Проведено аналіз кодифікованих актів надрового та гірничого законодавства, який дозволив встановити перелік вимог до видобування корисних копалин, та зробити висновок про їх зосередження у приписах, які стосуються: - обов'язків користувачів надр; - розробки родовищ корисних копалин; - проведення гірничих робіт; - повноважень органу державного гірничого нагляду; - відповідальності за порушення законодавства. Законодавчі вимоги до гірничошахтного устаткування полягають у необхідності його допуску певними наглядовими органами та наявності відповідного сертифіката. Запропоновано розглядати поняття «вимоги щодо видобутку корисних копалин» як вимоги, умови, заборони, права, обов'язки, обмеження, встановлені законодавством, нормами, правилами, нормативами, дозволами, проектами, регламентами та іншою гірничою документацією, що приймаються в установленому порядку, дотримання і виконання яких забезпечує раціональне, комплексне видобування корисних копалин, охорону надр, гарантування при користуванні надрами безпеки людей, майна та навколишнього природного середовища, а також охорону прав і законних інтересів підприємств, установ, організацій та громадян. Обґрунтовано, що частина статті, в якій встановлюється вимога до обладнання для видобутку корисних копалин, повинна мати зв'язок із процедурою оцінки відповідності, передбачену технічними регламентами. Аргументована доцільність передачі повноважень щодо розгляду справ про адміністративні правопорушення про порушення вимог видобутку корисних копалин органу державного гірничого нагляду. ; The analysis of codified acts of legislation on subsoil and mining legislation has been carried out, it has made it possible to establish a list of requirements for the extraction of minerals, and to draw a conclusion about their concentration in the regulations concerning: - duties of subsoil users; - development of mineral deposits; - carrying out mining operations; - powers of the state mining supervision body; - responsibility for violation of the law. The legal requirements for mining equipment are that it must be approved by certain supervisory authorities and have a corresponding certificate. It is proposed to consider the concept of «requirements for the extraction of minerals» as requirements, conditions, prohibitions, rights, obligations, restrictions established by legislation, norms, rules, regulations, permits, projects, regulations and other mining documentation, adopted in the prescribed manner, compliance and implementation which ensures rational, comprehensive mining, protection of subsoil, ensuring the safety of people, property and the environment when using subsoil, as well as protecting the rights and legitimate interests of enterprises, institutions, organizations and citizens. It is substantiated that the part of the article, which establishes the requirement for equipment for the extraction of minerals, must have a connection with the conformity assessment procedure provided for by the technical regulations. The expediency of transferring powers to consider cases of administrative offenses on violation of the requirements for mining of minerals to the state mining supervision body is argued.

European integration is a strategic direction for the development of our country's foreign policy. In pursuance of the Association Agreement between Ukraine and the European Union, a plan for the implementation of the European Parliament Directive on the energy performance of buildings (2010/31/EU) has been developed, which provides for the introduction of energy certification of buildings as a type of energy audit. Given the significant energy consumption in Ukraine compared to other countries, improving the energy efficiency of the buildings is an extremely important objective. The greatest effect in the existing buildings is achieved only in the case of integrated implementation of energy saving measures for fencing structures, utilities and equipment, and such projects require significant funds. To obtain funding from various investment funds and to be able to participate in state or local funding programs, it is necessary to perform an energy audit and justify energy saving measures, to assess the energy efficiency class of the building. The result of the implementation of measures will be a reduction in the total consumption of energy resources, as well as the cost of paying for them, improving the conditions of the microclimate. Institute of Energy Saving and Energy Management of Igor Sikorsky Kyiv Polytechnic Institute has many years of successful experience in training specialists in the area of energy and improving the energy efficiency of industry and utilities. On basis of the Training Center for Energy Management, advanced training courses have been introduced for specialists who intend to carry out activities on certification of energy efficiency and inspection of engineering systems of buildings. Energy certificates of buildings are mandatory for new buildings, state-owned buildings, local government buildings and in case of attracting public funds for complex thermal modernization. Інститут енергозбереження та енергоменеджменту КПІ ім. Ігоря Сікорського має багаторічний успішний досвід підготовки фахівців у сфері енергетики та підвищення рівня енергоефективності об'єктів промисловості та житлово-комунального господарства. На базі Центру підготовки енергоменеджерів запроваджено курси підвищення кваліфікації для осіб, які мають намір провадити діяльність із сертифікації енергетичної ефективності та обстеження інженерних систем будівель. Енергетичний сертифікат будівель є обов'язковими для нових будівель, будівель державної власності, будівель органів місцевого самоврядування та, у випадку залучення державних коштів, – на комплексну термомодернізацію. У статті представлено досвід роботи, розкрито зміст навчальної програми з підготовки, перепідготовки і підвищення кваліфікації енергоаудиторів та наведено результати діяльності Атестаційної комісії КПІ ім. Ігоря Сікорського.

International audience ; Offshore oil and gas operations carry a high risk of explosions, which can be efficiently prevented in many cases. The two most used approaches for prevention are: (1) the "International Electrotechnical Commission System for Certification to Standards Relating to Equipment for Use in Explosive Atmospheres" (IECEx) and (2) European "Atmosphere Explosible" (ATEX) schemes. The main shortcoming for the IECEx scheme is in the fact that it does not cover nonelectrical equipment, while for the ATEX scheme, it is due to the allowed self-certification for a certain category of equipment in areas with a low probability of explosions, as well as the fact that it explicitly excludes mobile offshore drilling units from its scope. An advantage of the IECEx scheme is that it is prescribed by the US Coast Guard for protection against explosions on foreign mobile offshore drilling units, which intend to work on the US continental shelf but have never operated there before, with an additional requirement that the certificates should be obtained through a US-based Certified Body (ExCB). Therefore, to avoid bureaucratic obstacles and to be allowed to operate with minimized additional costs both in the US and the EU/EEA's offshore jurisdictions (and very possibly worldwide), all mobile offshore drilling units should be certified preferably as required by the US Coast Guard.

Рассмотрены возможности использования Украиной технических регламентов Таможенного Союза на альтернативной или безальтернативной основе в целях защиты интересов субъектов предпринимательской деятельности взрывозащищенного оборудования Украины в международном сотрудничестве и торговле ; In view of recent events that occur in relations between the two countries, Ukraine and Russia, the issue of maintaining successful economic positions of Ukrainian manufacturers of explosion-proof equipment in Russian-Ukrainian relations is becoming very important. The paper deals with current problems in the field of technical regulation, standardization, conformity assessment of explosion-proof equipment and removal of technical barriers to mutual trade in this equipment with the neighboring CIS countries. As a result of the study, a comparative analysis of existing technical regulations of Ukraine (TR 898) and Russia (TR CU 012/2011) was conducted, the main contradictions of these documents were highlighted and a reasonable assessment of the effects of using TR CU 012/2011 on alternative or non-alternative basis by Ukrainian business entities was given. The results are of practical importance and can be used for further in-depth study of the impact of technical barriers on business entities of explosion-proof equipment in Ukraine when using technical regulations of the Customs Union. The analysis and conclusions, presented in this paper are of interest of government and non-government agencies and organizations that deal with the above problem.

In 2011, a governmental initiative driven by the Department for Business Innovation and Skills invited the British Standards Institute (BSI) to write and publish a publicly available specification (PAS) for the reuse of waste electrical and electronic equipment entitled PAS 141. The specification's ambitious goals, chief among them to reduce the amount of e-waste generated in the UK, has prompted debate as to whether they are realistic and the extent to which they can be influenced by the certification. The purpose of this paper is to propose a comprehensive framework that can be used in future research to enhance understanding of the mechanisms by which the introduction of PAS 141 certification could lead to the fulfillment of its goals, that is, successful uptake. The authors believe this framework can serve as a roadmap for those interested in the investigation of this novel certification and its effect on the market for reusable electrical and electronic products.

There is a need to improve science comprehension in the United States. Incorporating scientific principles into the study of food production provides context to engage youth in STEM education. The Curriculum for Agricultural Science Education (CASE) is an inquiry-based program that stimulates scientific engagement. While agriscience teachers believe in the concept, less than 20% are certified in Nebraska to teach CASE. Twenty-five active agriscience teachers, who were not CASE certified, individually discussed their reluctance to become CASE certified. Most research participants had a positive view of CASE but were concerned about the apparent stringent program structure. They questioned individualizing the CASE model for different teaching styles and programs. Three primary barriers to CASE certification were identified: cost, time, and administrative support. Although scholarships were available to cover certification costs ($2,500-$3,000) in Nebraska, participants questioned funding needed equipment and supplies to implement the program. Traditional CASE certifications require 50-100 hours of intense training, and participants opposed trainings that exceeded five days due to personal and professional obligations. Teachers also believe school administrators lack knowledge of CASE benefits. For the widespread implementation of CASE, certification trainings need to be more concise, implementation costs minimized, and school administrators informed of benefits.

Teacher professions in Indonesia were initially underestimated because they only received low salaries and were not standard when compared to other professions such as the lawyer's profession, the medical profession, and the accounting profession. Whereas in Japan, being a teacher is a dream for all young people because the Teacher's profession has been equated with other professions since 1886. But in the Era of President Susilo Bambang Yudhoyono's Government, through Law No. 14 of 2005 concerning Teachers and Lecturers, the fate of Master was raised as high as possible through Teacher Certification. The aspect of consumer needs in fulfilling their daily needs since the teacher received a certification allowance is a phenomenon that the condition of the teacher is better than the previous conditions. This research uses phenomenological qualitative methods. Based on the results of the study in general the certified teachers in Madrasah Tsanawiyah Negeri in Malang City have a fairly high spirit in carrying out the tasks which are realized, among others in the form of certification allowances functioned to improve self-quality by attending training, workshops, and seminars and buying equipment and supplies sufficient to support teaching.Keywords: professionals; lawyers; doctors; accountants; certifications

Based on the work that it is running within the ProSTO EU project (http://www.solarordinances.eu/), this paper presents a tentative approach to an integrated demand side measures (DSM) package that must be associated to a solar thermal obligation (STO) in a community. All the complete set of measures that must be taken to succeed will be presented. The experience shows that it is necessary to get an integrated "policy package" in the way of "zero building emissions", around the kernel key point of clear requirements, aiming energy savings, namely for energy demand limitation, and energy efficiency of thermal installations. A parent kernel key point of this "policy package" is quality: certification of thermal solar system and components; planner, designer and installer certification; technical mandatory requirements in the regulations; mandatory guarantee (maintenance contract). All relevant documents of these quality items must be integrated in the Building Use Manual for easy management. Another kernel key point, this one with focus on overcoming barriers, is public awareness, throughout on-line information (lists of certified equipments, installers, technical description of the equipments, manual of good practices, scholar materials (class notes, computer codes, homework assignments, etc.), etc.), and the implementation of training courses for all

This dissertation shows that, due to the introduction of the terrestrial and satellite communication systems, training of radio personnel on the GMDSS has to be adopted. The carriage requirements for ships' radiocommunication equipment under the GMDSS are investigated. The wide variety of ship equipment available for transmitting, receiving, or relaying distress messages, maritime safety and meteorological information has been analyzed. The products of leading manufacturers of simulators for the practical training on communication procedures are examined. The methodology for training in the operation of GMDSS equipment in other countries is analyzed. The International and Mexican legislation for implementing the training and certification of GMDSS radio personnel are investigated. The concluding chapter recommends the implementation of a training programme for the General Operator's Certificate in the Mexican Merchant Marine Schools. To that end, a 15-day GOC course outline and a draft of relevant regulations have been developed.
