AbstractThis paper examines the effects of political pressure groups (lobbies) on transboundary emissions of individual countries and on the stability of international environmental agreements to reduce emissions. We consider two types of lobbies, industry and environmentalists, and we allow for asymmetric countries to consider differences in lobby strengths to study strategic international spillovers of national lobby activities. In our model, lobby groups in countries that are non-signatories to the agreement will impact abatement of the lobby's home country only. In contrast, lobby activities in signatory countries have spillover effects on the abatement decisions of other member countries. As lobby strength impacts abatement, it will, in turn, impact the incentives to participate in the agreement. We find that lobby activities from both lobby groups, industry and environmentalists, can have the potential to facilitate international cooperation to abate global pollution. This, however, depends on the distribution of lobby activities across countries and on whether green lobby groups have a national or international focus.
This paper examines the effects of political pressure groups (lobbies) on the emissions abatement decisions of countries and on the stability of international environmental agreements. We consider two types of lobbies, industry and environmentalists. We determine the influence of lobby-groups on the abatement decisions of countries. This influence affects members of an international environmental agreement as well as outsiders. However, in the case of agreement members, the effects of lobbying are not restricted to the lobby's host-country but spill over to other member countries and have ambiguous effects on the agreement stability.

This paper surveys the recent literature on the political economy of the formation of international environmental agreements. The survey covers theoretical modelling approaches and empirical studies including experimental work. Central to our survey is the question how the political process impacts different stages of agreement formation and stability. We distinguish the rules defined during pre-negotiations that govern negotiations, ratification and implementation. Strategic delegation and lobbying are directly relevant during the negotiation and ratification phases. Implementation, the choice of policy instruments at the national level, will also be impacted by lobbying and indirectly influence negotiations. We find that the basic theoretical framework for the analysis of international environmental agreements is largely unrelated to empirical approaches. Furthermore, we observe that models of the political process of agreement formation, like for example sequential game models, are yet to be developed. Adapted from the source document.

AbstractOn the occasion of the 20th anniversary of International Environmental Agreements: Politics, Law & Economics, we conduct an extensive review of papers published in this journal that address the economic dimensions of international environmental agreements (IEAs). We focus particularly on the lessons learnt from this body of literature and the implications for the assessment and design of IEAs in relation to goals such as efficiency, effectiveness, and equity. Our key conclusions run as follows. First, at the international level, universal coalitions are more cost-efficient and effective than fragmented regimes, but more difficult to negotiate and less stable. Second, in developing countries, there is need for substantial external funding to cover the short-run costs of environmental compliance. Third, market-based solutions have been increasingly applied in international agreements but with mixed results. For example, cap-and-trade systems have the potential to achieve greenhouse gas emissions reductions and least economic cost. But in the provisioning of water services, private sector solutions often result in outcomes that are unaffordable for low-income groups or nonviable for businesses, suggesting well-designed public–private partnerships. At the international level, Green Bond markets can attract investors for climate and environmental projects, but implementation failures tend to weaken outcomes. Finally, in practical politics, economically optimal designs are rarely achieved. Future applied economic research should therefore critically investigate institutions and the scope for their reform. Gains in knowledge are expected to come from economic analyses taking a broader perspective on "the economy", taking institutions and social and ecological relations into account from the start.

In the Netherlands land subsidence is a continuously ongoing process. Consequently, an increasing number of people and economic assets are exposed to subsidence, damage costs are soaring, and flood risk and greenhouse gas emissions are increasing. In some areas tipping points have already been reached, where current land-use can no longer be maintained without considerable costs, underlining the urgency to take action. Together with a consortium consisting of universities, research institutes, governmental agencies, public and private partners we have developed a national, multidisciplinary research programme aiming to develop an integrative approach to achieve feasible, legitimate and sustainable solutions for managing the negative societal effects of land subsidence, connecting fundamental research on subsidence processes to socio-economic impact of subsidence and to governance and legal framework design. The program is designed to co-create insights that help to effectively mitigate and adapt to subsidence within the Netherlands by making major improvements in measuring and modeling the processes and consequences of subsidence, identifying, developing and critically evaluating control measures and designing governance and legal approaches that facilitate their implementation. Hereto we will develop (a) new satellite-based technology to measure, attribute and monitor subsidence, (b) solid understanding of the interacting multiple processes contributing to total subsidence, (c) sophisticated physical and economic numerical models to predict human-induced subsidence rates and impacts, and (d) implementation strategies that go beyond technical measures, to strengthen governance and financing capacities as well as legal frameworks. This fully integrated approach deals with all impacts of land subsidence on society and the economy.
