens.Originality/valueNo peer-reviewed academic articles could be identified using a Google Scholar search on money laundering and/or marketing and or CSR. A limited number of articles were identified using the search terms "money laundering and gambling".

The article deals with the form of public governance of gambling in Ukraine from 2020 – the state monopoly on the organization and conduct of gambling. Based on the generalizations of the world's existing forms of public management of gambling, it was concluded that the state monopoly is the most successful model of public administration for our state. But the form of its implementation (a kind of state monopoly) is manifested, considering the historical development of our country, the peculiarities of its society, the tendency of the population to form gambling addiction, society's attitude to gambling, forms of government and more. Today, Ukraine is introducing a second type of state monopoly – free access to the gambling market for companies (subject to organizational and qualification requirements), while limiting the maximum number of gambling establishments that can operate simultaneously in the country. At the same time, in the future it is possible to combine this type with special territorial gambling zones (the Cabinet of Ministers has the right to determine no more than five of them on the territory of the state). Based on the study, the author offers to improve national legislation on gambling taxation and to introduce the idea of social utility of public gambling management for the full implementation of Ukraine's chosen model of state monopoly. Modern gambling development with the help of electronic communication medias created internet gambling. It is fast developing gambling business field but yet has little research on it. Internet gambling development makes impact on our social life and creates new economical perspectives. That is why this development is actual to modern society. Objectives of this thesis: (1) To analyse the concept of gambling with reference to teorical literture. (2) To analyse activity and communication specific of internet gambling companies. (3) To define the clients or target groups of internet gambling companies and to describe those target groups characteristics. (4). To research 3 internet gambling companies (Betfair, Bet365 and Triobet) communication as a cases of success. (5) To define effective internet gambling communication strategies. Aim of this thesis – to descibe communication of internet gambling companies and characterise effective communication strategies. There is a growing concern about the rise of gambling in many countries. With the expansion of online gambling opportunities and the relaxation of restrictions on gambling around the world, the industry has increased their investment in marketing activities. The use of diverse and highly visible promotional reminders has been identified as an important influence on problem gambling.Gambling critics, activists and some media campaigns have called for tighter controls over gambling advertising and some national governments have begun to review their legislation and regulatory practices. Gambling Advertising: Nature, Effects and Regulation examines these issues and reviews empirical research about the role of advertising and other forms of marketing in the encouragement of gambling behaviour. However, despite the accumulation of research evidence about the nature and effects of gambling advertising and promotion over the first two decades of the 21st century, there are still gaps in our knowledge.In its attempts to clarify the effectiveness of specific restrictions on the location, amount and nature of gambling advertising, this book will aid university teachers and researchers working in fields such as advertising and marketing, business, communications and media, leisure, and advertising and gambling regulation.

Gambling markets have drastically expanded over the past 35 years. Pacing this expansion has been the articulation of a governance framework that largely places responsibility for regulating gambling-related harms upon individuals. This framework, often defined with reference to the concept of responsible gambling (RG), has faced significant criticism, emphasizing public health and consumer protection issues. To study both the articulation and critique of the concept of responsible gambling, we conducted a 'scoping review' of the literature (Arksey & O'Malley 2005). Literature was identified through searches on academic databases using a combination of search terms. Articles were independently reviewed by two researchers. Findings indicate 142 publications with a primary focus on responsible gambling, with a high volume of publications coming from the disciplinary backgrounds of the first authors representing the fields of psychology, business, and psychiatric medicine. Further, publication key themes address topics such as responsible gambling tools and interventions, corporate social responsibility and accountability, responsible gambling concepts and descriptions, and to a lesser extent, critiques of responsible gambling. The scoping review of the literature related to responsible gambling suggests the need to foster research conditions to invite more critical and interdisciplinary scholarship in an effort to improve public health and consumer protection.

Abstract:From the 1950s through the 1970s, American policymakers engaged in an extensive campaign against illegal gambling in an effort to turn the tide in the government's crusade against organized crime. At the grassroots, however, voters endorsed a different form of state expansion to beat back the mob menace. Between 1963 and 1977, fourteen northeastern and Rust Belt states enacted the first government-run lotteries in the twentieth-century United States on the belief that legalized gambling would undercut the mob's gambling profits. While gambling opponents pointed to Las Vegas as proof that organized crime would flourish following legalization, supporters argued that illegal gambling was already pervasive, so the state may as well profit from this irrepressible activity. The history of gambling legalization challenges narratives on the popularity of law-and-order politics and offers a new perspective on crime policy in the post–World War II period.
