Ross takes his service in two administrations (those of George H. W Bush and Bill Clinton) to produce a series of case studies (including how the reunification of Germany was accomplished in 1990, the formation of a truly international coalition to expel Saddam Hussein from Kuwait in 1991 and the emergence of a transatlantic consensus that facilitated joint action to bring about a peace settlement in Bosnia in 1995) that illustrate the lessons of 'statecraft'-that the successful policymaker must have clear foreign-policy objectives in mind; understand what means are needed to achieve them; and know how to apply leverage to obtain desired outcomes.

David Brog, a Washington lawyer and former staffer for Republican Senator Arlen Specter, wants to reassure his fellow Jewish-Americans that the Christian Zionists-whose stands on domestic issues are often diametrically opposed to the positions advocated by most American Jews-are in fact deeply committed to tne welfare of Israel as the Jewish State and so ought to be embraced as allies-that conservative American Christians are the rightful heirs to the 'Righteous Gentiles' who saved Jews during World War II. However, his line of succession from the 'rabbi Jesus' to a conflicted apostle Paul to early Christian figures like Justin Martyr leaves out the fact that the seeds of replacement theology-the notion that the promises made to Israel in the Old Testament are now transferred to the Christian Church-are to be found in Jesus' own preaching, notably the parables of the wedding feast and of the vineyard in Matthew's Gospel.

This article argues that community-building efforts across borders are motivated by traditional realist concerns about security rather than idealistic beliefs in universal principles. The creation of sustainable, cross-border institutions will come about because governments recognize that they are unable to meet basic challenges without increased cooperation. The emergence of common norms comes about through cooperation in coping with global challenges, not via the imposition of political systems or the exercise of hegemonic power.
