Breaking Laws: Violence and Civil Disobedience in Protest questions the complex relationship between social movements and violence through two contrasted lenses; first through the short-lived radical left wing post '68 revolutionary violence, and secondly in the present diffusion of civil disobedience actions, often at the border between non-violence and violence. This book shows how and why violence occurs or does not, and what different meanings it can take. The short-lived extreme left revolutionary groups that grew out of May '68 and the opposition to the Vietnam War (such as the German Red Army Faction, the Italian Red Brigades, and the Japanese Red Army) are without any doubt on the violent side. More ambiguous are the burgeoning contemporary forms of "civil" disobedience, breaking the law with the aim of changing it. In theory, these efforts are associated with non-violence and self-restraint. In practice, the line is more difficult to trace, as much depends on how political players define and frame non-violence and political legitimacy.
This report presents a state of advancement at the end of the first year of the AIRIN research project. This project aims to describe and analyze the configurations of actors and scenes in which indoor air policy is built (in the medias; at the central administration level and through a legal framework; in local mobilizations and policy implementation). The data show a significant dispersion of public interventions on this theme, structured by a series of sectorial approaches. The public issue as well as the indoor air sectorial policy is still limited in autonomy. This results in a highly cross-sectorial treatment at the central level ; a legal framework whose unification has hardly begun ; a media perception that strengthen but remains scattered ; a predominantly institutional mobilization at the local level, sectorial in nature, and therefore also dependent on the networking of actors following heterogeneous goals. The implementation of public policy mobilizes primarily informational tools in the context of a symbolic policy aiming at ensuring the mobilization of audiences. The report draws lines of work to better understand and model this dispersed public intervention and the condition of its emergence. ; Le présent rapport livre un état d'avancement du projet de recherche AIRIN au terme de sa première année.
