In the light of the changing Soviet policy towards global and regional problems, this article examines the Afghanistan problem and process for its negotiated settlement at Geneva under UN auspices. The first part deals with the genesis of the problem leading to the Soviet troops' entry into Afghanistan and its regional and international contexts. The second part deals essentially with an evaluation of the diplomatic initiatives taken by certain countries that aimed at offering a solution to the problem. The Geneva proximity talks and the developments therein form the third part; while the last part makes an attempt to analyse the prospects for the Geneva proximity talks in the light of the objectives pursued by the major parties involved in the Afghanistan crisis.
