Zusammenhang zwischen Humankapitalbildung und Demokratisierungseffekten
Die Arbeit zeigt anhand empirischer Untersuchungen zum Zusammenhang zwischen Humankapital und Demokratisierung in den Untersuchungsländern Malawi, Namibia und Sambia wie Längsschnittdaten auch bei geringer Fallzahl und vorliegender Autokorrelation durch die Kombination von 1. parametrischen Regressionen (hier: Logitanalyse), 2. nichtparametrischen Regressionen (auf Basis bedingter Mittelwerte) und 3. Methoden der Ereignis- (SPELL) und Zeitreihenanalyse (Daten-Pool) analysiert und sinnvoll interpretiert werden können. Dabei dient (1) der funktionalen Beschreibung, (2) leistet eine \(\textit {anschauliche Darstellung der Datenstruktur}\), welche zur \(\textit {Überprüfung der Angemessenheit}\) der funktionalen Beschreibung dient, und mit (3) kann vor allem eine Kontrolle von Drittvariableneinflüssen erfolgen. Dabei sind trotz des Poolens der Daten der einzelnen Länder noch typische Aussagen über die Untersuchungsländer möglich.

Dekarbonisierung bis zum Jahr 2050? Klimapolitische Maßnahmen und Energieprognosen für Deutschland, Österreich und die Schweiz
Angesichts der wachsenden klimapolitischen Herausforderungen streben viele Länder Europas bis zum Jahr 2050 eine Dekarbonisierung an, das heißt den Ausstieg aus der Nutzung fossiler Energieträger. Vor diesem Hintergrund präsentiert dieser Beitrag Prognosen des Energiebedarfs und der Energiemixe für Deutschland, Österreich und die Schweiz für das Jahr 2030 sowie einen Ausblick auf das Jahr 2050. Der Vergleich der bisherigen Energiepolitiken dieser Länder offenbart gravierende Unterschiede: Während Deutschland bislang vorwiegend auf die massive Subventionierung alternativer Stromerzeugungstechnologien gesetzt hat, war der bisherige Ansatz Österreichs eher, Energieverbrauch und Treibhausgasausstoß mit ordnungsrechtlichen Maßnahmen, insbesondere Ge- und Verboten, aber auch Subventionen, senken zu wollen. Im Gegensatz dazu setzt die Schweiz bereits seit dem Jahr 2008 auf das marktwirtschaftliche Instrument der CO2-Abgabe. Die hier präsentierten Prognosen des Energiebedarfs der drei Länder deuten darauf hin, dass vor allem Deutschland und Österreich mit einer Fortführung der bisherigen Politik das langfristige Ziel einer weitgehenden Dekarbonisierung nicht erreichen dürften, während es in der Schweiz bereits zu einem spürbaren Rückgang des Primärenergieverbrauchs gekommen ist. Vor diesem Hintergrund gewinnt die jüngst in Deutschland beschlossene CO2-Bepreisung der Emissionen in den Bereichen Verkehr und Wärme besondere Bedeutung. Auch Österreich möchte in diesen Sektoren eine CO2-Bepreisung einführen. Es bleibt allerdings abzuwarten, wie konsequent das marktwirtschaftliche Instrument der CO2-Bepreisung tatsächlich verfolgt werden wird.

Consequentiality and the Willingness-To-Pay for Renewables: Evidence from Germany
Based on hypothetical responses originating from a large-scale survey among about 7,000 German households, this study investigates the discrepancy in willingness-to- pay (WTP) estimates for green electricity across discrete-choice and open-ended valuation formats, thereby accounting for perceived consequentiality: respondents selfselect into two groups distinguished by their belief in the consequentiality of their answers for policy making. Recognizing that consequentiality status and WTP might be jointly influenced by unobservable factors, we employ a switching regression model that accounts for the potential endogeneity of respondents' belief in consequences and, hence, biases from sample selectivity. Contrasting with the received literature, we find WTP bids that tend to be higher among those respondents who obtained questions in the open-ended format, rather than single binary choice questions. This difference shrinks, however, when focusing on individuals who perceive the survey as politically consequential.

Product Market Deregulation and Employment Outcomes
This paper investigates the short- and medium-term effects of the deregulation of shopopening hours legislation on retail employment in Germany. In 2006, the legislative competence was shifted from the federal to the state level, leading to a gradual deregulation of shop opening restrictions in most of Germany's sixteen federal states. The paper exploits regional variation in the legislation in order to identify the effect product market deregulation has on retail employment. We find robust evidence that the deregulation of shop closing legislation had negative effects on retail employment, with considerable heterogeneity in terms of the type of employment as well as establishment size. That is, the employment losses are most pronounced for small retail stores and are almost exclusively borne by full-time employees.

The European Debt Crisis
By any measure, the European Monetary Union and the European Union are in a deep hole. In the summer of 2011 we came uncomfortably close to an uncontrolled sovereign default of an EU country, a member of the European Monetary Union, hardly ten years after the common currency project was launched. In the months that followed, Greece was brought back from the precipice, but by the time of this writing has accumulated sovereign indebtedness of more than €380b or more than 170% of the country's gross domestic product. By current estimates, more than half of this debt is held by foreigners, and mostly by foreign official institutions. How could a country with less than 2% of EU output be the source of such great concern? Quite simply, because in the meantime Ireland, Portugal, Spain and Italy (which along with Greece, are known as the GIIPs countries, or the PIIGS in less politically correct circles) have all spent significant time at the financial edge, with borrowing costs rising enough to threaten the integrity of the Eurozone banking system, the mechanism of payments, the European Central Bank and the common currency itself. In my view, we are still not out of the hole, even though most recent events may belie that assessment.

Das Klimaschutz-Sofortprogramm von Bündnis90/Die Grünen: Mögliche Auswirkungen auf Emissionen und Gesellschaft
In diesem Beitrag werden die Auswirkungen des Klimaschutz-Sofortprogramms der Partei Bündnis90/Die Grünen im Hinblick auf die gesellschaftlichen Verteilungswirkungen und die Potentiale zur Emissionsminderung bewertet. Aufgrund von Unklarheiten in der Ausgestaltung zahlreicher Maßnahmen ist es prinzipiell unmöglich, die damit in Summe einhergehenden Emissionsminderungen zu quantifizieren. Stattdessen wird sich hier auf diejenigen der großen Mannigfaltigkeit an Maßnahmen kapriziert, die im Programm hinreichend klar formuliert sind, um eine Bewertung zu erlauben, zumindest in qualitativer Hinsicht. Baerbock und Habeck (2021:2) kündigen unter anderem an, die erneuerbaren Stromerzeugungskapazitäten schneller ausbauen und den Kohleausstieg auf das Jahr 2030 vorziehen zu wollen. Diese nationalen Maßnahmen verursachen unnötig hohe Kosten. Es wäre kostengünstiger, diese dem Markt bzw. den steigenden Preisen für Emissionszertifikate zu überlassen. Lobenswert ist hingegen das Versprechen von Baerbock und Habeck (2021: 7), dass sie eine transatlantische Klimapartnerschaft zwischen der EU und den USA auf den Weg bringen möchten, da für eine effektive weltweite Klimapolitik internationale Kooperation unabdingbar ist. Für effektive Minderungen der globalen Emissionen ist ein solches bilaterales Bündnis allerdings zu wenig. Ein Bündnis zum Zwecke der effektiven und effizienten Senkung der Treibhausgasemissionen sollte deutlich umfassender sein und zumindest auf Ebene der G20-Staaten initiiert werden sowie ein Abkommen über die Etablierung eines einheitlichen CO2-Preises in diesen Ländern beinhalten. Allein einem möglichst umfassenden Klimaschutzabkommen über einen einheitlichen CO2-Preis trauen Experten die effektive Senkung der globalen Treibhausgasemissionen zu.

In search of Q: results on identification in structural vector autoregressive models
The thesis consists of three independent research papers in the area of identification of structural vector autoregressive (SVAR) models. The first paper studies the government spending shocks on output. New sign restrictions on the impulse responses are introduced to the fiscal policy literature. Upon imposing the new sign restrictions, we find contractionary output reactions to positive government spending shocks. The results are robust to several alternative model and sign restriction specifications. The second paper investigates the implications of including more (forward-looking) information in a classical monetary policy SVAR. We augmenting the classical specification with federal funds futures and factors extracted from a large macroeconomic dataset. It is established that information-augmentation does not necessarily yield shocks that are correlated more strongly with benchmark monetary policy shocks. The empirical conclusions based on the baseline and augmented specifications are similar: monetary policy shocks contribute only marginally to the evolution of (real) macroeconomic variables. The third paper's empirical motivation is to quantify the effects of monetary policy shocks on asset prices. We set up a monetary SVAR including the S&P500 series, and we use set identifying sign and zero restrictions. It is established that the majority of monetary policy shocks estimated from admissible structural models correlate only weakly with benchmark monetary policy shocks. Structural models with medium correlations, imply impulse responses that vary widely in their shapes and magnitudes. Concentrating, however, only on the 100 models with the highest correlations uncovers negative, but near-zero asset price responses to positive monetary policy shocks, coupled with mildly positive output responses.

The Politics ofRelated Lending
We analyze the profitability of government-owned banks' lending to their owners, using a unique data set of relatively homogeneous government-owned banks; the banks are all owned by similarly structured local governments in a single country. Making use of a natural experiment that altered the regulatory and competitive environment, we find evidence that such lending was used to transfer revenues from the banks to the governments. Some of the evidence is particularly pronounced in localities where the incumbent politicians face significant competition for reelection.

Carbon pricing in Germany's road transport and housing sector: Options for reimbursing carbon revenues
In 2021, Germany launched a national emissions trading system (ETS) in its road transport and housing sectors that increases the cost burden of consumers of fossil fuels, the major source of carbon dioxide (CO2) emissions. A promising approach to secure public acceptance for such a carbon pricing would be to entirely reallocate the resulting "carbon" revenues to consumers. This article discusses three alternatives that were discussed in the political arena prior to the introduction of the national carbon pricing: a) a per-capita reallocation to private households, b) the reduction of electricity prices by, e.g., decreasing the electricity tax, as well as c) targeted financial aid for vulnerable consumers, such as increasing housing benefits. To estimate both the revenues originating from carbon pricing and the resulting emission savings, we employ a partial equilibrium approach that is based on price elasticity estimates on individual fossil fuel consumption from the empirical literature. Most effective with respect to alleviating the burden of poor households would be increasing housing benefits. While this measure would not require large monetary resources, we argue that the remaining revenues should be preferably employed to reduce Germany's electricity tax, which becomes more and more obsolete given the steadily increasing amount of electricity generated by renewable energy technologies.
