A la fin du xviiiesiècle, le Maryland est, sur le plan politique, l'une des treize colonies contestataires d'Amérique du Nord que l'Angleterre s'efforce de retenir. Sur le plan économique, sa prospérité est fondée sur le grand commerce transatlantique de deux grands produits destinés au marché européen, le blé et le tabac, dont la production est favorisée par le sol, le climat, la conformation de la côte et la présence d'une ample main-d'œuvre servile.Du point de vue social, la population, essentiellement rurale, comporte quatre niveaux : la main-d'œuvre agricole, constituée par le groupe de plus en plus nombreux des esclaves africains ; le noyau relativement plus stable des fermiers et métayers blancs ; celui, en expansion, des cultivateurs qui produisent pour le marché ; et enfin, une petite minorité de grands planteurs marchands. C'est l'élite gouvernante de cette société, soit une centaine de familles sur une population qui compte 267 000 habitants (dont 88 000 esclaves) en 1780, que nous nous proposons d'examiner ici.

Le senatus-consulte du 16 thermidor an X, complété par l'arrêté réglementaire du 16 fructidor, instituait, en France, des collèges électoraux d'arrondissement et de département, chargés de concourir au recrutement des assemblées parisiennes et des administrations locales. Les listes des membres de ces collèges, concentrées à Paris aux Archives Nationales, ont été choisies comme base de la présente enquête. Elles l'ont été de préférence aux listes des six cents plus imposés des départements, et aux listes de notabilités établies antérieurement en conformité avec la Constitution de l'an VIII. Par rapport aux premières, l'avantage de nos listes — constituées à partir de l'an XI — est de permettre d'appréhender plus complètement la réalité sociale des notables, jusqu'à l'échelon du petit notable local aux revenus relativement modestes.
