The lochs, voes and sheltered coastal waters of the Scottish west coast and Western and Northern islands provide ideal conditions for growing salmon in floating cages. The aquaculture industry creates jobs not only on farms but also in upstream and downstream activities such as producing fish feed, in logistical support, and in processing the fish. Nevertheless, its growth during recent decades has encountered economic, societal and environmental challenges, which are likely to increase as the industry expands from 163,000 tonnes in 2016 to about 200,000 tonnes in 2020, with the intention to produce up to 300,000 tonnes in 2030. In 2018 the Rural Economy and Connectivity Committee will be conducting an inquiry into salmon farming in Scotland. To feed into that inquiry the Environmental Climate Change and Land Reform Committee will be considering the current report. Briefing by Scottish Parliament Information Centre (SPICe) on salmon farming in Scotland will also inform both Committees work. This report specifically reviews the scientific evidence relating to the environmental effects of salmon farming. Where the evidence suggests that there are concerns about harm to marine ecosystems or protected species and habitats, possible mitigation measures are suggested.

ObjectivesTo understand how we can better initiate and run international collaborations to deliver tangible and impactful findings using population-wide linked health and education data.
ApproachRepresentatives from 14 countries (America, Australia, Canada, Chile, Denmark, England, Finland, Germany, New Zealand, Northern Ireland, Norway, Scotland, Sweden, Wales) summarised the potential for research using their linked administrative health and education data. The scope for collaboration and comparison of research findings across countries was explored.
ResultsSeveral substantive research themes emerged, including the quantifying of differences in educational outcomes by health conditions and other early life factors, using health data to better identify and explore the special educational needs identified in educational records, using linked health and education data to identify and explore reasons for absenteeism from school.
ConclusionsThe workshop showcased the primary themes for research and the data assets available within each country for comparative work. Further work is required to more robustly document the available detail within these datasets, collaboratively develop protocol templates for comparative studies, and develop pilot, proof of concept, studies.

Growing concerns about climate change and energy security have fueled a rapid increase in the development of marine renewable energy installations (MREIs). The potential ecological consequences of increased use of these devices emphasizes the need for high quality environmental impact assessment (EIA). We demonstrate that these processes are hampered severely, primarily because ambiguities in the legislation and lack of clear implementation guidance are such that they do not ensure robust assessment of the significance of impacts and cumulative effects. We highlight why the regulatory framework leads to conceptual ambiguities and propose changes which, for the most part, do not require major adjustments to standard practice. We emphasize the importance of determining the degree of confidence in impacts to permit the likelihood as well as magnitude of impacts to be quantified and propose ways in which assessment of population-level impacts could be incorporated into the EIA process. Overall, however, we argue that, instead of trying to ascertain which particular developments are responsible for tipping an already heavily degraded marine environment into an undesirable state, emphasis should be placed on better strategic assessment. ; Publisher PDF ; Peer reviewed
