Until the mid-nineties talking about diversity in South Tyrol meant referring to its three historical language groups. Since then, the number of people with foreign citizenship who have chosen the province of South Tyrol as their new home, has been increasing steadily. Even in the face of the pandemic, there are no indications the trend is likely to abate. Over the last twenty years, the number has almost tripled - from 16,000 in 2002 to over 50,000 in 2017. This population with a migratory background not only adds new diversity to the region, but also presents new questions and challenges. In Eurac Research's "Migration Report South Tyrol 2020", 30 researchers in the fields of sociology, geography, law, history, biology, anthropology, political science and linguistics analysed who the people migrating to South Tyrol are as well as their integration in the region's schools, employment and political systems. AbstractThe security of persons belonging to minorities is intrinsically linked to the implementation of minority protection instruments. This paper addresses the security of persons belonging to minorities in terms of international standards enshrined in the European Framework Convention for the Protection of National Minorities (FCNM). The paper is divided in three parts. First, it presents indicators piloted to measure developments in the political discourse, including government actions and practices induced by the political discourse. Next, it introduces indicators to assess developments in the legislative branch, including public policies addressing issues protected by international standards. Finally, it presents indicators to assess awareness and acceptance in the judiciary branch of government, including not only court rulings but also matters of courts' structures and organization. A final concluding section relates each section to the overall issue of security of persons belonging to minorities through law and politics.

The European Yearbook of Minority Issues provides a critical and timely review of contemporary developments in minority-majority relations in Europe. It combines analysis, commentary and documentation in relation to conflict management, international legal developments and domestic legislation affecting minorities in Europe. Part I contains scholarly articles, and, in 2007/8, features two special focus sections on Minority Rights and Conflict and Participation. Immigration has transformed the social, economic, political and cultural landscapes of global cities such as London, Melbourne, Milan and Amsterdam. The term 'superdiversity' captures a new era of migration-driven demographic diversifications and associated complexities. Superdiversity is the future or, in many cases, the current reality of neighbourhoods, cities, countries and regions, yet the implications of superdiversification for governance and policy have, until now, received very little attention.
