Three former administrators of the US Agency for International Development (USAID) believe that America's foreign aid programs have improved considerably during the George W. Bush administration. Many innovative presidential initiatives have been funded by an increase in development assistance from $10 billion to $22 billion. However, USAID's organizational structure has become incoherent and administration of its programs chaotic with too few staff. In terms of US influence abroad, it is losing ground to the Dept of Defense.
