Au cours du premier quart du xxe siècle, un mouvement oecuménique au sein des Eglises protestantes canadiennes a mené à leur fusion, et à la création de ľEglise Unie du Canada. Au moyen de documents ďarchives, j'étudie dans cet article le leadership du mouvement social qui a produit cette fusion. J'analyse ďabord comment la structure du leadership a évolué, du groupe fondateur à un réseau étendu et de faible densité. Les actions du leadership à divers niveaux de ľEglise et de la société sont ensuite examinées, ainsi que les activités dissidentes de plusieurs membres du groupe fondateur.This paper, based on archival data, is a study of pro‐change leadership in a social movement: namely, the ecumenical movement within the Canadian Protestant churches during the first quarter of this century which succeeded in merging several denominations into the United Church of Canada. First, the structure of the leadership is traced from a founding group to a dispersed and enlarged network, then the leadership is displayed in action at various levels of the church and society. Finally, the dissident activity of several of the original group members is investigated.

If we are to succeed in crafting appropriate solutions to prevent abuses of administrative discretion, we must pay serious attention to three major perspectives that shape the exercise of administrative authority: the perspective of lawmakers, who create at least four different kinds of discretion; the perspective of clients, who may suffer from one or more of five major forms of administrative abuse; and the perspective of practitioners, who are influenced in varying ways by the moral propensities of the work setting. The article concludes with a brief discussion and illustration of how these multiple perspectives need to be taken into account when devising solutions to prevent various abuses of administrative discretion.

In the text of a speech given to Chinese students & faculty at the Central Instit of Nationalities in Beijing & the U of Inner Mongolia, the attraction of Chinese scholars to US sociology since the "fall of the Gang of Four" is examined. The Chinese have long done sociology, though under a different name, as in Mao Tse-Tung's studies on the types of peasantry, & studies of China's national minorities. US sociology is portrayed as a highly variegated field with no unified theory & -- unlike genuine sciences -- no drive toward a unified theory. The hard science methodological aspects of sociology are shown to derive from economics & statistics, while the ideological aspects are underlined & shown to obscure the realities of US SC structure. It is argued that manipulative, mass marketing functions of US sociology can be used to cover up any developing SC structure in China. The individualized, psychologistic approach to social problems in US sociology could be used to cover up structural unemployment & the resulting youth problems in China. AA.
