L'objet de cet article est d'établir dans quelle mesure la décennie Delors représente un cas de leadership politique réellement unique. En cernant les concepts de « leadership » et de « leader » politique, notamment dans les liens qui les unissent, et en soulignant le contexte particulier constitué par l'Union européenne comme champ de recherche, l'auteur propose un passage en revue du parcours européen de Jacques Delors. L'article souligne l'influence du président de la Commission à caractère présidentiel incontestable, aussi bien que par des tentatives, elles beaucoup plus contestables et contestées, visant à conquérir une légitimité jusqu'alors sans égale à ce niveau de responsabilité. L'auteur conclut que la décennie Delors a constitué bien un cas de leadership européen unique, dans la mesure où sa présidence de la Commission européenne a testé et révélé, sur une durée sans précédent, les limites de la demande des décideurs politiques des États-membres en faveur d'un leadership politique réellement supranational.

The British vote to leave the European Union in 2016 shook the Franco-British bilateral relationship (FBBR) to its core and led to unexpected tensions, considering the depth of cooperation between the two countries in many fields, and their geography. In this article we analyse the impact of Brexit on the FBBR to date, including the likely aftershocks. We focus on the 2017-2020 Brexit negotiations themselves, and on the matters that escaped those negotiations but which are core to the FBBR namely: security and defence; borders and migration. We draw on a number of high-level interviews with French and British officials and on literatures of contemporary diplomacy to ask how the new environment for the FBBR challenges traditional ways of conducting bilateral diplomacy outside of the multilateral framework provided by the European Union.

The result of the EU referendum of June 2016 sent a shockwave through Europe as Europeans found that the British voting public had narrowly rejected continued membership of the European Union. Well before campaigning for the referendum opened, as a journal focused on European research and one of the journals of the University Association of Contemporary Europe Studies (UACES), the editors of JCER felt a responsibility to ensure that a topical response to the results – whatever they might have been - were heard. In the first of a new initiative by JCER (to publish a special section on an issue of topicality for Europe and those who research it) this final issue of 2016 features a special section dedicated to delivering some understanding of the reasons for the EU referendum, the inherent processes, the politicking and the voting choices.
